Through the 2002 Federal and State Technology Partnership (FAST) solicitation, the Small Business Administration (SBA) anticipates making up to 27 awards to state efforts to stimulate and encourage broader participation in Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.
The U.S. Small Business Administration (SBA) has selected 10 states to receive continuation awards of up to $47,000 for the SBIR/STTR Rural Outreach Program. The three-year-old program provides matching grants to states to establish or expand programs to assist small high technology businesses to increase their participation and success in SBIR and STTR programs through training, counseling and outreach.
A brief two-year reauthorization, bigger award sizes, VC eligibility clarification, and a $10 million grant program for state/local outreach assistance are included in the draft SBIR reauthorization bill circulated by the House Committee on Small Business Chairwoman Nydia Velazquez during the third hearing on the topic, held March 13.
The SBIR program will sunset Sept. 30, 2008, if reauthorization legislation is not passed by Congress and signed by the president before then.
Bigger Awards, Fewer Winners
Last week, SSTI reported the draft SBIR Reauthorization bill circulated by the House Small Business Committee in mid-March included language that would reauthorize the Federal & State Technology Partnership (FAST) for two years at its current $10 million level. FAST was created with the 2000 SBIR reauthorization and received appropriations through the Small Business Administration (SBA) for three of the next four years.
Building on SSTI’s recent analysis of county-level GDP by industry, this edition moves beyond a single year and examines the changes in real — adjusted for inflation — county GDP and the changes in industry-specific contributions to county GDP for the 10-year period from 2009 to 2018. As shown in the interactive map below, the total 10-year growth rate for counties averaged approximately 21 percent.
Regular readers of the Digest know that over the last year, SBA has launched a set of new programs and initiatives, including support for cluster development, changes to the SBIC application process, the revival of the FAST program, and a request for information on mentoring and entrepreneurship education for high-growth companies.
The administration’s FY 2018 budget would eliminate several programs providing support to entrepreneurs and small businesses, including FAST, a grant program that targets improved participation in SBIR/STTR, particularly for women and minorities, and the Regional Innovation Clusters and Growth Accelerators programs. SBA’s Entrepreneurial Development Programs would be cut by $52.6 million to $192.5 million (21.5 percent decrease), while Business Loan Programs would hold nearly steady at $156.2 million ($1.5 million, 1.0 percent decrease).
Twenty-four local economic development entities, Small Business Technology Development Centers, Women’s Business Centers, incubators, accelerators, colleges and universities were granted $125,000 by the U.S. Small Business Administration (SBA) under the Federal and State Technology (FAST) Partnership Program.
