Useful Stats: Higher education R&D expenditures and intensity by state

Higher Education Research and Development (HERD) expenditures grew in every state between Fiscal years (FYs) 2010 and 2024, rising 92% nationally over the 15-year period. However, when you adjust for inflation, five states and Puerto Rico instead experienced a real decline in HERD expenditures. Despite this broad growth, HERD expenditures remain highly concentrated, with five states having accounted for nearly 40% of all higher education R&D expenditures nationwide in FY 2024.

Useful Stats: A standardized look at state-level academic S&E article output

States invest heavily in academic research with the expectation that these efforts will advance scientific knowledge, support innovative industries, and strengthen local talent pipelines. Comparing research performance across state lines is difficult due to differences in academic landscapes: some may have large medical schools with high-cost labs, while others have research-active public universities in lower-cost fields or are more pedagogically focused. 

States invest heavily in academic research with the expectation that these efforts will advance scientific knowledge, support innovative industries, and strengthen local talent pipelines. Comparing research performance across state lines is difficult due to differences in academic landscapes: some may have large medical schools with high-cost labs, while others have research-active public universities in lower-cost fields or are more pedagogically focused. Article output is one way of measuring academic research. This edition of Useful Stats standardizes science and engineering (S&E) article output for peer-reviewed documents (e.g., articles, reviews, and conference proceedings) published in refereed scientific journals at the state level by two complementary numerators. These numerators showcase different facets of academic research productivity: output per million dollars of academic S&E R&D spending, and per 1,000 science, engineering, and health (SEH) doctorate holders employed in academia. Although similar, each highlights a distinct part of the research ecosystem, with one reflecting the intensity of research spending and the other the publishing activity of academic researchers themselves.

Useful Stats: Business R&D continues to consolidate in top states

With federal R&D investments unlikely to keep pace with inflation or international competition based on the administration’s budget request, cuts to existing research grants, and Congress’s inability to pass a budget, business R&D investments become more critical for sustaining the competitiveness of regional innovation economies.

With federal R&D investments unlikely to keep pace with inflation or international competition based on the administration’s budget request, cuts to existing research grants, and Congress’s inability to pass a budget, business R&D investments become more critical for sustaining the competitiveness of regional innovation economies. Trends evident in new data released by the National Science Foundation point to areas of potential concern or need for state TBED policy attention and potential adjustment: business R&D is growing even more concentrated geographically, and for many areas of the country business investments likely are not growing at a sufficient pace to maintain the regions’ innovation capacity. 

In 2023, just four states comprised 54% of the nation’s domestic business R&D expenditures, a sharp increase from being less than 45% in 2014, SSTI analysis of new Business Enterprise Research and Development (BERD) survey data reveals. The consolidation of BERD expenditures in the top states may lead one to think that less R&D is occurring outside of the largest states, but this is not the case; 24 jurisdictions doubled BERD expenditures in the past decade, with all but one state increasing total expenditures. Adjusted for inflation, however, reveals a more modest nine jurisdictions doubled their business R&D activities, while all but five increased. These trends and more are explored in this edition of Useful Stats.

From 2022 to 2023, domestic R&D expenditures increased 4%, or $29 billion, but remained nearly unchanged when adjusted for inflation. This apparent slowdown follows a streak averaging nearly 12% ($59 billion) year-over-year growth from 2018 to 2022, and 8% over the past decade from 2014 to 2023. Adjusting for inflation paints a different picture of the growth trends, with a more modest annual average of 8% from 2018 to 2022 and 6% over the past decade.

Manufacturing industries accounted for approximately $372 billion, or 54%, of all domestic business enterprise R&D (BERD) expenditures in 2022, up 36% from $274 billion in 2018. Despite this increase of nearly $100 billion over the past five years, the share of BERD expenditures in manufacturing industries has decreased eight percentage points from its 2018 value of 62%.

Despite the pandemic and accompanying global economic slowdown in 2020 and 2021, U.S. business spending on research and development (R&D) activities increased by nearly $65 billion (12%), rising from $538 billion in 2020 to $602 billion in 2021. This increase was led by a $61 billion, or 13% increase, in R&D paid for by the company, compared to a $3 billion, 5% increase, in R&D paid for by others.

The objective of the Established Program to Stimulate Competitive Research (EPSCoR) is to help states receiving the least amount of federal research and development (R&D) funds within their postsecondary institutions improve their competitiveness for federal grants and awards. A measure of EPSCoR's effectiveness, then, is whether or not the state's academic research enterprise is capturing a larger share of federal R&D expenditures. This article utilizes data from the Higher Education Research and Development (HERD) survey, analyzing the total and federal HERD dollars for the 25 current EPSCoR eligible states compared to those not eligible, finding: 1) EPSCoR states are not receiving proportionately more federal HERD dollars and 2) EPSCoR states have an extremely large variation of total HERD dollars between states, inclusive of both the highest grossing states as well as all three states experiencing a decrease.

Fiscal Year (FY) 2021 saw higher education research and development (R&D) spending increase by a total of $3.43 billion (3.97%) over the prior year — a higher rate of growth than the 10-year average of +3.53% per year — and $23.99 billion (36.51%) over the past 10-years. Using data from the most recent release of the Higher Education Research and Development (HERD) survey, this article will analyze state-level trends on higher education R&D expenditures, revealing the aforementioned increased expenditures, although strong, are barely keeping pace with the nation’s overall economic growth.

An SSTI analysis of business R&D employment data from the National Science Foundation’s recently updated 2019 Business Enterprise R&D (BERD) Survey finds that nationally in 2019, R&D employment at private businesses accounted for 8.6 percent of total employment. The states where the business R&D employment shares of total employment were the greatest in 2019 were Washington (20.9 percent); Massachusetts (19.3 percent); California (17.7 percent); New Hampshire (14.7 percent); and Michigan (12.7 percent).

Across the U.S., the federal government provided 53 percent of R&D funding at institutions of higher education in FY 2018. Those institutions provided 26 percent of the funding themselves, and most of the remainder was provided by a mix of nonprofit organizations (7 percent), industry (6 percent), and state and local government (5 percent). The specific contributions varied from state to state, however, with some relying more on specific relationships to support R&D within the state.

The National Science Foundation (NSF), the fifth largest distributor of SBIR awards among federal agencies, received more than 20,000 proposals over the decade long period from 2008 to 2017, approving more than 3,600 (16.8 percent), according to an SSTI analysis of NSF data. NSF SBIR awards are the least concentrated of all federal agencies, as measured by share of awards going to firms with more than 10+ awards.

U.S. companies continue to emphasize innovation, as private performance of R&D increased for the fourth consecutive year, according to recently released data from the National Science Foundation. In total, U.S. businesses performed 6.7 percent more R&D in 2013 than in 2012, according to the data, and nearly 19 percent more R&D from 2010 to 2013. Combined, the top 10 states performed approximately two-thirds (65.3 percent) of all private research and development in the United States, led by California, whose $89.4 billion in corporate R&D performance accounted for 27.7 percent of the national total.

Federal funds for science and engineering at American universities grew steadily from 2001 to 2008, jumped in 2009 and 2010 due to the American Reinvestment and Recovery Act (ARRA), and more or less returned to its original trajectory in 2011, according to survey data from the National Science Foundation (NSF). Federal S&E funding in most states followed a similar pattern. A few states, including Minnesota and Delaware, managed to sustain their level of federal S&E support after the Recovery Act funds ceased.

With Earth Day just around the corner, SSTI is taking a closer look at environmental science research spending in the states.  Even as climate change emerged as a key political topic during the first decade of the millennium, spending on environmental research at American colleges and universities declined as a percentage of all R&D, according to data from the National Science Foundation (NSF) Higher Education Research and Development (HERD) Survey. Between 2003-12, environmental science expenditures fell from 5.3 percent of all R&D expenditures to 4.8 percent.
