Manufacturing Day opens doors and minds on career opportunites

Working together to address the skilled labor shortage in manufacturing, manufacturers across the nation participate in Manufacturing Day as an opportunity to change perception. Always the first Friday in October, thousands of manufacturers open their doors to the public to exhibit what they do in modern manufacturing. Many community and technical colleges also participate to educate the public on the changing nature of the industry and highlight the skills required for a well-paid career in the field.

Department of Labor Commits $175M for Community College Manufacturing Education Programs

The Department of Labor announced over $175 million in new funding for community colleges to grow and enhance their manufacturing education and training programs through partnerships with local employers. Part of the $500 million Trade Adjustment Assistance Community College and Career Training (TAACCCT) initiative, the grants are intended to promote skills development and employment opportunities in advanced manufacturing.

Pandemic compounds manufacturing workforce shortage, robots not filling the void

Manufacturers in the U.S. have been facing workforce shortages despite nearly six years of recent job gains in the sector. Those gains and more have been wiped out by the Covid-19 pandemic, compounding the labor shortage problem for a sector that has often struggled to keep pace with the changing demands of technology. However, this exacerbated labor shortage shows that robots are not taking all the jobs, only increasing the level of tech skills workers need to do their jobs.

Aging manufacturing workforce analyzed

Manufacturers are aware and concerned about the aging of their manufacturing workforce, according to a recent report from the Manufacturing Institute’s Center for Manufacturing Research. The report notes that a recent outlook survey found that attracting and retaining a quality workforce is one of the top challenges facing manufacturers, where nearly one-quarter of the sector’s workforce is age 55 or older.

With a potential economic impact of $2.5 trillion over the next decade, a new report from Deloitte and the Manufacturing Institute projects that the manufacturing skills gap may leave more than 2 million positions unfilled from 2018 to 2028. In the 2018 Skills Gap in Manufacturing Study, the authors find that the talent shortage is accentuated by two factors: a prolonged economic expansion that has increased the number of job openings in manufacturing and projected growth in baby boomer retirement. Although these two factors are expected to lead to more than 4.6 million manufacturing jobs over the next decade, the authors’ research finds that fewer than half of these jobs are likely to be filled. In addition to making the case that this skills shortage poses risks to the broader economy, the authors also put forward strategic approaches to influence a more positive employment future over the long-term.

Recent Research: Customized services are cost-effective economic development tools

Financial incentives for company recruitment and retention still dominate state and local economic development expenditures, but recent research estimates that extension programs and customized job training can accomplish development goals in a more cost-effective manner. Despite this, customized services get, on average, five cents of public investment for every dollar that traditional financial incentive strategies receive.

Future digital workforce needs outlined

Recognizing the growing need for a skilled workforce in the increasingly digital manufacturing sector, a new report from the public-private effort of DMDII and ManpowerGroup aims to capture the changing technology and business interactions, and the job roles that are having an impact on the sector. The year-long body of work attempts to answer, among other questions, how workforce roles and job structures flex to accelerate the succession of a transforming global economy.

SMMs cite employee recruitment as major issue

In 2016, approximately 46.7 percent of small- and medium-sized manufacturing firms (SMMs) receiving services from Manufacturing Extension Partnership (MEP) centers expect challenges in the next three years related to employee recruitment, up from 19.1 percent in 2009, according to a recent survey of MEP client companies. While employee recruitment needs have grown over the last seven years, the top two challenges remained the same – cost reduction (70 percent of all respondents in 2016) and growth (53.5 percent). The findings come from an annual NIST MEP survey of their clients – small manufacturers across the United States.

Manufacturing Competitiveness Relies on Talent

The U.S. ranks second on a global manufacturing competitiveness index, according to the 2016 Global Manufacturing Competitiveness Index by research firm Deloitte Global and the Council on Competitiveness. The U.S. ranking has improved in each of the past studies and is poised to take over that top spot from China by 2020, the study maintains. However, executives from across the world in responding to the study, noted that talent is the leading factor in determining manufacturing competitiveness, and finding and cultivating that talent is a topic that has received increasing attention from the manufacturing sector. While such rankings provide an interesting focal point, their real value lies in the discussion and attention focused on the subject matter. SSTI recently interviewed several leading thinkers on the subject, finding common calls for changing the approach to the talent pipeline in manufacturing, as well as a cautionary note on rankings.

Communities That Work Partnership Highlights Best Practices in Matching Jobs to Skills

The Communities That Work Partnership, a national project to support industry-led workforce development efforts, has released seven case studies highlighting what it considers to be best practices for regions seeking ways to strengthen talent pipelines for local employers and improve access to quality employment for jobseekers. Launched in April 2015 by the Aspen Institute Workforce Strategies Initiative and the Economic Development Administration, with additional support from the Charles Stewart Mott Foundation, the partnership has two goals: to accelerate regional economic development through peer learning, and to document stories of how regional teams can improve links between the demand side and supply side of regional systems.

EDA Announces Grants to Spur Manufacturing Growth, Address Declining Coal Industry

Since the beginning of July, the Economic Development Administration (EDA) has announced almost $7.3 million in grants to support advanced manufacturing and support workforce development efforts in communities impacted by the decline coal industry. In Florida and Washington, the EDA announced funding to support the facilities that can house local manufacturing firms and provide the space and equipment necessary for them to create jobs.

KY, NH Launch New Workforce Programs to Address Industry Needs

Kentucky and New Hampshire recently have announced job training initiatives to address the needs of key industries at both the local and state levels. The Kentucky Work Ready Skills Initiative, a $100 million statewide bond program, is intended to meet “the needs of employers and promote sustainable incomes for Kentuckians.” Meanwhile, the launch of New Hampshire’s Manufacturing Sector Partnership, a statewide collaboration for industries to address their workforce needs, was announced.

Manufacturing Org Launches National Effort Targeted at High School Students

With the U.S. facing an anticipated skills gap of two million manufacturing jobs by 2025, SME – a national manufacturing workforce development organization – launched the SME High School Membership program – a free online platform to “educate the next generation on the value of manufacturing and encourage careers in the field.” The new platform is the expansion of a pilot program that engaged more than 600 high school students via memberships, which included SME’s 16 PRIME (Partnership Response In Manufacturing Education) schools. Utilizing STEM Premier’s online platform, students can create a digital profile to showcase their skills and abilities; receive customized academic and career guidance; match up with $20 billion in scholarship opportunities; and, directly connect with colleges and companies looking to recruit.

SC, NJ, Others Announce Funding for Industry-Specific Workforce Development

To build 21st century workforces in key S&T sectors, several new public-private initiatives have been launched in South Carolina, New Jersey, Utah, and Montana. These initiatives are intended to better align the educational training of students with the needs of industries that each respective state has identified as a key industry cluster. Target industries include advanced manufacturing, aerospace, biotechnology, chemistry and plastics, and cyber security.

CT Launches Apprenticeship Program to Capitalize on Advanced Manufacturing Opportunities

Connecticut Gov. Dannel Malloy recently announced the launch of a manufacturing apprenticeship program that will provide wage subsidies and tuition reimbursement to participating students. The effort will begin as a two-year, $7.8 million initiative, focused on advanced manufacturing industries, including aerospace, medical devices, composite materials, digital manufacturing and others. Funding will derive from the state’s Manufacturing Innovation Fund.

Skills Shortage Endangers U.S. Manufacturing, According to Study

More than 75 percent of U.S. manufacturers report a moderate to severe shortage of skilled workers, according to a recent study by Accenture and The Manufacturing Institute.  While most manufacturers plan to increase their U.S.-based production over the next five years, many report that these plans are being hindered by the lack of skilled, and especially highly-skilled, workers. More than 80 percent perceived that the U.S. has a moderate to severe problem with the availability of highly-skilled labor.

Governors Prioritize Funding Toward High-Tech Facilities

Having world-class facilities to train workers or support research in fields most likely to benefit the state is a draw for many reasons. Attracting outside investment, retaining talent and generating buzz are just a few of the benefits. Last year, Connecticut lawmakers dedicated more than $2 billion to expand science and technology education on the campuses of the University of Connecticut, including construction of new STEM facilities and for building research and teaching labs. Michigan Gov. Rick Snyder is the latest state leader to announce funding proposals aimed at either constructing new facilities or making capital improvements for training students in high-wage, high-demand fields. Similar announcements were made earlier this year in Florida, Georgia, Rhode Island and Wyoming.

Manufacturing Groups, Private Sector Tapped to Advance Delaware Workforce

Delaware Gov. Jack Markell outlined a FY15 budget proposal with further detail and funding levels for TBED priorities announced in his recent State of the State address. The budget would provide $1 million to create a faster path to degree or certificate completion in advanced manufacturing and establishes a $3 million cyber workforce initiative. Higher education institutions would be tapped as partners for the new initiatives, and also would receive an additional $2 million for federal R&D matching grants as part of the budget recommendations

NY Budget Proposes New Genomic Medicine Network, STEM Scholarship

In the 30 years SSTI has been in existence and the 85 years of concerted federal focus on scientific discover and innovation, the priority of public-private R&D investment has been overwhelmingly nonpartisan. A recent report from the Pew Research Center confirms the cold-war, global competitiveness arguments for U.S science and technology still hold sway across political parties, but fissures in who should pay and who should work on science and tech efforts are beginning to grow.
