Entrepreneurial Black households found to have highest business return rates

On average, Black households engaged in entrepreneurial activity have a higher rate of return on their business in comparison to Hispanic and white households, according to an Economic Commentary from the Federal Reserve Bank of Cleveland. Public policy encouraging and supporting minority entrepreneurship and innovation pays profits as well as social dividends, the study reveals.

US industries and states show uneven recovery from Covid-19

The 2020 pandemic was unique when it came to changes in the labor market. Unlike in previous recessions, most layoffs from the pandemic were temporary. While employment is back to pre-pandemic levels, the recovery has been uneven across states and industries, leaving some states still with a deficit while others have grown past 2019 levels.

The Economic Development Administration (EDA) recently issued a Request for Information (RFI) on the Regional Technology and Innovation Hub (Tech Hubs) program.

The RFI will help the agency gather information from stakeholders to inform the design and administration of Tech Hubs designation, planning, and implementation awards.

EPA announces parameters for $27 billion clean energy investment grant competition

The U.S. Environmental Protection Agency (EPA) has announced initial guidance on the design of the Greenhouse Gas Reduction Fund (GGRF) program, created under the Inflation Reduction Act. EPA published two Federal Assistance Listings outlining key parameters of the grant competitions that will ultimately award nearly $27 billion to leverage private capital for clean energy and clean air investments across the country.

NSF announces new $60 million program for academic institutions to scale the translation of research

The U.S. National Science Foundation announced a new $60 million investment led by NSF's Directorate for Technology, Innovation and Partnerships — the Accelerating Research Translation, or ART, program. The program will build capacity and infrastructure at higher education institutions that are needed to strengthen and scale the translation of basic research outcomes into impactful solutions and practice.

Commerce talks timeline for semiconductor, CHIPS funding

This week, the U.S. Department of Commerce updated its timeline for funding opportunities that support semiconductor and related manufacturing, as well as relevant R&D facilities. The department still intends, as first stated in its strategic plan last fall, to make funding for chip fabrication facilities available later this month.

Higher ed freshman enrollment increases but total enrollment still down

Although freshman enrollment in higher education increased 4.3% in fall 2022 compared to the previous year, total enrollment declined by 0.6% and still remains below pre-pandemic levels. Total enrollment of both undergraduate and graduate levels is down about 1.11 million students (5.8%) compared to fall 2019. Freshman enrollment in community colleges, which had taken a greater hit during the pandemic, is up 6.1% over fall 2019.

Strengthening place-based innovation ecosystems: DOE opens request for information

The U.S. Department of Energy (DOE) requests input from stakeholders on place-based innovation activities leveraging research institutions, such as (but not limited to) DOE’s national laboratories and sites. Feedback collected as part of this RFI will inform DOE’s future program planning and development efforts. The RFI is an opportunity to provide input on how DOE can catalyze and sustain place-based ecosystems across the country.

DOE encourages 33 groups to proceed on hydrogen hubs

This past December, the U.S. Department of Energy (DOE) sent out letters of encouragement, or discouragement, to applicants in the competition for up to $7 billion in federal funding to support the development of regional hydrogen hubs. Of the 79 original applicants, 33 were advised to move forward with writing a full application.

From 2002-2021 (the last 20 years for which data is available), the total U.S. real gross domestic product (GDP adjusted for inflation, or Real GDP) increased by approximately 45%, from $13.5 trillion to $19.6 trillion in chained 2012 dollars. On a per capita basis, county-level real GDP increased by an average of 36% over the past 20 years, with a range of growth from -77% (Brooks County, Texas) to 3,950% (Culberson County, Texas).

SCRA reports over $1.15B in economic impact to state’s economy

The South Carolina Research Authority (SCRA) had an economic impact of over $1.15 billion in FY 2022, through follow-on funding, grants awarded, investments made by affiliate SC Launch Inc, job support and more,  according to their annual report. This total is an increase of almost 15% from their economic impact in FY 2021. The report was compiled by SCRA with assistance on the economic impacts provided by the University of South Carolina Darla Moore School of Business.

SSTI members host regional entrepreneurship policy meetings

Five SSTI member organizations — Conductor, Nebraska Business Development Center, University of Louisville, University of South Alabama, and Verge — were awarded micro grants by SSTI to host policy meetings with state and local officials in their regions about the needs of innovation-driven entrepreneurs. The awards were made possible thanks to a project with the Ewing Marion Kauffman Foundation. In total, the seven meetings held by these groups connected dozens of entrepreneurs and support organizations with federal, state and local elected officials, program administrators and staff.

Microbusinesses performed $5.6 billion of US R&D in 2020

Microbusinesses (businesses with 1-9 domestic employees) spent $7.5 billion in both domestic and foreign R&D expenditures or costs in 2020, of which $6.7 billion was in the U.S. Of this total, $5.6 billion was performed by microbusinesses themselves, according to the National Center for Science and Engineering Statistics (NCSES) and data from the Annual Business Survey (ABS). State Department creates new office to address rising innovations in technology

The U.S. Department of State established a new office intended to develop and coordinate critical and emerging technology foreign policy, including biotechnology, advanced computing, artificial intelligence, and quantum information technologies.  The Office of the Special Envoy for Critical and Emerging Technology began operations Jan. 3. The office will offer policy expertise in technology, diplomatic leadership, and strategic direction for the department.

This edition of Useful Stats takes a high-level look at the United States’ change in Real Gross Domestic Product (RGDP, which is GDP adjusted for inflation) on a per capita basis for each of its counties, boroughs, parishes, etc. (hereon referred to as “counties”). Looking at RGDP per capita allows for an inflation adjusted, population standardized metric for comparing counties over time.

Survey finds that compensation in venture capital varies based on level and gender

In larger VC firms with more assets under management (AUM), women at all levels received pay in line with what men received, with the median total cash for female general partners above that of the men. However, women at smaller AUM firms received significantly less total cash compensation than men, particularly at the managing general partner level, according to a survey on professional compensation in venture capital firms conducted by First Republic Bank recently and J. Thelander Consulting, Inc.

Federal higher-ed R&D funding jumps over $3 billion for the first time since 2011

New fiscal year (FY) 2021 Higher Education Research & Development (HERD) survey data released by the National Science Foundation (NSF) reveals a $3.4 billion (4%) increase in research and development (R&D) spending by institutions of higher education ($86.5 to $89.9 billion), driven almost entirely by a decades high federal government R&D funding increase of $3 billion.

Recent Research: National industrial policy to reshore US manufacturing can yield positive local effects

Three academic researchers estimate that the localized job creation impacts resulting from the CHIPS and Science Act already have had a net gain of 12% in the affected counties. The direct jobs in the semiconductor sector alone are 15,000-16,000 short-term positions. With the high-paying nature of jobs in the field, researchers Bilge Erten, Joseph E. Stiglitz, and Eric Verhoogen estimate that, as a spillover effect, 15,000 to 30,000 additional indirect jobs have been created in related sectors.

Policymakers should be interested in which sectors are present in their region to ensure TBED investments and workforce priorities can have the greatest impact. Exploring gross domestic product (GDP) at the county level offers a detailed look at the economic output of sectors and how they shape local economies. At the county level, data for smaller or more rural counties may reveal nuances invisible when looking broadly at entire MSAs or states, particularly for those areas with lower populations.

National VC trends and which states are bucking them

National VC investment over the past five years has seen significant swings, first driven by pandemic impacts and rebounds, then by the rocket ride of AI. According to PitchBook data, national VC activity below $100 million declined from nearly 10,500 deals in 2020 to just under 8,200 in 2025, a 22% drop. Over the same period, the total capital invested increased by just over $5 billion (6%). The trend of more funding into fewer deals is highlighted by the median deal size more than doubling to over $4 million (Fig 1). These macro trends are important as they set the stage for what is happening at the state level.
