Though the state of Florida has aggressively pursued research investment over the past few years, particularly in the life science, a new report finds the state is still struggling to build a sufficient pool of highly-skilled workers for its high-tech companies. The study, which was conducted at the behest of 19 local economic development organizations, finds the state has not yet made a complete transition from an agriculture- and real estate-based economy to one built on high-tech industry and innovation.

How should states determine the focus and location of significant investments into academic research? The process can easily become politicized when more than one research institution, sizable metropolitan area or major industry exist in the state.

The National Institutes of Health (NIH) have announced a four-year plan to invest approximately $70 million a year in a nationwide network of life science research centers. The Molecular Libraries Probe Production Centers Network will employ high-tech screening methods to identify molecules that can be used as probes to explore the functions of cells. This research is intended to help increase the pace of discovery in the field of chemical probes, which have become a key resource in fighting disease.

Technology-focused incubators are an important component to fostering entrepreneurial development in a region by nurturing businesses in the earliest stages of development and helping them grow into larger companies that employ high-wage workers and bring new technologies to the market. Governor Rick Perry recently announced Alan Kirchhoff of Austin has been promoted to director of Texas Emerging Technology Fund (TETF). Kirchhoff replaces longtime Perry advisor and former TETF director Mark Ellison, who left the Governor's Office to become associate vice chancellor of economic development for the Texas A&M University System beginning Oct. 1, 2008.

The Technology Innovation Program (TIP) in the National Institute of Standards and Technology is using its FY09 award competition to support high-risk, high-reward research in civil infrastructure and manufacturing. The program has $25 million available to support as many as 25 new awards. TIP is open to individual small-sized or medium-sized businesses or to joint ventures that also may include institutions of higher education, nonprofit research organizations and national laboratories.

With a $25 million funding opportunity currently on the streets for manufacturing and infrastructure research projects, the Technology Innovation Program (TIP) has added three more locations and dates for proposers' conferences next week. The free public meetings will provide general information regarding TIP, guidance on preparing proposals, and the opportunity for questions and answers.

The budget agreement passed by Maryland lawmakers earlier this month includes funding for several initiatives in support of Gov. Martin O'Malley's plan to invest more than $1 billion over ten years in Maryland's biotechnology industry. Declining state revenues as a result of the recession were not without their impact, however.

To establish Maryland as a global leader in science, technology, engineering and mathematics (STEM) workforce and STEM-based R&D infrastructure, a task force convened last year by Gov. Gov. Charlie Crist signed Florida's $66.5 billion 2009-10 budget into law last week, providing a mixed bag of funding outcomes for the state's existing economic development programs.

The Piedmont Triad Research Park laid off Bill Dean, director of the park, and Nancy Johnson, marketing director. Park officials said that the park's project manager and executive assistant also were laid off.

Rebecca Bagley, who left her position as deputy secretary for the Technology Investment Office within the Pennsylvania Department of Community and Economic Development, was appointed president-elect of NorTech. Bagley will succeed Dorothy Baunach, the founding staff director of NorTech, as president and chief executive officer. Baunach will become president emeritus, serving as an adviser until December 2010.
