During the debates over the Patient Protection and Affordable Care Act, also known as the Health Care Reform Bill, there was much discussion of whether or not reform would hinder innovation in pharmaceuticals and medicine. As a result, the final legislation included some measures to support research and commercialization in the life science. One such measure, the Therapeutic Discovery Project Credit, offers a 50 percent tax credit or cash grant for qualifying research projects and small- and medium-sized companies.

Maryland legislators recently passed the FY11 budget, allocating $10.4 million for stem cell research and $8 million for tax credits for biotechnology companies. Many of the appropriations follow closely in line with Gov. Martin O'Malley's recommendations, which aim to support the Maryland BIO 2020 initiative, a statewide plan investing in biotechnology over 10 years.

The Office of Science and Technology Policy and the National Economic Council have extended the comment deadline for their request for information (RFI) on the commercialization of university research and proof-of-concept centers (see the March 31, 2010 issue). Maine's 2010 legislative session wrapped up last week, ending on a relatively high note for tech-based economic development (TBED). Actions supporting TBED include a measure signed by Gov. John Baldacci to encourage venture capital investment in innovative companies and the legislature's approval of a bond package that includes $11 million for ocean wind energy demonstration sites through the University of Maine System.

Venture capital (VC) funds that invest in rural and low-income regions can be as successful as those in tech-oriented metropolitan regions if they are large enough to attract high-quality deals and provide follow-on funding, according to a recent report published through the Ford Foundation's Wealth Creation in Rural Communities project.

U.S. colleges and universities spent $51.9 billion on research and development (R&D) in 2008, according to new data from the National Science Foundation (NSF). National R&D spending increased 5 percent in 2008 over 2007 spending and 29.4 percent over the spending levels five years earlier. Between 2003 and 2008, every state except Alaska increased its R&D spending. All except Alaska, Idaho, Maine, Mississippi and Wyoming increased their spending over 2007.

The U.S. Department of Energy has released $100 million in funding for smart grid workforce training programs to prepare 30,000 new workers in utility and manufacturing industries. DOE expects the 54 projects to leverage an additional $95 million in funding from local sources. The awards will augment the $4 billion in funding for smart grid demonstration and deployment projects present in the 2009 Recovery Act. California Governor Arnold Schwarzenegger has signed an executive order establishing the Governor's Office of Economic Development. The new office will offer assistance to businesses, connect entrepreneurs to state and regional organizations and encourage collaboration among research institutions and the private sector to promote emerging sectors. Five bills in support of Gov. Bob McDonnell's "Jobs and Opportunity Agenda" were signed into law this week, including a measure to exempt the capital gains tax on investments in science-based or biotech startups, designed to provide a significant incentive for investors in technology start-ups.

Finance reform legislation, bound for the Senate floor in April, could have significant repercussions for investors and entrepreneurs. The bill, introduced by Senator Christopher Dodd (D-CT), would create a new consumer protection watchdog within the Federal Reserve, install new regulations and safety valves to prevent another financial meltdown, and provide greater transparency within the financial industry. Two short provisions, however, have caught the attention of the private equity community and could change the rules for investors.

Between 2003 and 2007 R&D spending at U.S. small businesses increased by 38.8 percent, according to a recent National Science Foundation InfoBrief. During that period the share of U.S. R&D done by firms with fewer than 500 employees increased from 17.9 percent to 18.7 percent. For the first time in more than a decade, U.S. patent activity did not increase in 2008 over the previous year, according to IEEE Spectrum's Patent Power rankings. The annual report, which ranks companies, universities and research institutions by the quality of their U.S. patent portfolio, also finds that the number of U.S.-based organizations that placed within the top tier of IEEE's rankings-by-industry had fallen by 30 percent.

Milwaukee's Public Policy Forum finds that the city has a stronger lean manufacturing/high-tech workforce than many of its peer cities, but still faces challenges in new high-tech business starts and patent generation. The study used benchmarks from six other metropolitan areas, including Austin, Kansas City, Portland, Cincinnati, Indianapolis and Minneapolis. The report recommends new efforts to improve patent activity, resident educational attainment and number of SBIR awards.

With the America COMPETES Act up for reauthorization, there is an opportunity for Congress to inject some innovation into the nation's innovation policies, writes Rob Atkinson, in a recent paper from the Information Technology & Innovation Foundation. In a meeting of the Government Commission on High Technology and Innovation last week, Russian Prime Minister Vladmir Putin made several announcements in support of new technology and innovation investments. Putin said $37.3 billion, or more than 10 percent of the federal budget, is appropriated for fundamental and applied science, higher education, high-tech medicine, space exploration, aviation, and the nuclear industry in 2010.

Lawmakers approved last week the 2010-11 biennial budget, dedicating more than $76 million for energy research projects funded by the state's share of federal Abandoned Mine Land (AML) funds. The University of Wyoming School of Energy Resources will receive $45 million for development of a subcommerical scale CO2 sequestration research demonstration project, $14 million for clean coal technology research, and $17.4 million for operation of the school. Three bills regulating the wind energy industry also were signed into law by Gov. Dave Freudenthal last week.
