Delta Regional Authority Releases Economic Development Strategy for 252 Counties Across Eight States

The Delta Regional Authority  (DRA) released the Regional Development Plan III (RDPIII) – an economic development strategy to help guide DRA’s 252-county region’s economic growth over the next five years. In RDPIII, DRA identifies three goals and related action items to guide its economic development efforts in the Delta region:

The Internet of Things (IoT) is all the rage within the information and telecommunications sector and has both applications and implications for every aspect of your life. IoT is described by the National Telecommunications and Information Administration (NTIA) as “the connection of physical objects, infrastructure, and environments to various identifiers, sensors, networks and computing capability.” It will enable many existing industries to better track, manage and automate core functions, and as a result, other industries, services and means of doing everyday tasks will be altered in ways predicted and yet unimagined.  Will your life be simultaneously improved and diminished? Will convenience override any privacy concerns you might have? NITA has issued a request for public comments on the future benefits and challenges of IoT. EDA To Open $15M Regional Innovation Competition in April

On April 25, the Economic Development Administration (EDA) will begin accepting applications for the 2016 round of the Regional Innovation Strategies (RIS) program. A total of $15 million in federal funding will be available through the program’s i6 Challenge and Seed Fund Support Grant competition. EDA will hold a series of webinars next week leading up to the release of the Federal Funding Opportunity on April 25, 2016. Webinar times are available on EDA’s RIS page. White House Adds Eighth Manufacturing Innovation Hub, Touts $2B Investment in Manufacturing R&D

Last week, the Department of Defense announced the launch of the eighth institute in the National Network of Manufacturing and Innovation (NNMI) in Cambridge, MA. The Massachusetts Institute of Technology will spearhead the consortium of 89 manufacturers, universities and nonprofits to develop new technologies around fiber and textiles manufacturing. Alongside the launch, the White House released a new report highlighting the administration’s advanced manufacturing priorities and how federal funding is being used to support strategic technologies. The National Science and Technology Council estimates that the administration has invested $2.1 billion in these priorities since 2011, including proposed fiscal year 2017 spending. Obama Administration Announces $66M via POWER Initiative

In partnership with the Appalachian Regional Commission (ARC), the Economic Development Administration (EDA) announced the availability of $65.8 million in new funding through the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) initiative. The POWER Initiative is a multi-agency effort aligning and targeting federal economic and workforce development resources to communities, regions and workers that have been affected by job losses in coal mining, coal power plant operations, and coal-related supply chain industries. The new funding will help communities and regions develop new strategies for economic growth and worker advancement.

15 New Communities Selected for TechHire Initiative

To celebrate the one year anniversary of the TechHire Initiative, the Obama administration announced an expansion of the program with the addition of 15 new communities. The administration also announced activities and commitments to help support career and technical education. 

DOE Awards First Round of Small Business Vouchers; Second Round Announced

The U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) recently released the first round of 33 awardees from the Small Business Vouchers Pilot program.  A total of $6.7 million will be awarded in the form of vouchers for assistance from DOE national laboratories of up to $300,000 a piece. Small cleantech businesses may be able to apply in nine technical categories. A second round of awards also has been announced, with a third to follow later in the year. Support for Federally Funded R&D Centers Stagnate After Recovery Act

New National Science Foundation data indicates that the federal government’s support for national laboratories and research centers has continued to decline in constant dollars after peaking with the 2011 infusion of American Recovery and Reinvestment Act (ARRA) funding.  Six federally funded research and development centers (FFRDC’s) comprise about one-half of all FFRDC spending: NASA’s Jet Propulsion Lab (JPL) and five Department of Energy national labs. Of these centers, JPL and the Pacific Northwest National Laboratory experienced the greatest gains, with budgets increasing by about 9 percent between FY 2013-2014. FY 2014 was the final year for ARRA-based spending, leaving FFRDC support in and uncertain place in the post-Recovery Act period. Read the report…

DOE Issues Formal Response to CRENEL Report

The Department of Energy (DOE) has published a formal response to the final report of the Commission to Review the Effectiveness of the National Energy Laboratories (CRENEL). The commission’s report, Securing America’s Future: Realizing the Potential of the Department of Energy’s National Laboratories found that the DOE Labs need to focus on six key themes: recognizing their value; rebuilding trust; maintaining alignment and quality; maximizing impact; managing effectiveness and efficiency; and, ensuring lasting change. In response to the recommendations offered in the CRENEL report, the DOE’s formal response indicates that the department is committed to executing the following objectives, including to:

GAO: Increased Coordination Needed to Address Capital Access Gaps for Innovative Manufacturers

While the Department of Commerce’s (DOC) Economic Development Administration (EDA) continues to take steps to implement the Federal Loan Guarantees for Innovative Technologies in Manufacturing (ITM) program, additional steps remain before they can issue loan guarantees according to a new report from the United States Government Accountability Office (GAO). To reduce redundancies across similar programs, GAO recommends that EDA works with the Small Business Administration (SBA) and the National Institute of Standards and Technology (NIST) to identify additional gaps in capital access that the program could fill, and conduct outreach to help target those gaps.
