Department of Labor Commits $175M for Community College Manufacturing Education Programs

The Department of Labor announced over $175 million in new funding for community colleges to grow and enhance their manufacturing education and training programs through partnerships with local employers. Part of the $500 million Trade Adjustment Assistance Community College and Career Training (TAACCCT) initiative, the grants are intended to promote skills development and employment opportunities in advanced manufacturing.

The total number of science and engineering (S&E) degrees awarded grew from 520,474 in 2000 to 955,401 in 2018, an increase of 83 percent, according to National Science Foundation (NSF) data. The portion of S&E degrees awarded compared to all degrees has increased as well, from a 2000 average of 31 percent of all degrees awarded to an average of 34 percent in 2018. S&E degrees includes bachelors, masters and doctoral degrees in areas such as life sciences, physical sciences and engineering.

Across the nation, R&D at colleges and universities plays an important role in generating promising inventions, training our STEM talent pipeline, and supporting regional economic development. An SSTI analysis of National Science Foundation data finds that higher-education R&D (HERD) is a multi-billion dollar industry that directly employs nearly one million personnel on projects and grants in the United States. However, the locations of R&D projects and personnel differ greatly by state and region.

Cohorts and other strategies to help individuals from underrepresented groups graduate with STEM degrees

While diversity plays a critical role in both improving the quality and increasing the rate of innovation, women and several minority groups remain underrepresented in STEM fields. Several studies find that improving the retention rate of women and other underrepresented groups in STEM at the college level can have significant impacts on improving the diversity and representativeness of the STEM workforce.

While diversity plays a critical role in both improving the quality and increasing the rate of innovation, women and several minority groups remain underrepresented in STEM fields. Several studies find that improving the retention rate of women and other underrepresented groups in STEM at the college level can have significant impacts on improving the diversity and representativeness of the STEM workforce. For women and other underrepresented groups, the college experience can create unique roadblocks and barriers that ultimately cause them to switch majors or even leave college. Several recent studies have examined strategies to improve the retention rate of women and other underrepresented groups in STEM degrees at institution of higher education. The strategies range from pre-college STEM academies to establishing cohorts of underrepresented students.

AL launches program to connect HBCU students, professional learning experiences

Alabama Gov. Kay Ivy announced the Alabama HBCU Co-Op Pilot Program to provide students at the state’s 14 Historically Black Colleges and Universities (HBCUs) with the opportunity for hands-on work experience in STEM fields as well as create greater collaboration between Alabama’s HBCUs, industry, and government. Participating students will be required to complete three co-op semesters with some of the state’s top companies in order to gain a sense of professional experience in the area of their majors.

U.S. institutions of higher education awarded 55,006 research doctorate degrees in 2015 according to the National Science Foundation’s Survey of Earned Doctorates (SED). This figure represents the highest number ever reported. The report also highlights several other multi-year trends.

Proposed AR Budget Faces Unclear Future, MS Proposal Targets Public Education, Workforce

Over the last couple weeks, governors in Arkansas and Mississippi presented budgets to their stage legislature. In Arkansas, term-limited Gov. Mike Beebe presented two budget proposals for the 2015-17 biennial budget to state lawmakers. However, Gov.-elect Asa Hutchison also will present a budget to the legislature that may differ from Gov. About 74 percent of U.S. residents with a bachelor’s degree in science, technology, engineering and math (STEM) fields are not employed in STEM occupations, according to data from the U.S. Census Bureau’s American Community Survey. In 2012, U.S. science and engineering graduate programs saw a small 1.7 percent drop in enrollment by U.S. citizens and permanent residents, according to data from the National Science Foundation (NSF). Enrollment by foreign students, however, rose by 4.3 percent. NSF notes that 2012 is the second year in a row that saw very little increase in citizen enrollment, following five years of growth in the range of 2-3 percent.

NY Budget Advances State’s Research, High-Tech Agenda

Many of the proposals put forth by Gov. Andrew Cuomo for growing New York’s innovation economy were fulfilled or received ongoing support in the enacted FY15 budget. This includes a final installment of $680 million to complete the Buffalo Billion initiative, new rounds of funding for the Regional Economic Development Councils, SUNY and CUNY challenge grants, and tax breaks for manufacturers. Lawmakers also approved funding for a new genomic medicine network and STEM scholarship program.

Governors Prioritize Funding Toward High-Tech Facilities

Having world-class facilities to train workers or support research in fields most likely to benefit the state is a draw for many reasons. Attracting outside investment, retaining talent and generating buzz are just a few of the benefits. Last year, Connecticut lawmakers dedicated more than $2 billion to expand science and technology education on the campuses of the University of Connecticut, including construction of new STEM facilities and for building research and teaching labs. Michigan Gov. Rick Snyder is the latest state leader to announce funding proposals aimed at either constructing new facilities or making capital improvements for training students in high-wage, high-demand fields. Similar announcements were made earlier this year in Florida, Georgia, Rhode Island and Wyoming.

Several common themes surrounding higher education have emerged as governors across the country unveil investment priorities for the upcoming fiscal year or biennium. In many states, governors have proposed more funding to increase affordability by freezing tuition or creating new scholarship funds. NM Gov Proposes Tax Credits, Research Initiatives for Startup Growth

Funding to universities to compete for endowed chairs and startup funds for a commercialization initiative are among New Mexico Gov. Susana Martinez’s proposals for tech-based economic growth in the coming year. The governor also wants lawmakers to expand the state’s angel investment tax credit and reform the Technology Jobs Tax Credit and R&D Small Business Tax Credit to better support startup companies.

In the 30 years SSTI has been in existence and the 85 years of concerted federal focus on scientific discover and innovation, the priority of public-private R&D investment has been overwhelmingly nonpartisan. A recent report from the Pew Research Center confirms the cold-war, global competitiveness arguments for U.S science and technology still hold sway across political parties, but fissures in who should pay and who should work on science and tech efforts are beginning to grow.
