Hawaii's Growth Strategy Focuses on Technology, New Economy

Earlier this month, Governor Ben Cayetano released The New Millenium Growth Strategy for Hawaii's Economy, an economic development plan to improve the state's performance in a knowledge-based economy. The 90-page report, penned by the Department of Business, Economic Development and Tourism, includes several new initiatives for developing and growing technology businesses as well as strengthening existing economic development efforts.

Planning is underway for SSTI's fourth and largest annual gathering of S&T policymakers and practitioners. The event will be held October 3-4, 2000 in Chicago, Illinois. As in the past, two limited-seating in-depth workshops will precede the conference on Monday, October 2.

Berkshire to Offer High-Speed Telecommunications Network

Efforts to transform rural Berkshire County, Massachusetts from an area of economic decline into an equal player for the New Economy through improved telecommunications access are bearing fruit. Berkshire Connect, a consortium of business, cultural, academic, and community leaders has successfully negotiated an agreement with Global Crossing, Ltd. and Equal Access Networks to provide low-cost, equal access telecommunications throughout the region.

    $1.9 Billion Illinois VentureTech Proposed

    As part of his FY 2001 budget request, Illinois Governor George Ryan announced a five-year, $1.9 billion package of technology-related initiatives intended to put Illinois in a leadership position among states in science and technology.     Which states stand to benefit the most from the new Opportunity Zone criteria?

    Just 19% of the approximately 25,000 census tracts potentially eligible for Opportunity Zone (OZ) designation are “More likely to attract OZ investment, with larger impact,” per the Urban Institute’s new OZ Designation Tool.1 The majority (68%) of potentially eligible tracts were found to be “Less likely to attract OZ investment,” while the remaining 13% were determined likely to attract capital regardless of OZ designation.

    Disaster relief is not directly within the purview of technology-based economic development organizations. Nonetheless, disasters frequently impact the partners and constituents of TBED organizations and exacerbate the social determinants of economic growth. Therefore, teams of people from TBED organizations frequently choose to step up and step out of their economic development sphere and engage in societal recovery from disasters.

While the gubernatorial campaigns centered on affordability and tapped into an electorate’s concerns about state and national economies, they also kick off speculation on the 2026 midterms.
