Increasing federal funding for life science research is one of the most significant ingredients for improving a state’s position in building a strong biotech and biomedical sector. As appropriations for the National Institutes of Health (NIH) were increasing annually – as they did in the last half of the 1990s and the first few years of this decade – this was not a zero-sum game. All states could win.

Greater Baltimore Technology Council executive director Penny Lewandowski is leaving at the end of May to join the Edward Lowe Foundation in Detroit. Assistant director Steve Kovak has been named her successor.

For the second year in a row, the Maryland Technology Development Corporation (TEDCO) was the most active source of early-stage or angel capital, according to the July issue of Entrepreneur magazine.

MdBio, Inc., a nonprofit organization servicing Maryland's bioscience industry, announced it will be renamed the MdBio Foundation under restructuring and expansion efforts. The 501(c)3 organization will be overseen by a new 501(c)6 nonprofit membership trade association, MdBio, Inc.

President Bush has nominated Dr. William Jeffrey as director of the National Institute of Standards and Technology (NIST). The nomination is subject to Senate confirmation.

Governors in several states recently unveiled spending proposals for the upcoming fiscal year or biennium. While fiscal conditions in most states remain fragile, new or continuing investments focused on science, technology and innovation were introduced as pro-growth measures to aid in states' recovery efforts. The University of Maryland announced the Academy for Innovation and Entrepreneurship, an initiative to infuse a culture of innovation and entrepreneurship across its campus through a series of classes, workshops and outside-the-classroom experiences. Maryland often has been at the forefront of innovation with a longstanding reputation for investing in science and technology to capture new opportunities for economic growth. This year's legislative session was no different. Lawmakers backed Gov. Martin O'Malley's proposals to support the state's bioscience sector, expand the R&D tax credit, enhance workforce training, and promote measures to establish the state as a leader in cybersecurity.

Threats to America's cybersecurity continue to make headlines, underscoring the growing importance of protecting our country's digital infrastructure. As national security experts continue to grapple with how to address the challenge, the federal government is stepping up to coordinate state cybersecurity efforts. In an effort to promote our country's economic security and boost innovation and competitiveness, the National Institute of Standards and Technology (NIST) is working with states and the private sector to develop a framework for national cybersecurity standards.

Maryland's Innovation Initiative (MII), launched earlier this year, unveiled two inaugural programs on Monday aimed at commercializing technologies at the state's universities. The new Innovation Discovery Program will help universities identify promising technologies and potential collaborations by reimbursing them for the costs of employing on-site, part-time "site miners." The Innovation Commercialization Program will provide cash awards to support research, commercialization planning and product development.

As budgets for economic development tighten across all sectors, measuring and reporting impact becomes even more crucial for sustaining support. The Association of University Research Parks points to three impressive impact reports released this year from Indiana's Purdue Research Park, Nebraska Technology Park and North Dakota State University Research and Technology Park.

Finding new and creative ways for high-tech companies to succeed is an important component in business incubation. A recent study examining best practices for supporting new company formation finds it is the synergy among multiple practices, policies and services that produces optimal outcomes. At the same time, collecting standardized measures, reporting on progress annually, conducting external independent evaluations, tracking programs, and continuing to enhance practices are singled out as important policy implications.
