NY Budget Proposes New Genomic Medicine Network, STEM Scholarship

The FY15 budget proposal outlined last week by Gov. Andrew Cuomo would provide funding to continue many of New York’s innovation-focused efforts while investing in new initiatives, including a genomic medicine network and STEM scholarship program.

Budget Round Up: States Address Higher Ed Affordability, Research Capacity, Workforce

Several common themes surrounding higher education have emerged as governors across the country unveil investment priorities for the upcoming fiscal year or biennium. In many states, governors have proposed more funding to increase affordability by freezing tuition or creating new scholarship funds. Support for expanding research capacity, technology-related infrastructure and job training in high-demand industries are some of the proposed measures aimed at competitiveness.  

Three High-Tech Tax Credits Expanded in Maryland Gov’s Budget

Gov. Martin O’Malley’s FY15 budget includes increased funding for the state’s biotech tax credit, cyber tax credit and R&D tax credit, and provides level funds to continue longstanding tech-based and workforce initiatives.

Now in its 14th year, SSTI's Tech Talkin' Govs series has returned as governors across the country formally convene the 2014 legislative sessions. The series highlights new and expanded TBED proposals from governors' State of the State, Budget and Inaugural addresses. The first edition includes excerpts from speeches delivered in Idaho, Kentucky, New York, Virginia, and West Virginia. 

NYC Announces $100M Biotech Venture Fund, Creation of Medical Technology Institute

New York City Deputy Mayor Robert Steel announced that it will establish a new $100 million venture fund for life sciences research according to Crain's New York. The city will invest an initial $10 million to establish the new biotech venture fund. The city already has an additional $40 million pledged from private-sector partners — Celgene, GE Ventures and Eli Lilly & Co. The city currently is seeking to partner with a venture-capital firm to manage the fund and invest at least $50 million to the fund. The proposed fund would help launch between 15 to 20 life sciences companies by 2020.

MA Gov Details Planned Investments in Economic Development, Education

In the latest of a series of announcements outlining MA Gov. Deval Patrick's spending strategy for the coming year, the governor has released his administration's FY14 Capital Investment plan, including details on economic development and education funding. As released, the plan would fund the Governor's Life Sciences capital program at $62.6 million, $13.4 million for the MA Broadband Institute program, $10 million to expand high-speed broadband in unserved areas, and $56.2 million for the state's public infrastructure funding program. STEM education programs also would receive enhanced funding, as outlined in the governor's recently released STEM strategic plan (see the November 12 issue). Another $4 million would support early education and afterschool programs through the new Early Education and Out of School Time Capital Fund. Read the announcement...

Two Vying for Virginia Gov’s Office Tout Benefits of Biotech, STEM Workers

Only two states will hold gubernatorial elections this year: New Jersey and Virginia. But those states have garnered a great deal of media attention because of the candidates’ stark policy differences on a wide range of issues, including jobs and the economy. This week, SSTI takes a look at the plans for economic growth and higher education put forth by Virginia Democratic nominee Terry McAuliffe and Republican nominee Ken Cuccinelli.

State Biotech Incentives Attract Jobs, But Do Less for Established Firms

States incentives for biotech research have proven to be an effective tool to attract star scientists, innovative firms and high-quality jobs, according to a recent academic article. Enrico Moretti and Daniel J. Wilson examined the performance of state biotech incentives in 11 states and found that these policies demonstrate an impressive ability to draw in firms and researchers from other states and create related jobs in construction and retail. These incentives, however, have little impact on patenting at academic institutions, and do not seem to increase productivity at established firms in the state.

NIH Launches $96M Initiative for Big Data Centers of Excellence

The National Institutes of Health (NIH) has launched a new initiative to fund the exploration of using Big Data to improve national health care outcomes. NIH will provide $24 million per year for four years to establish six to eight Big Data Centers of Excellence. The centers will be used by researchers and students for training in data science and testing the use of large and complex datasets to create tools, methods, and software that can improve health care processes.
