DOE Announces Intent to Fund New NNMI, Clean Tech Manufacturing Pilot Program

The Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) released a notice of intent to establish and sustain a Clean Energy
Manufacturing Innovation Institute for Reducing Embodied-Energy and Decreasing Emissions (REMADE) in materials manufacturing. The $70 million funding opportunity
will be released in June to enable the development and widespread deployment of key industrial platform technologies that will dramatically reduce life-cycle

GAO Report Reveals Lingering Challenges, Opportunities for Green Jobs Initiatives

Green jobs have been at the center of a number of controversies in economic development circles over the past decade. Key among these debates is whether or not sufficient job opportunities exist to justify large public investments in green job-training programs. A recent report from the Government Accountability Office (GAO) reveals that, at least at the federal level, a great deal of uncertainty remains about the green job labor market.

Venture Capital Investment Increases, Internet Companies Benefit

In the second quarter (Q2) of 2013, venture investment totaled $6.7 billion over 913 deals, according to the quarterly survey by PricewaterhouseCoopers (PWC) and the National Venture Capital Association (NVCA). Compared to the first quarter of 2013, the amount of venture capital investment increased 12 percent and the number of deals increased 2 percent. Although still well below venture capital investment highs in 2007, Q2 2013 had the largest total amount of investment in a year.

U.S. Navy Invests $30M in HI Cleantech Accelerator

The U.S. Department of Defense Office of Naval Research has announced a $30 million investment in Energy Excelerator, an accelerator for cleantech companies within the Pacific International Center for High Technology Research (PICHTR). Energy Excelerator originally launched three years ago with $10 million in seed funding from the Department of Energy.

Federal Investment in Clean Energy Underutilized and Declining

Several reports, assessments, and plans have been released related to energy development — particularly clean energy. On March 15, both President Obama's Blueprint for a Clean and Secure Energy Future and the Government Accountability Office's review of the Department of Energy's loan programs were released. In addition, the Information Technology and Innovation Foundation published their report on recent trends in federal investment in clean energy, specifically from the American Recovery and Reinvestment Act of 2009.

White House Targets Clean Energy Manufacturing to Boost U.S. Competitiveness

Last week the Obama administration launched a new Clean Energy Manufacturing Initiative housed within the Department of Energy. The initiative will use public-private partnerships to drive an open-source, "smart" manufacturing network that will help U.S. clean energy manufacturing firms reduce costs, increase competitiveness, and boost productivity.

WA Gov Proposes Plan for Business Climate, STEM Education

Gov. Inslee of Washington released his budget request for the 2013-2015 biennium in his Working Washington plan. Among the priorities are STEM educational investments and clean energy research and development. Overall, the Governor's proposed budget totals more than $34.4 billion, and would result in nearly $532 million in reserves, without proposing new taxes.

GAO Highlights Need for Coordination of Federal Energy, Entrepreneurship Initiatives

Ahead of the president' FY 2014 budget proposal release date (April 10, 2013) and amid federal sequestration, the U.S. Government Accountability Office (GAO) released two reports that contend duplication, fragmentation and a lack of cooperation between federal agencies may plague federal support for wind energy deployment and entrepreneurial assistance. To address these issues, the GAO reports recommend enhanced collaboration between agencies and consolidation of funding programs.

Federal Agencies Release Information on Manufacturing Institutes, Manufacturing Partnership

Puerto Rico Gov Joins List of Govs Using Executive Orders to Boost Renewable Energy

Puerto Rico Gov. Alejandro Garcia Padilla recently issued three executive orders aimed at advancing the island's renewable energy industry. The orders will grant priority approvals to renewable energy projects and introduce two new councils that will coordinate energy initiatives. Gov. Garcia Padilla joins a growing list of governors who have used executive orders to quickly implement energy policies without going to the legislature.

Tech Agenda, Billion Dollar Green Bank Top NY Gov's Economic Growth Plan

Innovation was a key term used in Gov. Andrew Cuomo's State of the State address and is referenced heavily throughout his economic development agenda for the upcoming year. The governor proposed creating innovation hot spots, an innovation network and innovation venture capital fund. Efforts would be focused on accelerating technology transfer and providing funds to attract startup companies. Cleantech investments and support for competitive university-based projects that emphasize economic impact also are a priority for the governor.

New York Commits $15M to Establish Clean Energy Proof-of-Concept Centers

The New York State Energy Research and Development Authority (NYSERDA) announced that it will commit a total of $15 million to Columbia University, the Polytechnic Institute of New York University (NYU-Poly) and High Tech Rochester to create three proof-of-concept centers focused on turning university-developed, clean energy ideas into successful businesses. Each regional center will receive $5 million in seed money over the next five years, cost-sharing required, with the expectation of being self-sustaining once NYSERDA funding ends.

DOE Commits $12 Million in New Funding for SunShot Incubator Program

Washington Gov Prioritizes Five Sectors in $120M Economic Growth Plan

New energy plans unveiled by governors in Connecticut and Mississippi promise to capitalize on current strengths, build capacity for future projects, and encourage public-private partnerships to scale up clean energy projects and create jobs by attracting more R&D investment to the states. Connecticut's draft strategy proposes economic incentives to drive down costs of new technology and maximize the use of clean energy finance banks — an approach that is heralded as a model for other states in a recent policy report.

U.S. Dept. of Interior Spurs Solar Energy Development

In an effort to develop domestic renewable energy production, the Department of the Interior released details on the Solar Programmatic Environmental Impact Statement (PEIS). PEIS provides an outline for utility-scale solar energy development in six states — Arizona, California, Colorado, Nevada, New Mexico and Utah.

Clean Tech Venture Investment Declines, USDA Supports VC-Backed Clean Tech Firms

Clean Tech venture investments declined in the third quarter of 2012, according to the MoneyTree report released on Friday by PricewaterhouseCoopers (PWC) and the National Venture Capital Association (NVCA). The numbers reinforce the current trend of decreasing investment in clean tech companies and projects and the inherent challenges of VC backing in the sector. However, many are attributing this drop to a shift in the focus of clean tech investment by private and public entities rather than complete disenchantment in the promising sector.

Virginia Gov Proposes $25M Research and Technology Fund, $50M Boost for Higher Ed

A $25 million fund providing grants for tech commercialization, matching funds for research, and funding to attract "star" researchers to Virginia's universities is a key component of Gov. Bob McDonnell's $54 million Opportunity at Work agenda presented to lawmakers as part of his amendments to the 2010-12 budget. The governor's budget also includes $5 million for a refundable R&D tax credit and an extra $50 million for higher education directed toward increasing college access and economic development opportunities.

Small Business Administration Announces a Startup America Entrepreneurial Mentor Corps

The Small Business Administration (SBA) announced a new pilot program that will to support more than 1,000 startup and earlystage firms across the country. The goal of the Entrepreneurial Mentor Corps' (EMC) is to mobilize members of the current generation of successful business owners to mentor and support startups and entrepreneurs to help them become the next generation of great American companies. In February, SBA Administrator Karen Mills announced one of the EMC's first initiatives to match approximately 100 clean energy startups with mentors.

New York Launches $1B Green Bank; Other States Seeking Best Practices

A proposal first announced during Gov. Andrew Cuomo’s 2013 State of the State address came to fruition earlier this month with a request for proposals (RFP) to fund clean energy projects through New York’s newly established green bank. A green bank is a state-sponsored nonprofit lender that provides long-term, low-cost financing support. Its purpose is to increase public-private investing in clean energy while offering consumers lower-cost energy solutions, according to the Green Bank Academy. Connecticut was the first state to establish a green bank in 2011, but several other states have demonstrated interest. Participants from at least 11 other states wanting to establish their own green banks recently attended the first Green Bank Academy in Washington, D.C.

DOE Awards $3.2M to Launch National Clean Energy Incubator Network

The Department of Energy (DOE) has announced the launch of the National Incubator Initiative for Clean Energy (NIICE).  NIICE will serve a national support network for the nation’s clean energy startup community and the incubators that support them. The network will provide technical assistance and training services to help clean energy startups move their products closer to market readiness.
