Governor Rick Perry recently announced Alan Kirchhoff of Austin has been promoted to director of Texas Emerging Technology Fund (TETF). Kirchhoff replaces longtime Perry advisor and former TETF director Mark Ellison, who left the Governor's Office to become associate vice chancellor of economic development for the Texas A&M University System beginning Oct. 1, 2008.
Maryland Plan Calls for $72M Investment in STEM Workforce, R&D Infrastructure
To establish Maryland as a global leader in science, technology, engineering and mathematics (STEM) workforce and STEM-based R&D infrastructure, a task force convened last year by Gov. Martin O'Malley urges the state to adopt a set of initiatives to reach higher performance standards in teaching and learning in addition to greater productivity in transforming the state's high volume of R&D activity into economic growth and job creation.

Rebecca Bagley, who left her position as deputy secretary for the Technology Investment Office within the Pennsylvania Department of Community and Economic Development, was appointed president-elect of NorTech. Bagley will succeed Dorothy Baunach, the founding staff director of NorTech, as president and chief executive officer. Baunach will become president emeritus, serving as an adviser until December 2010.

Budget RoundUp: States Seek Modest investments for S&T
Governors in several states recently unveiled spending proposals for the upcoming fiscal year or biennium. While fiscal conditions in most states remain fragile, new or continuing investments focused on science, technology and innovation were introduced as pro-growth measures to aid in states' recovery efforts. With the exception of New York Gov. Andrew Cuomo's ambitious economic development plan (see the Jan. 9 issue of the Digest), most of the proposals were on the modest side.

Maryland legislation encourages manufacturing jobs, training
New legislation in Maryland that takes effect in June provides $1 million in workforce development scholarships and builds on current apprenticeship programs, while also providing tax incentives for new and existing manufacturers to create jobs in areas of the state that need them most. Gov. Larry Hogan signed the More Jobs for Marylanders Act into law last week, a key piece of his jobs initiative. The new legislation establishes scholarships for eligible students enrolled in job training programs at community colleges, and contains measures to encourage high schools to offer additional vocational training, as well as requiring state agencies to analyze their registered apprenticeship programs.

The idea of changing the 40 hour workweek standard has been floated for decades, and more frequently discussed in recent years as companies confront pandemic-related stress, burnout and the “Great Resignation.” But, even as some smaller U.S. companies (mostly in tech) have moved toward offering a shorter workweek, the idea has not become mainstream, despite some states’ best efforts.

Over the last month, partnerships have been announced between states and key industry leaders including AGCO, CVS, Tesla, and the U.S. Chamber of Commerce Foundation. Some of those collaborations are detailed below.

Workforce, broadband, rural investments at play in governors’ plans for economic development
As governors continue to roll out their State-of-the State addresses in the month of February, we continue to see a heavy focus on recovering from the pandemic. Given most state’s fiscal condition, governors have been generally hesitant to roll out new initiatives during this time, although broadband continues to receive attention, especially with the renewed attention surrounding its importance during the pandemic.
