The purpose of this study is to investigate the importance of industry clusters on industry income change in nonmetropolitan areas of the states in the Tennessee Valley Authority (TVA) region of the United States.

Drawing on case studies of 17 initiatives and more than a decade of state and local experience in regional and economic development, this summary describes a framework for regional economic development based on the recognition that healthy regional economies are composed of industry clusters including their supporting economic infrastructure.
