Second set of NSF INCLUDES awards focuses on increasing STEM diversity
The National Science Foundation (NSF) has announced the recipients of 27 Design and Development Launch Pilots as part of its INCLUDES initiative. The initiative is aimed at enhancing U.S. leadership in science, technology, engineering and mathematics (STEM) discoveries and innovations through a commitment to diversity and inclusion. The 27 pilots feature public-private partnerships that will develop blueprints for broadening STEM participation and are funded through two-year, $300,000 grants.
NSF commits $80 million to four ERCs
For 32 years, the Engineering Research Centers (ERC) program of the National Science Foundation has provided long-term funding for university-industry-government collaborations focused on addressing specific, complex engineering challenges. The program can be an integral part of a state’s strategy to encourage stronger partnerships among universities and private industry.
Senate Appropriations advances FY 2018 spending bills, would fund Regional Innovation at $21 million
Over the past week, the U.S. Senate Committee on Appropriations has passed bills to fund commerce and science, transportation, energy and water and agriculture. Regional Innovation Strategies would be funded at $21 million, an increase of $4 million over FY 2017. Other innovation proposals received mixed support, as the Senate cut $3.2 billion from commerce, justice and science funding and another $400 million from agriculture.
Highlights from the President's FY15 National Science Foundation Budget Request
The president’s FY15 budget proposal for the National Science Foundation (NSF) would provide $7.3 billion (1.2 percent increase). Of that amount, $5.8 billion (no change) would be designated for research and related activities, $200.8 million (0.4 percent increase) for R&D facilities and equipment, and $889.8 million (5.2 percent increase) for education and training. Nearly 90 percent of NSF funding is awarded through a merit review process that includes distribution of grants and cooperative agreements.

NSF Accepting Applications for New I-Corps Sites
The National Science Foundation (NSF) announced a new round of funding for the Innovation Corps Sites (I-Corps Sites) Program. NSF will commit up to $1.5 million to establish up to 15 new I-Corps Sites at institutions of higher education. Applications are due June 27.

With Earth Day just around the corner, SSTI is taking a closer look at environmental science research spending in the states. Even as climate change emerged as a key political topic during the first decade of the millennium, spending on environmental research at American colleges and universities declined as a percentage of all R&D, according to data from the National Science Foundation (NSF) Higher Education Research and Development (HERD) Survey. Between 2003-12, environmental science expenditures fell from 5.3 percent of all R&D expenditures to 4.8 percent.
U.S. S&E Graduate Enrollment Steady While Foreign Enrollment Rises, NSF Reports
In 2012, U.S. science and engineering graduate programs saw a small 1.7 percent drop in enrollment by U.S. citizens and permanent residents, according to data from the National Science Foundation (NSF). Enrollment by foreign students, however, rose by 4.3 percent. NSF notes that 2012 is the second year in a row that saw very little increase in citizen enrollment, following five years of growth in the range of 2-3 percent.

For the first time in five years, federal funding for higher education research and development increased in both current and constant dollars, according to recently released data from the National Center for Science and Engineering Statistics within the National Science Foundation. In FY 2016, universities reported $72.0 billion in total R&D expenditures, a 4.8 percent increase from FY 2015. Of this amount, more than half (54 percent) came from the federal government.

NSF finds gender inclusion benefit within programs
In a report of FY 2011-2016 data, the National Science Foundation finds that rate of female participants in its currently-funded Engineering Research Centers (ERCs) may be higher than for overall engineering programs. Specifically, participation among female faculty is better by about seven percent, by about 15 percent among female undergraduates, and a more modest 1-2 percent increase among doctorate students.

NSF Surveys Show Diversity of Relationships between University-Industry Partners
According to the National Science Foundation’s (NSF) Higher Education Research and Development (HERD) Survey the percentage of university R&D funded by private sector investment has remained mostly stable since the late 1970s, hovering between 5 percent and 7 percent of total R&D expenditures. In FY 2011 the private sector invested $3.2 billion, or 4.9 percent of the total $65 billion university R&D expenditures.
State Governments Becoming Important Source of R&D Funding, Reports NSF
State government agencies spent $1.4 billion on research in FY11, an 11.3 percent increase over the previous year, according to a release from the National Science Foundation. Much of the increase was concentrated in the top five states, New York, Ohio, Florida, California and Pennsylvania, which together represent about 51 percent of total U.S. state R&D spending.

U.S. spending on higher education research and development (R&D) declined in FY12 (after adjustments for inflation) for the first time in almost 40 years, according to data from the National Science Foundation (NSF). NSF Report Shows National Inequality of High-Knowledge Workers
A new report by the National Science Foundation (NSF) portrays science and engineering employment in the United States as highly concentrated in a small number of states and metro areas. Most states reflected a lower S&E employment intensity than the United States as a whole. As noted in the report, the availability of a skilled workforce is an important predictor of a region’s population, productivity, and technological growth.
M-List Recognizes High-Quality Advanced Manufacturing Universities
The Manufacturing Institute, in partnership with the National Science Foundation, has released an inaugural roster for the “M-List,” which includes academic institutions training workers up to industry standards in advanced manufacturing. M-List schools have designed their curriculums to compliment industry standards and provide their students with credentials through the NAM-Endorsed Manufacturing Skills Certification System.
COMPETES Act Reauthorized without Funding
Last week, Congress passed the American Innovation and Competitiveness Act (S. 3084), which reauthorizes the America COMPETES Act. The Act does not include any funding levels for any of the programs or agencies reauthorized in the bill but does reinforce Congress’s support for research and makes adjustments to some programs. One crucial component of the bill adjusts the cost share requirement for NIST’s Hollings Manufacturing Extension Partnership to 1:1 throughout the new authorization period.

U.S. R&D Reaches Record High of $499B in 2015, NSF Estimates
The National Science Foundation (NSF) estimates that U.S. research and development (R&D) funding reached an all-time high of $499.3 billion in 2015 – an increase of approximately $21.6 billion over 2014 levels ($477.7 billion). The $21.6 billion increase marks the third time in three years that overall U.S. R&D funding grew by more than $20 billion – $20.4 billion in 2013 and $21.1 billion in 2014.

U.S. research and development (R&D) performance rose to $477.7 billion in 2014 – an increase of $21.1 billion over 2013, according to a recent National Science Foundation (NSF) InfoBrief. When adjusted for inflation, growth in U.S. total R&D performance (1.2 percent annually between 2008 and 2014) matched the average pace of U.S. gross domestic product (GDP).
New I-Corps Node Selected by NSF
Cornell University has been selected to host a new Innovation Corps (I-Corps) node through a grant provided by the National Science Foundation (NSF). It, along with four other existing hubs, received new grants ranging between $3.4 million and $4.2 million to be awarded over a five-year period. The I-Corps nodes are designed to support research and innovation and teach entrepreneurship in higher education.

NSF INCLUDES invests in alliances and partnerships that seek to broaden STEM participation among underrepresented groups, including women, Hispanics, African Americans, Native Americans, persons with disabilities, people from rural areas and people of low socioeconomic status.
