Governors across the nation are trying to find ways to prevent their state finances from falling further in the red as revenues continue to fall while costs for Medicare and unemployment remain high. Deficit-reduction plans announced in two states seek to delay payments and cut funding to biomedical research initiatives that were established to expand the states’ research capacity and generate wealth.

Connecticut

Calling for shared sacrifice among all state agencies, Gov. Haley Barbour outlined his FY11 budget recommendations reducing most agencies by 12 percent below the FY10 appropriation, excluding the Mississippi Development Authority, which would be cut only 5 percent because of its role in job creation. Tech-based economic development programs funded by the Authority are zeroed out in the governor’s proposal, however.

NorTech, the Northeast Ohio Technology Coalition, seeks applications for a Vice President. Reporting to the president and CEO, and serving as an integral member of the senior management team, the VP will be responsible for the development of several NorTech initiatives including technology commercialization, flexible electronics cluster building, and support on government engagement.

Gov. Donald Carcieri signed legislation last week expanding the Rhode Island Economic Development Corporation (EDC) board and allowing the state to offer the incoming EDC director a three-year contract that extends past the governor’s term, which ends next January. The changes are expected to boost the agency’s effectiveness and attract better candidates for the state’s top economic development position.

All eyes are on New Jersey and Virginia as newly elected governors soon will unveil action plans and proposals for their first year in office. During the recent gubernatorial campaigns, Governors-elect Chris Christie and Bob McDonnell both outlined plans to transform their respective states’ economies and create high-paying jobs through targeted investments in renewable energy. The following is an overview of the energy proposals outlined during the campaigns.

New Jersey

The first third of the current fiscal year was over before Pennsylvania leaders could agree on a $27.8 billion FY10 budget that sharply reduces spending across many areas of community and economic development. It does boost funding for basic education to historic levels, however.

Gov. Jennifer Granholm signed the final FY10 budget bills last week, cutting nearly $1.9 billion in spending and warning state agencies of a possible 20 percent cut in state spending next year. To help fill the FY10 deficit, the enacted budget incorporates $1 billion in federal stimulus funds. With less than $600 million in federal funds available next year, the state could face a shortfall ranging from $800 million to $1 billion, reports The Detroit News.

Sixteen American technology companies, including Intel, Google and Microsoft, have launched a new initiative to boost the U.S. tech economy. The Invest in America Alliance is planning a two-prong approach, building a $3.5 billion national venture fund and securing commitments from U.S. companies to increase their hiring of recent college graduates. Leaders of the effort say that it will complement the federal stimulus and create a more favorable environment for American competitiveness.

Grants made for stem cell research projects in 2008 through the Maryland Stem Cell Research Commission and the Maryland Technology Development Corporation yielded a return of nearly $3 million to state and local governments and supported more than 500 high-paying jobs, finds a recent impact report. A total $38 million was awarded to researches in 2007 and 2008 following the passage of the Maryland Stem Cell Act of 2006 and Gov. Martin O'Malley's $1.3 billion BIO 2020 Initiative in 2008, which includes $20 million per year for stem cell research.

With the America COMPETES Act up for reauthorization, there is an opportunity for Congress to inject some innovation into the nation's innovation policies, writes Rob Atkinson, in a recent paper from the Information Technology & Innovation Foundation. Atkinson outlines eight specific recommendations to improve the Act — many closely tied to the goals and current investment strategies of state and regional tech-based economic development organizations — including direct funding support for TBED. The proposals include:

In a meeting of the Government Commission on High Technology and Innovation last week, Russian Prime Minister Vladmir Putin made several announcements in support of new technology and innovation investments. Putin said $37.3 billion, or more than 10 percent of the federal budget, is appropriated for fundamental and applied science, higher education, high-tech medicine, space exploration, aviation, and the nuclear industry in 2010.

Lawmakers approved last week the 2010-11 biennial budget, dedicating more than $76 million for energy research projects funded by the state's share of federal Abandoned Mine Land (AML) funds. The University of Wyoming School of Energy Resources will receive $45 million for development of a subcommerical scale CO2 sequestration research demonstration project, $14 million for clean coal technology research, and $17.4 million for operation of the school. Three bills regulating the wind energy industry also were signed into law by Gov. Dave Freudenthal last week.

Milwaukee's Public Policy Forum finds that the city has a stronger lean manufacturing/high-tech workforce than many of its peer cities, but still faces challenges in new high-tech business starts and patent generation. The study used benchmarks from six other metropolitan areas, including Austin, Kansas City, Portland, Cincinnati, Indianapolis and Minneapolis. The report recommends new efforts to improve patent activity, resident educational attainment and number of SBIR awards.

Five bills in support of Gov. Bob McDonnell's "Jobs and Opportunity Agenda" were signed into law this week, including a measure to exempt the capital gains tax on investments in science-based or biotech startups, designed to provide a significant incentive for investors in technology start-ups.

The U.S. Department of Energy has released $100 million in funding for smart grid workforce training programs to prepare 30,000 new workers in utility and manufacturing industries. DOE expects the 54 projects to leverage an additional $95 million in funding from local sources. The awards will augment the $4 billion in funding for smart grid demonstration and deployment projects present in the 2009 Recovery Act. California Governor Arnold Schwarzenegger has signed an executive order establishing the Governor's Office of Economic Development. The new office will offer assistance to businesses, connect entrepreneurs to state and regional organizations and encourage collaboration among research institutions and the private sector to promote emerging sectors.
