Obama Administration Awards $38.8M to Support Economic, Workforce Development Projects in Coal-Impacted Communities

The Economic Development Administration (EDA), the Appalachian Regional Commission (ARC), and the Department of Labor’s Employment and Training Administration (ETA) have announced $38.8 million in funding as a part of the Obama administration’s Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative – a coordinated federal effort to align, leverage and target a range of federal economic and workforce development programs and resources to assist communities negatively impacted by global transition away from coal. In addition to $38.8 million in federal support, the federal partners anticipate that POWER investments will help coal-impacted communities leverage an additional $67 million from other public and private partners.

The Department of Labor (DOL) announced that it will commit up to $90 million for the newly established ApprenticeshipUSA initiative with the intent to double and diversify the number of apprenticeships by 2018. The Biden administration this week took a significant step in its efforts to catalyze expansion and modernization of the U. The Employment and Training Administration (ETA) announced approximately $100 million in grant funds for the TechHire partnership grant program. The ETA anticipates that it will make up to 35 grants to support  pilot and scale public-private workforce development partnerships that can rapidly train workers for and connect them to well-paying, middle- and high-skilled, and high-growth jobs across a diversity of H-1B industries such as Information Technology (IT), healthcare, advanced manufacturing, financial services, and broadband.

Recent Research: Rural regions may not be so far behind in innovation capacity

The U.S. National Science Foundation announced a new $60 million investment led by NSF's Directorate for Technology, Innovation and Partnerships — the Accelerating Research Translation, or ART, program. Differences in industry concentrations of VDO and VC investments

Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

New federal rules, both proposed and finalized, will impact small businesses

A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
