SBA Announces Third Round of FAST Program
The Small Business Administration (SBA) released a new funding announcement for the Federal and State Technology Partnership (FAST) Program — FAST awards are intended to fund projects that provide outreach, financial support and/or technical assistance to technology-based small business concerns participating in, or interested in participating in, the Small Business Innovation and Research (SBIR) program. Proposed projects may serve a single or multiple states. SBA intends to commit approximately $1.9 million to support up to 20 awards to eligible applications.

The U.S. Small Business Administration announced 24 organizations as recipients of the 2020 Federal and State Technology partnership (FAST) program grant awards. The awards of up to $125,000 focus on “specialized training, mentoring, and technical assistance for R&D-focused small businesses.” The FAST program grants one-year funding to organizations that work to partner with other in-state groups.
SBA announces first L2M winners, Tibbetts Awards
The U.S. Small Business Administration has announced the winners of two award programs. The Lab to Market (L2M) competition was launched in September and recognizes organizations, programs and ideas that support R&D innovation ecosytems, particularly those focused on underrepresented communities and pandemic responses. SBA also announced recipients of the annual Tibbetts Awards, which recognizes companies, organizations, and individuals for exceptional success achieved through the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.
SBA: Small business share of GDP continues structural decline
The share of the nation’s economy stemming from small businesses — “the lifeblood of the U.S. economy” — has waned since 1998, according to a new report by Kathryn Kobe and Richard Schwinn on behalf of the U.S. Small Business Administration’s Office of Advocacy. Despite overall growth in small business GDP, the number of small businesses and their employment levels have not yet recovered from their pre-recession value.
Second round of PPP more evenly distributed
SBA began offering a second round of the Paycheck Protection Program (PPP) on April 27, and SBA’s data indicate this round is better distributed across businesses and the states than the first. As of May 8, round two has approved $189 billion across nearly 2.6 million loans, 55 percent more than in all of round one. The average loan size in round two is $73,488, which is a significant drop from the first round’s average of $206,022.
SBA PPP loans approved in all states, Great Plains lead per capita distribution
SBA released data on the Paycheck Protection Program (PPP) this week for all approved loan activity through April 13 and told banks Wednesday night that the program is nearly out of funds. The data show more than 1 million loans worth more than $247 million approved across all states and territories.
Updated SBIR/STTR website more organized and accessible
The Small Business Administration (SBA) recently rolled out a new website for the SBIR/STTR program which SBA administers. Reorganized and including new landing pages for entrepreneurs, support organizations, and federal agencies, the new page provides quicker and easier access to the right information.
Federal budget continues growth for innovation initiatives
The final FY 2021 budget provides $1.4 trillion in total federal funding, including increases in some programs affecting the innovation economy. Among SSTI’s Innovation Advocacy Council priorities: EDA’s Build to Scale received an appropriation of $38 million, SBA’s Regional Innovation Clusters received $6 million, and SBA’s Federal and State Technology (FAST) program received $4 million. These are just a few of the federally-funded initiatives that support regional innovation economies and a wide range of federal R&D activities.
SBA launches more than $100M in new funding programs to support equitable and inclusive entrepreneurship
This week the Small Business Administration (SBA) released several funding opportunities to support and promote equitable and inclusive economic recovery for entrepreneurs and small businesses. The new Community Navigator Pilot Program will award $100 million to support regional “hub and spoke” networks in providing technical assistance, training, direct financial assistance, and other services to underserved small businesses.
SBA establishes the Invention, Innovation, and Entrepreneurship Advisory Committee
SBA's Office of Investment and Innovation recently established the Invention, Innovation, and Entrepreneurship Advisory Committee (IIEAC) to serve as an independent source of information, advice, and recommendations to the Administrator on matters broadly related to the U.S. startup and small business innovation ecosystem.

SBA recently announced its 2023 Growth Accelerator Fund Competition Stage Two prize winners. The 35 award-winning accelerator partnerships will receive $150,000 each in unrestricted funds.
SBA Growth Accelerator Fund Competition Opens January 8
The U.S. Small Business Administration (SBA) announced the 2024 Growth Accelerator Fund Competition (GAFC) on January 8. The competition offers $50,000 to $200,000 in prize awards “for impactful and inclusive approaches to foster a thriving, collaborative national innovation support ecosystem to advance research and development (R&D) from ideas to impact.” The competition is not intended to provide capital directly to companies for R&D projects. The prizes will be awarded in two stages.
SBA makes four awards through its Regional Innovation Cluster program
SBA has recently announced four contract awards to small businesses and entrepreneur support organization (ESO) partners, expanding the SBA’s Regional Innovation Clusters (RIC) to 16 hubs nationwide. Two contract awardees are new to the program in 2023, while two others are returning awardees, positioned with new contracts to continue and expand work in their respective regions.
Treasury awards $125M to 43 organizations, distributes $57M in first SSBCI TA grants
U.S. Department of the Treasury recently awarded $125 million to 43 nonprofits and community-based organizations, including SSTI member University of Arkansas for Medical Sciences. The money came via the American Rescue Plan Act- (ARPA-) funded (CRP) Capital Readiness Program. The CRP enables small businesses to access technical assistance through organizations that provide services to underserved businesses.
New SBIC rules facilitate early-stage investment
The U.S. Small Business Administration (SBA) is implementing a final rule, effective Aug. 17, that adds a category of Small Business Investment Company (SBIC) that will make the program a better-fit for early-stage investment strategies. The most significant change in this direction is the creation of an accrual funding mechanism that enables licensed SBICs to receive a loan from SBA that is repaid only upon distribution events or at the end of a 10-year term.

SBA seeks regional clusters; nonprofits welcome to apply
The Small Business Administration recently released a new solicitation for the Regional Innovation Clusters initiative. Unlike what SBA has done in recent years, and returning to the program’s roots, all nonprofit organizations are eligible to apply alongside for-profit firms. In a change from prior solicitations, proposals must include whether the work will support an emerging or mature cluster. The timeline is relatively tight: submissions are due July 26.

Federal advisory committees offer recommendations for SBA to improve the global competitiveness of US entrepreneurs
The United States’ global competitiveness rank, as calculated by the International Institute of for Management Development, fell three points from 9th in 2023 to 12th in 2024. The nation’s ranking for government efficiency had an even sharper drop of nine points, from 25th in 2023 to 34th in 2024.
