Despite the success of Michigan’s numerous initiatives to provide tuition-free college, an analysis from New America exploring Michigan’s effort to increase the affordability and accessibility of higher education found that the fragmented approach reduces the state’s ability to reach all residents needing financial assistance. To make college more affordable and accessible to all Michiganders, the report recommends considering more straightforward free-tuition programs.

The U.S. Department of the Treasury announced nine additional states whose SSBCI plans have been approved: Arizona, Connecticut, Indiana, Maine, New Hampshire, Pennsylvania, South Carolina, South Dakota, and Vermont. This is in addition to the five states approved earlier this year: Hawaii, Kansas, Maryland, Michigan and West Virginia. The state plans for the awards will support underserved businesses, innovation programs, investing for startups and more, detailed below.

The last of the governors have delivered their State of the State addresses. With 36 gubernatorial elections this fall, many governors appeared to be more conservative in their addresses this year, speaking more about past accomplishments rather than rolling out new programs. This week features comments from California, Louisiana, Nevada and Ohio’s governors as their addresses related to the innovation economy.

Alabama is the latest state that is embracing innovation as a way to grow the state’s economy. On May 19, Alabama Gov. Kay Ivey signed legislation that grew from two top priority measures of the Alabama Innovation Commission — proposals discussed between SSTI and commission members in a meeting earlier this year. House Bill (HB) 540 establishes the Alabama Innovation Corporation, a public-private partnership that will serve as a catalyst for the state’s growing innovation economy, and HB 609 creates the Innovate Alabama Matching Grant Program that will promote research and development in the state. Both measures were passed unanimously in the state’s recently concluded legislative session. The initiatives are funded through the Education Trust Fund Budget (enacted May 11), with the Alabama Innovation Corporation receiving $4 million in funding, and the Alabama Matching Grant Program appropriated $5 million.

More than half of the nation’s governors have given their State-of-the-State addresses, and in this week’s coverage of the addresses, we complete our review of those that addressed their constituencies through January. As the COVID-19 crisis highlighted the need for greater broadband connectivity and affordability, we again see the state leaders focusing more attention on building out those capabilities. Diversifying state economies also plays a role in Alaska, Hawaii and New Mexico, while opportunities for development through renewables features in addresses from Nevada and New York. In addition to those states, this week’s installment takes a look at innovation-related initiatives set forth in addresses from the governors of Delaware, Indiana, Massachusetts, Michigan, Missouri, Montana, and Utah.

In an effort to help Alabamians advance into higher-paying careers and understand how higher income from new careers can establish a path toward self-sufficiency, the state of Alabama and the Federal Reserve Bank of Atlanta have partnered to launch a new career tool. The Dashboard for Alabamians to Visualize Income Determinations (DAVID) is designed to help low-income workers fearful of the benefits cliff (the sudden loss of public assistance as income increases) attain economic self-sufficiency as they plan for future career development. Gov. Kay Ivey said in a release that the tool will help Alabama reach its attainment goal of adding 500,000 credentialed workers to the workforce by 2025.

Last week, $6 million in funding was approved by the Michigan Strategic Fund for startup companies in the state. The $3 million Pre-Seed Fund III granted by the Michigan Economic Development Corporation will be administered by the Michigan State University Foundation and will support early-stage startups. The other half of the total funding ($3 million) as announced by the MEDC and Detroit-based ID Ventures, will support the newly-established Tech Startup Stabilization Fund which will focus on sustaining technology-based startups affected by the COVID-19 outbreak.

Proving that innovation is appealing to states regardless of their size or political leanings, new initiatives in both Democratic and Republican states, as well as large states like California and small states like Vermont, are driving innovation agendas into action in areas ranging from clean energy and aid for students and colleges, to new venture capital investments and bond financing to support business collaborations with higher education to help translate cutting-edge research into products and companies. It is important to note that these new initiatives are in addition to important work that is already occurring in many states. Education, infrastructure and budgets are all on the minds of the governors in this latest review of state of the state addresses. With more than half the governors having completed their outlooks by the end of January, this week we review the speeches through the end of month and find repeated attention to education, energy and budgeting issues, with a statewide lottery being introduced in Alaska, new energy legislation in Illinois, and South Carolina also proposed a funding increase for state universities that do not raise in-state tuition rates. While states across the country are focusing more on clean energy and climate change, SSTI is happy to share an opportunity from one of our members. The Vermont Sustainable Jobs Fund, a Vermont based entrepreneurial support organization, announced the launch of the Delta Clime VT Energy 2020 business accelerator. This business accelerator is focused specifically on startup and/or seed stage technology ventures who offer products or services, including smart home and building technologies, aimed at reducing fossil fuel use and greenhouse gas emissions in buildings; enable better integration of distributed resources and smart building technologies; increase resiliency and/or support demand management strategies that avoid peak time energy usage. This program will assist up to 10 innovative energy startups to grow their businesses, connect with mentors and advisors, and gain exposure to customers and investors. Earnings for Appalachian manufacturing workers grew 3.4 percent from 2012 through 2017 to an average of $63,583. The growth is in the Appalachian Regional Commission’s Industrial Make-up of the Appalachian Region, 2002-2017, which reviews employment and wages by sector across the region. Appalachian workers overall saw earnings increase by 3.7 percent over the five years. In the rest of the country, manufacturing wage growth was 1.2 percent or 3.3 percent across all sectors.

Research universities and their partnerships with industry, including an institution’s research capacity, are important elements to building a state’s economy as well as the national economy and talent pipeline and workforce.
