NIH announces five new Research Evaluation and Commercialization (REACH) Hubs

NIH recently announced awards for five Research Evaluation and Commercialization Hubs (REACH) to accelerate the creation of small businesses and the transition of academic research discoveries into products that improve patient care and enhance health. These new REACH hubs will support innovators from diverse personal, educational, and professional backgrounds across 76 non-profit research institutions spanning 12 states.

SBA makes four awards through its Regional Innovation Cluster program

SBA has recently announced four contract awards to small businesses and entrepreneur support organization (ESO) partners, expanding the SBA’s Regional Innovation Clusters (RIC) to 16 hubs nationwide. Two contract awardees are new to the program in 2023, while two others are returning awardees, positioned with new contracts to continue and expand work in their respective regions.

White House releases investment data

The White House recently published a data tool, accompanied by a downloadable excel file housing two datasets, with recent investments from the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA). The tool and data provide a view of the spending that is occurring across the United States from the two acts. In addition to a categorical breakdown of awards, agency, department, project name, funding source, and more are available for each award.

NIST awards $1.2 million to develop technology roadmaps

The U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) recently awarded nearly $1.2 million to four institutions through its Advanced Manufacturing Technology Roadmap Program (MfgTech). Awards through this program will fund projects in industries and technologies such as microelectronics and biotechnology for up to 18 months to address national priorities for improving competitiveness and vaccine manufacturing capabilities.

DOE, USDA, MEP release info on new funding opportunities, awards

The U.S. Department of Energy (DOE), U.S. Department of Agriculture (USDA) and the Hollings Manufacturing Extension Partnership (MEP) have all made recent announcements on new funding provided either through the Bipartisan Infrastructure Law or the CHIPS and Science Act. DoE is accepting applications for an $80 million program focused on benefiting small and medium-sized manufacturing firms. USDA and MEP announced more than 170 awards to expand innovative uses of wood and to address supply chain issues.

Tech Hubs: EDA announces implementation awards

The Economic Development Administration today announced $504 million in funding across 12 Tech Hubs, the culmination of a 14-month selection process to choose the first regions funded for implementation projects under the program. The 12 Hubs receiving implementation awards are listed in the graphic below.

A dozen makerspaces win $1 million total in pilot competition

The U.S. Small Business Administration has announced the winners of a $1 million competition designed to help makerspaces train the future workforce, focusing on addressing the job skills and placement gap faced by U.S. businesses. The 12 winners of the Makerspace Training, Collaboration and Hiring (MaTCH) Pilot Competition, will reap $1 million total in prize money across three tiers.

Community colleges named in college excellence program

Two community colleges in Florida became the winners of the 2019 Aspen Prize for Community College Excellence, which recognizes high achievement and performance among America’s community colleges. Winners were Indian River State College (IRSC) ($350,000) in Fort Pierce, Florida, and Miami Dade College ($350,000) in Miami; Odessa College and Palo Alto College in Texas and Pierce College in Washington were named as Rising Stars ($100,000 each).

A significant majority of SBIR and STTR grants awarded to small businesses from the National Institutes of Health in any given year end up in just a handful of states. For example, the percentage of all 2017 SBIR/STTR awards made to companies in the 23 states and Puerto Rico eligible to participate for funding from NIH’s Institutional Development Award (IDeA) program was only 8 percent – 97 of the 1,218 awards made across all phases of both innovation funding programs.  For comparison, the same states account for 15.8 percent of the estimated U.S. population in 2017. NIH wants to change that discrepancy.

Defense department launches Centers of Excellence at 2 HBCUs

The U.S. Department of Defense (DoD), through the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), announced awards totaling $15 million for Historically Black Colleges and Universities (HBCUs) to establish Centers of Excellence (COEs) in Biotechnology and Materials Science.

The COEs will provide training to underrepresented students pursuing science, technology, engineering, and mathematics (STEM) disciplines, and will also provide internships at defense laboratories while also offering training to K-12 students to strengthen the talent pool entering the STEM pipeline.

Treasury awards $24.1M in CDFI technical assistance

The Community Development Financial Institution Fund (CDFI Fund) of the U.S. Department of Treasury recently awarded more than $24.1 million in Technical Assistance Awards to 191 Community Development Financial Institutions (CDFIs). These awards were distributed through the Community Development Financial Institutions Program (CDFI Program) and the Native American CDFI Assistance Program (NACA Program). The 191 CDFI awardees represented 39 states — as well as Washington, D.C., and Puerto Rico.

SBA announces first L2M winners, Tibbetts Awards

The U.S. Small Business Administration has announced the winners of two award programs. The Lab to Market (L2M) competition was launched in September and recognizes organizations, programs and ideas that support R&D innovation ecosytems, particularly those focused on underrepresented communities and pandemic responses. SBA also announced recipients of the annual Tibbetts Awards, which recognizes companies, organizations, and individuals for exceptional success achieved through the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.

$1.5 million awarded through Kauffman Heartland Challenge

The Kauffman Foundation has announced 17 organizations will share the $1.5 million in funding allocated through their Heartland Challenge. These grantees will work to solve specific challenges entrepreneurs in the heartland region — comprised of Missouri, Iowa, Nebraska, and Kansas — face, and will participate in facilitated, peer-learning communities of practice to share knowledge across the region.

CDFI Fund awards $204 million, including to SSTI members

The Community Development Financial Institutions (CDFI) Fund recently announced the recipients of more than $204 million in FY 2020 funding. Much of the agency’s funding is used to support banking and lending services, but several SSTI members were among the 357 awardees. Launch NY received a financial assistance award and Invest Nebraska and Vermont Sustainable Jobs Fund received technical assistance awards.

The U.S. Small Business Administration announced 24 organizations as recipients of the 2020 Federal and State Technology partnership (FAST) program grant awards.

The U.S. Small Business Administration announced 24 organizations as recipients of the 2020 Federal and State Technology partnership (FAST) program grant awards. The awards of up to $125,000 focus on “specialized training, mentoring, and technical assistance for R&D-focused small businesses.” The FAST program grants one-year funding to organizations that work to partner with other in-state groups.

DOE awards $9.5 million to support clean energy innovation, commercialization

Inaugural Open-Source Ecosystems awards announced on eve of next competition deadline

On the closing days of the previous federal fiscal year and with an Oct. 21 deadline looming for new proposals, the National Science Foundation announced the first 24 awards for a new program to support “Pathways to Enable Open-Source Ecosystems” (OSE). NSF’s goal is to exploit the advantages of using open-source development to find technological solutions to problems of national and societal importance.

51 recipients share $47 million in EDA Build to Scale awards

A total of $47 million has been awarded to 51 organizations by the U.S. Economic Development Administration to support programs that accelerate innovation and tech-based economic development as part of the Build to Scale program,  U.S. Secretary of Commerce Gina Raimondo announced yesterday. The 2022 awardees will leverage an additional $48 million in matching funds from private and public sector sources.

Federal grant recipients alert: Uniform Grants Guidance is changing

While the headline above may be one of the most boring written in the SSTI Weekly Digest’s history, any recipient of federal grant funding should be aware that changes are coming to the Uniform Grants Guidance that governs federal grants, effective October 1. The guidance “sets the foundational requirements for agencies in making grants and providing other forms of Federal financial assistance, such as cooperative agreements and loans,” according to the White House. The changes will apply only to awards after October 1.

AURP recognizes SSTI President with Career Achievement award

The Association of University Research Parks (AURP) recognized Dan Berglund, SSTI president, with a Career Achievement Award at its International Conference earlier this month. In a press release, AURP said, "Through the course of his SSTI career, Dan’s leadership has made a significant contribution to the advancement and recognition of the innovation ecosystem, including the Innovation Advocacy Council.”
