State Auditor General Assesses Tech Transfer Programs at Arizona’s Public Universities

Since the inception of the HOPE scholarship program in Georgia 15 years ago, the number of state-sponsored merit-based scholarship initiatives to increase the number of students attending in-state colleges and universities has increased throughout the country. The U.S. Department of Commerce's Economic Development Administration (EDA) recently announced Ben Franklin Technology Partners (BFTP) as the winner of the "Excellence in Technology-led Economic Development" award, as part of EDA's Excellence in Economic Development Awards 2008. BFTP, created in 1983, has regional offices in Lehigh Valley, Philadelphia, Pittsburgh and State College.

Senators Collins and Clinton Introduce Bill to Create National Innovation Council

The creation of a single organization to consolidate federal innovation investments, called for by the Brookings Institution and the Information Technology and Innovation Foundation (ITIF) (see the April 23, 2008 issue of the Digest), moved a small step closer to reality with the introduction of authorizing legislation in the U.S. Senate.

Luxembourg Partners with U.S. Firms for $200M Molecular Med Investment

On June 5, 2008, the government of the Grand Duchy of Luxembourg announced plans for a $200 million five-year molecular medicine initiative that draws on a strategic partnership involving three Luxembourg Public Research Centers (CRPs), the University of Luxembourg and three U.S. research institutes prominent in the field.
 
The U.S. research institutions include:

Recent Research: Business Churning Enhances U.S. Productivity and Employment Growth

New establishments are responsible for one-third of annual employment creation in the U.S. and have higher measures of productivity when compared to mature surviving establishments, according to a report released last week by the Kaufmann Foundation. The Bureau of Economic Analysis (BEA) recently published its estimate on the real gross domestic product (GDP) growth of each state for 2007, revising previously released figures for 2003-2006.
 
SSTI has prepared a table showing real GDP per capita for every state and the District of Columbia from 2003 to 2007. The table includes:

Enacted Budget Allocates $79M to Promote Energy Diversity in Florida

Gov. Charlie Crist signed the fiscal year 2008-09 budget into law last week, allocating nearly $79 million for energy-related projects to increase research and stimulate development and commercialization of alternative and renewable energy sources throughout Florida.

Alberta and Ontario Launch Tech and Venture Capital Initiatives

Last week, Premier Ed Stelmach of Alberta introduced a $170 million suite of initiatives to support high-tech economic development in the province. The government hopes that by providing support for commercialization from research to market it can attract high-tech entrepreneurs from other areas. Most of the province's investment will support the creation of the $100 million Alberta Enterprise Corporation to encourage venture capital investment.

Iowa Venture Capital Tax Credit Not Extended to Next Fiscal Year

An initiative in Iowa to disperse tax credits worth 20 percent of equity investments into pre-qualified businesses or seed capital funds has reached its $10 million cap and will not be continued in the next fiscal year. The Iowa Venture Capital Credit – Qualified Business or Seed Capital Fund was started in 2002 with a cap of $10 million, and as monitored by the Iowa Department of Revenue, all credits have been issued.

NIH Changes Peer Review, Commits $1B for Transformative Research

Cities Take Action to Support Early-stage Companies

New York City officials recently announced the launch of a $2 million seed fund to boost entrepreneurship and the local venture capital market. NYC Seed will provide up to $200,000 for seed-stage New York-based businesses and will offer mentoring and other support for client companies.

Arizona Governor Unveils $75M TBED Initiatives in 2008 Budget

Earlier this month, Gov. Janet Napolitano presented Arizonans with a three-part plan to prepare for the 21st century economy in her annual State of the State Address. The One Arizona Plan would support state economic growth by investing in education, physical infrastructure and innovation. During her address, Gov. Napolitano emphasized the need to increase Arizona’s innovation capacity and to build a technologically-savvy workforce.

VC Investment in Cleantech Drops for First Time in 2 Years

The Cleantech Venture Network (CVN) announced last week that U.S. venture investment in clean technologies fell 34 percent in the fourth quarter of 2006. Investment in cleantech, which includes products and services that reduce or eliminate environmental impacts, declined to $613 million last quarter -- down from a record-breaking peak of $933 million in the previous quarter. The drop brought to an end nine consecutive quarters of gains for cleantech, but still capped a record-breaking year for VC investment in the sector.

OPPAGA Recommends Next Steps for Florida Biotech

A recent report by the Florida Legislature’s Office of Program Policy and Government Accountability (OPPAGA) recommends the state’s next steps to develop its biotechnology industry should include the creation of a privately managed early-stage capital fund for investing in start-up companies, to be financed by the Legislature.

Democrats '07 Budget Increases Research Funding

Less than one week before President Bush releases the Administration's budget request for fiscal year 2008, congressional Democratic leadership released its solution to the FY 2007 fiasco. The need to remain within spending caps approved last year and the need to focus on FY08 spending meant the FY07 fix would be simple, but slightly painful for agencies used to above-inflation-rate increases each year. Sixty programs reportedly will see cuts from their FY06 funding levels.

Québec Commits $1B+ for Innovation & Research Strategy

The provincial government of Québec committed to infusing $888 million (Canadian) into its science and technology community over the next three years, as a result of the innovation and research strategy released earlier this month. The new investment is in addition to $278 million committed this year alone for research infrastructure and the Québec Aeronautical Industry Development Strategy.
