On Nov. 17, Under Secretary of War for Research and Engineering Emil Michael  announced a trimmed-down list of six Critical Technology Areas (CTAs) as priorities for R&D and demonstration. Eight areas were dropped or incorporated within the new list.  

The 2022 National Defense Strategy, released last week, emphasizes the need to accelerate the Pentagon’s capacity for buying and deploying emerging technologies. Technology sectors called out as targets include advanced materials, artificial intelligence, biotechnology, clean energy, directed energy, hypersonics, microelectronics, quantum science and space. The report indicates that the Department of Defense (DOD) is considering R&D funding, ecosystem support and adapting civilian technologies among the tools it will use to pursue emerging tech.

This week, Congress reached an agreement on the FY 2022 defense authorization bill (i.e. “NDAA”). The legislation includes support for expanding the Defense Innovation Unit’s (DIU) reach, research at minority-serving institutions, and commercialization pilots, as well as a $7 billion increase in research funding. While the NDAA does not provide appropriations, the bill is a strong signal for where the FY 2022 appropriations are likely to land.

SSTI is publishing a series of FY 2019 budget updates to match Congress’s unusually early action. 

Congress has passed a budget for FY 2017 that largely continues support for federal innovation programs and R&D investments. Among the highlights are $17 million for Regional Innovation Strategies (a $2 million increase over FY 2016), level funding of $130 million for the Hollings Manufacturing Extension Partnership and $5 million for SBA’s clusters program. In reviewing dozens of line items, offices that had received significant cuts in the White House’s skinny budget appear to receive some of the largest funding increases (such as the Appalachian Regional Commission, Community Development Block Grant and ARPA-E). However, with the exception of multi-billion dollar increases for Department of Defense R&D, many increases are rather small in terms of overall dollars. This is, at least in part, a reflection of non-defense spending caps rising by only $40 million for FY 2017, limiting the availability of new funds. In this context, science and innovation gains are particularly impressive, with a five percent overall increase for federal R&D that particularly benefits NASA and NIH.

The U.S. Department of Defense is envisioning a public private partnership of regional innovation hubs that would help support and expand the microelectronics industry in the United States.

The Office of Local Defense Community Cooperation revealed the awardees from its second round of the Defense Manufacturing Community Support Program this week. The office awarded $5 million to each of five organizations to lead partnerships that will strengthen defense manufacturing and related supply chains. The U.S. Department of Defense (DoD), through the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), announced awards totaling $15 million for Historically Black Colleges and Universities (HBCUs) to establish Centers of Excellence (COEs) in Biotechnology and Materials Science.

Vulnerabilities in the international networks that supply goods and services needed for finished products used by the Department of Defense were exposed to a higher degree during the pandemic, and became the subject of a congressional Armed Services task force. The bipartisan Defense Critical Supply Chain Task Force was established to make the security of the U.S.

Already weakened before the pandemic, a new report from the National Defense Industrial Association (NDIA) finds that the health and readiness of the U.S. defense industrial base — composed of manufacturers, technology innovators, and systems integrators, research organizations, and suppliers — faces particularly large obstacles in the areas of innovation and supply chain. Assessed along eight different metrics, NDIA assigns an overall letter grade indicating the health and readiness of the defense industrial base.

Near the end of 2020, Congress passed the FY 2021 defense authorization (overriding a presidential veto) and folded multiple policy bills into the joint appropriations and coronavirus relief bill. This legislation includes new authorizations for semiconductor research facilities, clean and renewable energy innovation, and new studies of assets for critical research areas.

This year’s national defense authorization act (NDAA) includes extensions of the Regional Innovation Strategies (RIS) program and Manufacturing USA. The House and Senate have passed the FY 2020 legislation, which authorizes up to $738 billion in appropriations and sets policy for a wide range of defense-related activities. The NDAA is one of the few bills that passes Congress each year.

The Department of Defense commissioned a pilot study by TechLink of the economic impact of cooperative R&D agreements (CRADAs) at three Defense labs — U.S. Army Combat Capabilities Development Command Aviation & Missile Center, the Naval Surface Warfare Center Crane Division, and the Air Force Research Laboratory 711^th Human Performance Wing.

In response to its shrinking industrial base and having identified a gap in its ability to rapidly acquire and deploy innovative technologies, the U.S. Air Force (USAF) recently made some changes to its SBIR/STTR program. Thanks to leadership by Senators Jerry Moran (R-Kan.) and Chris Coons (D-Del.), the Senate approved a revamped authorization of the Regional Innovation Strategies program (RIS) as part of its National Defense Authorization Act for FY 2020 (NDAA). The bill would extend the program’s funding authority to $50 million per year through FY 2024.

The sustainability of Manufacturing USA institutes depends on their ability to offer value across a wide range of stakeholders according to a recent report by The National Academies of Sciences’ National Materials and Manufacturing Board, on behalf of The National Institute of Standards and Technology and the Department of Defense. Since 2012, DoD has invested more than $600 million in its Manufacturing USA institutes, with funding intended to help cover startup costs and the first five to seven years of operations.

A new Department of Defense report to Congress reveals all but six of 79 mission assurance priority installations within DOD are experiencing negative climate change effects such as recurrent flooding, drought, desertification, wildfires, or thawing permafrost.

Faced with one of the largest drawdowns in defense spending in American history, the Defense Manufacturing Assistance Program (DMAP) targeted affected companies and communities across Michigan, Ohio and Indiana for assistance. The “AI Next” campaign, announced by DARPA last week, is geared toward moving AI defense applications into a “third wave” of advancement, capable of complex problem-solving. The House and Senate have agreed to the John S. McCain National Defense Authorization Act for FY 2019. As anticipated, the legislation addresses many small business and innovation policies. Changes relevant to tech-based economic development affect SBIR, advanced manufacturing, and partnerships with defense labs.

As hearings for the annual National Defense Authorization Act (NDAA) begin this week, a report by the “Section 809 Panel” is likely to influence the bill’s acquisition provisions. The panel, authorized by the FY 2016 NDAA, has emphasized efforts the Department of Defense can implement to work better with innovative small businesses, including simplified contracting and strengthening SBIR.

Last week, the Department of Defense (DoD) released a public announcement on the launch of a new pilot program that supports university-industry basic research collaborations focused on the discovery of novel solutions to challenging defense and national security problems. The House Appropriations Committee began releasing FY 2018 “markup” budget bills this week, and the proposals would cut billions in non-defense spending. EDA would lose $100 million* in funding, SBA’s entrepreneurial development programs would lose $34 million, NIST’s Manufacturing Extension Partnership would lose $30 million, and Energy’s ARPA-E would be eliminated, among other cuts.
