Compiling SBIR Phase I awards and proposal statistics by state for FY10, SSTI finds the 10 states with the most awards in FY10 were California (851), Massachusetts (517), Virginia (250), Colorado (218), New York (212), Maryland (196), Texas (185), Pennsylvania (184), Ohio (179), and Michigan (125). Colorado moved up two positions to fourth place, dropping New York to fifth place while Maryland fell to sixth place from fifth last year. Pennsylvania edged out Ohio to move up one spot into eighth position, pushing Ohio down one spot from last year to ninth place.

Compiling SBIR Phase I awards and proposal statistics by state for FY11, SSTI finds the 10 states with the most awards in FY11 were California (674), Massachusetts (416), Virginia (215), New York (146), Texas (143), Maryland (142), Colorado (130), Ohio (130), Pennsylvania (124), and Florida (92). New York moved into fourth place, up one spot from last year while Texas moved into fifth place, up from seventh place. Colorado fell three spots from last year to seventh place, tying with Ohio, which moved up one spot, dropping Pennsylvania to ninth place.

SBIR is a highly competitive awards-based program that funds small businesses to support R&D projects with potential for commercialization. Eleven federal agencies participate in the SBIR program, each with varying budgets, requirements, and goals.
Useful Stats: NSF SBIR Success Rates by State (2008-2017)
The National Science Foundation (NSF), the fifth largest distributor of SBIR awards among federal agencies, received more than 20,000 proposals over the decade long period from 2008 to 2017, approving more than 3,600 (16.8 percent), according to an SSTI analysis of NSF data. NSF SBIR awards are the least concentrated of all federal agencies, as measured by share of awards going to firms with more than 10+ awards.

Last week, SSTI examined the geography of “America’s Seed Fund,” the SBIR/STTR awards, on a state-by-state basis. A look at how the more than 25,500 awards were distributed at the regional level over the five-year period from 2013 to 2017 yields additional insight. The metropolitan areas with the largest concentrations of SBIR/STTR awards include knowledge hubs with large universities and access to federal R&D, such as Boston, Los Angeles, and Washington D.C.

One of the best ways to measure the effectiveness of state programs intended to encourage the success of SBIR applications is the approval-rate of their submissions. Although this data has been historically unavailable across every federal agency, it is now accessible for the National Institutes of Health (NIH), the second largest provider of SBIR/STTR awards, according to a 2018 Digest report. The NIH distributed $446.2 million in SBIR/STTR awards in 2017, with every state except North and South Dakota receiving an award. Although California and Massachusetts had the most successful SBIR/STTR applications in 2017, accounting for roughly one-third of the total when combined, neither state ranked among the top 10 in success rate. NIH SBIR/STTR applications in Oregon (29 percent success rate), Vermont (25 percent success rate), and Wisconsin (23 percent success rate) were the most likely to be approved over the ten-year period from 2008 to 2017. Each of these states, as well as many others with high success rates, offer assistance with proposals such as technical support programs and Phase 0 grants.

SSTI’s focus this week on the agency distribution of SBIR awards by state over the past decade reveals some interesting insights. Next week we will take a deeper dive into the data and examine awardee distribution trends at the regional level.
An exclusive SSTI analysis reveals that for the 10-year period from 2009 to 2018, two federal agencies were the top contributors to SBIR/STTR spending in every state and the District of Columbia. The Department of Defense (DoD) accounted for the greatest SBIR/STTR spending in 29 states while the Department of Health and Human Services (HHS) was the greatest funder in 22 states. This trend remains the same when including 2019 award data, although it is important to note that as of the writing of this article, DoD’s complete 2019 SBIR/STTR data was not available.

NIH provides more funding to the SBIR/STTR program in total than the other participating civilian agency combined, and is also the top funder of the program within most states among the civilian agencies. As such — and with the approaching June 4 deadline for applications to the Federal And State Technology (FAST) Partnership Program — organizations dedicated to supporting technology startups and bolstering local innovation economies should consider how to better assist companies prepare and submit quality SBIR/STTR applications to NIH while designing outreach, education, technical assistance, mentorship, and other entrepreneurial support programs.

This edition of Useful Stats presents an SSTI analysis for the number of SBIR/STTR awards from 2011 to 2020 (the most recently available complete data), examining which agencies make the most awards in each state and how each state’s composition of awards compares to the national profile.

Two federal agencies made the greatest number of SBIR/STTR awards in nearly every state. The U.S. Department of Defense (DoD) accounted for the greatest number of SBIR/STTR awards in 35 states (including the District of Columbia), growing from 29 states as identified in a previous SSTI analysis for the 10-year period from 2009-2018. The U.S. Department of Health and Human Services (HHS) made the most awards in 15 states over the 10-years from 2011 to 2020, decreasing from the 22 states for the previously examined 10-year period, while the National Science Foundation made the most total awards in two states/territories for the combined 10-year period from 2011 to 2020.

In fiscal year 2021, the nationwide success rate of applicants for National Institutes of Health (NIH) Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Phase I awards decreased slightly from FY 2020. This continued a downward trend over recent years. The success rate for NIH SBIR/STTR Phase I was nearly 13 percent (647 of 5,132 approved) in FY 2021, a decrease from nearly 14 percent (636 of 4,684 approved) in FY 2020 and from nearly 16 percent for all proposals submitted over the past decade.

Between 2017 and 2021, 23 percent of proposals submitted to NASA for Phase I SBIR/STTR funding were approved (1,887 awards from 8,360 proposals). The acceptance rate for Phase II proposals, which are generally encouraged or discouraged based on Phase I outcomes, was 58 percent (791 of 1,359 approved).
