This week, U.S. Secretary of Commerce Penny Pritzker announced the first 12 communities to participate in the federal government’s multi-agency Investing in Manufacturing Communities Partnership (IMCP) initiative. The initiative will concentrate federal economic development spending across agencies and departments on key manufacturing regions with strong economic strategies in place.

A project underway between IBM and Louisiana State University’s School of Engineering aims to better meet employer needs by tripling the number of computer science graduates in five years. Hoping to generate more partnerships like these, lawmakers approved legislation supported by Gov. Bobby Jindal that allows colleges and universities to compete for funds in an effort to produce graduates in high-demand areas. A smaller percentage of the funds distributed under the new Workforce and Innovation for a Stronger Economy (WISE) Fund will be based on federally funded research expenditures.

Last year, 108 unique institutional funders made a total of 260 investments in North Carolina companies, according to a report from the Council for Entrepreneurial Development. The 2013 Innovators Report details the $461 million in equity investments, grants and awards received by firms, including support from venture investors, angel networks, foundations, federal agencies, competitions, crowdfunding and other sources. Life sciences firms generated the most activity with $275 million in 134 deals, driven by the biopharmaceutical industry.

In recent years, national polices supporting university-led innovation have shifted from the linear, science-push model to a model that supports an interactive, reciprocal process of knowledge transfer between industry and university through research parks, university-industry research projects, etc. As these new national polices mature, academic researchers are starting to examine the effectiveness of university-focused policies on spurring innovation and their impact on economic development. A recently released study examines the effectiveness national polices in leading Organization for Economic Co-operation and Development countries in spurring university-led innovation and the impact of these policies on social and economic development.

In a recent Pacific Institute and Vox Global survey, about 80 percent of U.S. companies reported that water availability has become an issue for their business, particularly among firms in the South and Southwestern regions of the country. About 63 percent said water issues would affect their future location decisions, and more than half reported that they expected water scarcity to impact their growth and profitability over the next five years.

National Institute of Health (NIH) Director Francis S. Collins has accepted recommendations from an NIH working group that call for increased investment in the federal government’s effort to map and understand the human brain. Under the recommended plan, the initiative would receive $400 million each year between 2016-20, which would grow to $500 million a year for 2021-25. The BRAIN Initiative is a multi-agency effort, supported by NIH, Defense Advanced Research Projects Agency of the U.S. Department of Defense, National Science Foundation and Food and Drug Administration.

NASA is looking to U.S. universities to explore transformative space technologies and help the agency advance its plans for exploration to deep space and Mars. The agency will make up to 12 awards totaling $500,000 each this fall with R&D efforts taking place over two to three years. Notices of intent to submit proposals are due June 24.

This week marks 2014 Computer Science Education Week, the Obama administration’s call to the education, business, foundational, and nonprofit communities to help support and expand access to computer science education in American schools. On December 4, the Canadian government revealed their national Science and Technology (S&T) Strategy – Seizing Canada's Moment: Moving Forward in Science, Technology and Innovation 2014.  An update to the original report released in 2007, the S&T strategy identifies five priority research areas for federal support over the next seven years: environment and agriculture; health and life sciences; natural resources and energy; information and communications technology; and, advanced manufacturing.

President Obama has announced two new competitions for manufacturing innovation hubs as Congress debates whether or not to fund a national network of innovation institutes (see related article). The first hub would foster research and commercialization collaborations around smart manufacturing for the Department of Energy. The second would develop flexible hybrid electronics technology at the Department of Defense.

Labor Secretary Thomas Perez announced details of a new $100 million grant competition to expand apprenticeship opportunities in high-growth industries. The program will specifically target industries that are using H-1B visas to hire foreign workers.  By investing in collaborative efforts around the country, officials hope the program will help develop clear career pathways through apprenticeship, particularly for underrepresented populations.

Included in the continuing resolution/omnibus spending bill for FY15 is $10 million for the Regional Innovation program. The Regional Innovation Program was authorized under the American COMPETES Act and is designed to provide funding to support regional innovation activities. The program received its first funding of $10 million in FY14 after extensive work on the Hill by SSTI, its members and others.

Earlier this week, congressional appropriators reached a tentative agreement on spending levels for the 2015 fiscal year just a few days before the Thursday deadline. The continuing resolution omnibus, “cromnibus,” spending package would, if approved by the House, Senate and president, avert a government shutdown and again defer budget negotiations until next September. Under the agreement, most agency budgets would remain at similar levels to those enacted for FY14.

Gov. Terry McAuliffe hopes to increase the commonwealth’s profile in the global life sciences industry through his recently launched Virginia Bioscience Initiative. The initiative will develop cross-agency linkages, as well as public-private partnerships, to support entrepreneurs, use big data to drive new discoveries and speed the commercialization of new technologies. Despite a small decrease in venture capital deals last year, the San Francisco-Oakland-Fremont metropolitan area remains the most active investment regions on a per capita basis, according to data from the PricewaterhouseCoopers (PwC)/National Venture Capital Association (NVCA) MoneyTree Report. San Francisco led all other MSAs in both total dollars and per capita activity, with its $21 billion in 2015 investment averaging about $4,500 per metro resident.

SSTI’s analysis of gubernatorial addresses, strategic plans and budget proposals continues this week with highlights from Alabama, Louisiana, Oklahoma, Pennsylvania and Tennessee. Governors are facing difficult fiscal situations in several of these states, often scaling back tech-based economic development efforts. Tennessee Gov. Bill Haslam, however, is using a fiscal surplus to invest in higher education and regionally focused economic initiatives.

In the last month, several international countries and Hong Kong have made significant monetary contributions to establish investment funds that will make strategic investments in their country’s startups. These investment funds have a two-fold focus. First, they want to help provide early stage capital to companies that have the potential to spur economic prosperity within their borders. The National Science Foundation (NSF) released a solicitation to establish and sustain Innovation Corps (I-Corps) Nodes as part of I-Corps’ National Innovation Network that builds upon fundamental research to guide the output of scientific discoveries closer to the development of technologies, products, processes and services that benefit society. More than three-quarters of U.S. venture capital dollars went to companies in California, New York and Massachusetts in 2015, according to data from the PricewaterhouseCoopers (PwC)/National Venture Capital Association (NVCA) Moneytree Report. California companies received over 57 percent of all U.S. investment, about 0.5 percent down from the state’s peak in 2014. Both New York and Massachusetts received about 10 percent of U.S. dollars. Washington, the state with the fourth highest share, trailed far behind at 2.1 percent.

The National Institute of Standards and Technology (NIST) released a new Federal Funding Announcement (FFA) to award its first national manufacturing innovation institute (NMII). Proposers may solicit a new NMII on any advanced manufacturing technology focus area not already addressed by another institute or competition.
