Columbus-based State Auto Labs, the innovation arm of the State Automobile Mutual Insurance Company, is collaborating with venture development organization Rev1 Ventures on a $25 million corporate venture fund to support innovation and entrepreneurship in the insurance industry. Through the partnership, Rev1 Ventures and State Auto Labs will help connect InsurTech and FinTech startups with resources such as capital, technologists, and industry experts.

While more Americans live in communities that are “prosperous” compared to “distressed,” large gaps persist across geographies, demographics, and educational attainment, according to a new report from the Economic Innovation Group (EIG).

The Innovation Advocacy Council (IAC), an initiative of SSTI to better communicate with and educate Congress on innovation issues, has named Ben Johnson its new chairperson. Johnson, BioSTL’s vice president of programs, will take over the position from Michael Cassidy, president and CEO of the Georgia Research Alliance.

The National Science Foundation (NSF) has announced the recipients of 27 Design and Development Launch Pilots as part of its INCLUDES initiative. The initiative is aimed at enhancing U.S. leadership in science, technology, engineering and mathematics (STEM) discoveries and innovations through a commitment to diversity and inclusion. The 27 pilots feature public-private partnerships that will develop blueprints for broadening STEM participation and are funded through two-year, $300,000 grants.

For 32 years, the Engineering Research Centers (ERC) program of the National Science Foundation has provided long-term funding for university-industry-government collaborations focused on addressing specific, complex engineering challenges. The program can be an integral part of a state’s strategy to encourage stronger partnerships among universities and private industry.

The White House Office of Management and Budget today released America First: A Budget Blueprint to Make America Great Again, an overview of the administration’s proposal for the FY 2018 federal budget. This is a precursor for the full budget proposal, expected in May. The administration would increase spending authority for defense and security by $54 billion while decreasing all other discretionary spending by an equivalent amount.

With a focus on improving health, driving economic growth, and expanding the country’s research capacity, the National Institutes of Health (NIH) within the U.S. Department of Health and Human Services is the largest public funder of biomedical research in the world. Because of NIH’s central role in supporting science, technology, and innovation, a better understanding of the agency’s footprint may be helpful to the technology-based economic development practitioner community.

The White House Office of Management and Budget released a memorandum on R&D priorities that directs agencies to prioritize basic science and lower costs in their FY 2019 budget requests. R&D investments should be made in military superiority, security, prosperity, energy dominance and health. The memo repeatedly encourages officials to identify, and divest of, research areas where industry is ready to make their own investments toward commercial development.

Arizona schools are taking a different approach to developing the next generation of STEM workers and leaders with the Chief Science Officer position, now in 120 schools across the state. The students, from grades six to 12, are elected by their peers and participate in training events where they learn about STEM activities and careers and can advocate for STEM education in their schools.

Recognizing the growing need for a skilled workforce in the increasingly digital manufacturing sector, a new report from the public-private effort of DMDII and ManpowerGroup aims to capture the changing technology and business interactions, and the job roles that are having an impact on the sector. The year-long body of work attempts to answer, among other questions, how workforce roles and job structures flex to accelerate the succession of a transforming global economy.

Indiana Gov. Gary Holcomb announced two new workforce development grants program as part of the state’s Next Level Jobs initiative. Through this new initiative, the state will commit more than $20 million over the next two years to help state residents find careers in high-demand, high-wage jobs as quickly as possible.

Numerous foundations are investing in and partnering with anchor institutions to support inclusive and equitable community and economic development, according to a new report from the Funders’ Network for Smart Growth and Livable Community. The report, Anchored in Place: How Funders Are Helping Anchor Institutions Strengthen Local Economies, stems from a study by the Anchor Institutions Funders’ Group (AIFG), a working group established by the Funders’ Network. The report also includes case studies on how funders are working with anchor intuitions in Albuquerque, Baltimore, Chicago, Denver and Minneapolis-St. Paul.

With a July 1 start to the fiscal year in most states, several states that were at an impasse over their budget faced at least partial shutdowns. Last minute negotiations restarted services in both Maine and New Jersey, while Illinois, which has been operating without a budget since 2015, faces threats of a downgrade in their credit rating if a deal cannot be reached. This week we present our findings of innovation funding from seven states, including $2 million in funding for a new public-private economic development organization in Delaware, an increase in funding in Louisiana for the state’s scholarship program for higher ed, and cuts to higher ed funding in Missouri, which also saw a severe drop in its funding to the Missouri Technology Corporation. Efforts in Maine, New Hampshire, Vermont and Washington are also detailed below.

The Federal Reserve Bank of New York reported that startup firms (small businesses that were five-years-old or younger and had full- or part-time employees in 2016) were twice as likely to be adding jobs and growing revenues but more likely to be higher credit risk than mature firms. The 2016 Small Business Credit Survey: Report on Startup Firms provides an in-depth look at the financing and credit experiences of the startups.

More can be done at the state level to encourage growth in U.S. manufacturing, according to a recent presentation by Robert Atkinson, president of the Information Technology and Innovation Foundation (ITIF). In the presentation, held earlier this month at the National Conference of State Legislatures’ (NCSL) summer meeting, Atkinson suggested that there is a role for state policymakers to address each of the four T’s related to sound manufacturing policy: trade, tax, technology, and talent.

SSTI’s analysis of approved FY2018 state budgets continues with a review of action by the Georgia and Utah legislatures. Stability is the word for both states with level funding for the Georgia Research Alliance, Georgia Tech’s Enterprise Innovation Institute, and Utah’s USTAR program. The Georgia legislature did approve the governor’s proposal to increase funding for scholarship programs by $50 million.

A House bill that would allow manufacturers to sell up to 100,000 self-driving cars each and bar states from restricting their operation passed both its subcommittee and the Energy and Commerce Committee unanimously last month. Concerned about potential job loss, unions representing truck drivers successfully lobbied the House to exempt commercial trucks from the “highly automated vehicle” definition the law affects for the time being.

After arduous processes in both Kansas and Rhode Island, the states have newly-enacted budgets in place that have retained some funding for TBED initiatives. Kansas was able to fund programs that will focus on a skilled workforce and research and development, while Rhode Island will see the creation of a pilot program for free tuition at community colleges through a scaled-back version of the governor’s proposed RI Promise.

As more state legislatures are coming to the close of their sessions, more state budgets are being finalized.

Over the last several months, economic development organizations, universities, and their partners have announced new efforts to create the building blocks for entrepreneurial development in rural communities. Examples include i2e announcing new efforts to expand entrepreneurial support services to rural communities in Oklahoma and three Indiana universities partnering to support startup growth in rural regions across the state.
