Lawmakers approved last week the 2010-11 biennial budget, dedicating more than $76 million for energy research projects funded by the state's share of federal Abandoned Mine Land (AML) funds. The University of Wyoming School of Energy Resources will receive $45 million for development of a subcommerical scale CO2 sequestration research demonstration project, $14 million for clean coal technology research, and $17.4 million for operation of the school. Three bills regulating the wind energy industry also were signed into law by Gov. Dave Freudenthal last week.

On the heels of his State of the Union announcement that the administration would push aggressively to drive clean energy innovation, President Barack Obama unveiled a three-part action plan to accelerate the development of biofuels and clean coal technology. The plan includes new rules concerning the national renewable fuel standard, incentives for biomass production and the creation of an interagency group to devise a federal strategy on carbon capture and storage. Clean coal and corn-based ethanol are at the center of the president's strategy, which is intended to create new jobs, diversify the country's energy portfolio and reduce dependence on foreign oil.

To attract additional federal funds and boost job creation, Michigan legislators passed a bill authorizing the state to spend another $30 million on a program to create alternative energy clusters and support technology commercialization.

The Advanced Research Projects Agency - Energy (ARPA-E), housed at the U.S. Department of Energy, has released a Request for Information (RFI) to assist the development of its future funding opportunities and initiatives. Public and stakeholder ideas are needed in two categories:

Gov. John Baldacci signed two major bills this session supporting renewable energy R&D and creating a path for building private sector jobs in clean energy businesses. Lawmakers also passed a $150 million bond package, which includes funding for ocean and wind energy demonstration projects and support for Maine technology entrepreneurs. Voters will have the final say on the bond package in three separate ballot measures presented over the next two years.

Using $62.5 million earmarked from the state energy program federal grant provided under the American Recovery and Reinvestment Act of 2009, Tennessee will create a solar institute, a solar farm five-megawatt power generation demonstration project, and implement additional renewable energy activities as part of the Volunteer State Solar Initiative approved last month by lawmakers.

As the Nevada Legislature concluded its biennial session last week, Gov. Jim Gibbons signed several bills relating to renewable energy. In particular, SB 358 creates the position of Nevada Energy Commissionerwith responsibilities - among other duties - to review policies related to the R&D of geothermal energy in Nevada and to work with renewable energy developers in identifying suitable sites for their needs. As the Associated Press reported in their coverage of the bill's passage, the process of attaining land in Nevada is sometimes a cumbersome process because 86 percent of the state is controlled by the federal government.

Iowa legislators adjourned the 2009 session last week after voting in favor of Gov. Chet Culver's multi-million dollar I-JOBS initiative, providing $35 million for broadband access and alternative energy projects. The compromise plan approved by lawmakers allocates $715 million for investments in infrastructure, jobs, the environment, and flood relief through the issuance of bonds paid for with gaming revenue and existing tax revenues, according to the governor's office.

On April 14, the National Science Board NSB released for public comment a draft report, Building a Sustainable Energy Future, which calls on the nation to lead the fundamental transformation of the current energy economy from one that is dependent on fossil fuel to one that thrives on sustainable and clean energy. The draft NSB report outlines key findings and makes recommendations for the federal government, with specific priority guidance for the National Science Foundation. 

Last week, the Board of Trustees at the University of Toledo approved the creation of a School of Solar and Advanced Renewable Energy. The School will integrate faculty from multiple science, engineering, and business disciplines to offer its own degrees and perform collaborative research, often with industrial partners associated with the region's established solar energy and photovoltaics cluster.
