“Inclusive clusters have an explicit focus on equity, have identified the precise issues that lead to economic disparities in the cluster and have targeted strategies in place to shrink those disparities,” say the authors of Developing Inclusive Clusters, a recent Insight Report from the New Growth Innovation Network (NGIN) and RTI International. They cite the high-tech industry as a high-wage industry whose benefits “tend to exclude women, people of color, and non-urban communities” and note that this type of disparity has not been “widely or systematically” studied.

The final FY 2021 budget provides $1.4 trillion in total federal funding, including increases in some programs affecting the innovation economy. Among SSTI’s Innovation Advocacy Council priorities: EDA’s Build to Scale received an appropriation of $38 million, SBA’s Regional Innovation Clusters received $6 million, and SBA’s Federal and State Technology (FAST) program received $4 million. These are just a few of the federally-funded initiatives that support regional innovation economies and a wide range of federal R&D activities.

Jennifer Roche prepared the following summary of a recent Enrico Moretti working paper for the November 2019 issue of the NBER Digest. The summary has been edited here for length and clarity; SSTI comments are in brackets.

Last week, SSTI highlighted the recently released issue of the Economic Development Quarterly where three pieces stand out for their relevance to practitioners and policymakers. This article takes a look at how academic research can inform three common strategies for strengthening the manufacturing sector and encouraging regional economic development: targeting industry clusters, leveraging manufacturing extension services, and promoting workforce development.

At the end of this month, applications are due for two of the federal government’s most notable programs for funding clusters and regional innovation initiatives: the SBA’s Regional Innovation Clusters (RIC) program and the EDA’s Regional Innovation Strategies (RIS) program. As practitioners develop their proposals for these programs, it is worth considering potential lessons learned from the successes of previous awardees and the major challenges they have faced.

The U.S. biosciences industry directly employs 1.74 million people and indirectly supports $2.0 trillion in economic output and roughly 8 million jobs nationwide, according to "Investment, Innovation and Job Creation in a Growing U.S. Biosciences Industry," a new report by TEConomy Partners on behalf of the trade association BIO. The report, released at BIO’s annual conference last week, finds that biosciences venture capital investment is reaching new highs, while overall innovation ecosystem strength and patent activity is bolstered by increasing NIH budgets and growth in academic R&D. The report’s authors also take an in-depth look at the industry, its components, its contributions to the national economy, and the state and metropolitan areas where it is most concentrated.

While the United States grapples with yet another proposed budget that drastically reduces investments in innovation, Canada’s federal government has announced that five industry-led organizations will share up to C$950 million as part of the country’s supercluster initiative. The superclusters program, a part of the Trudeau government’s innovation and skills agenda announced last year, seeks to encourage leaders from business, research institutions, and the public sector to support the growth of targeted industry sectors. Other elements of the strategy include investments in venture capital, entrepreneurship, and collaborative R&D projects. Although there were originally nine semi-finalists for the superclusters awards, many of the losing bids ended up joining forces with the five winning initiatives: 

U.S. clusters looking to collaborate with European clusters are invited to an event taking place in Washington, D.C., during the TechConnect World Innovation Conference, on May 16, 2017. The seminar and matchmaking event is being organized by the European Cluster Collaboration Platform and BILAT USA 4.0. BILAT USA 4.0 seeks to support transatlantic cluster cooperation for strategic business partnerships and enhance, support and further develop the research and innovation cooperation between the European Union and the U.S. Participants will be presented with an overview of different possibilities for funding to develop or enhance international cluster cooperation activities. During the meeting, clusters, EU and US policy makers, and research and innovation experts can learn about successful collaboration with European clusters, research institutes and companies. With job growth for middle-skill level jobs slowing, the Federal Reserve Bank of Dallas and Austin-based nonprofit Center for Public Policy Priorities studied the nation’s best practices and surveyed regional workforce boards in Texas to determine how communities there are addressing the challenge. Their findings are detailed in the report, Regional Talent Pipelines: Collaborating with Industry to Build Opportunities in Texas, released last month. For a region to succeed in their workforce development efforts, the study states three tasks must be accomplished: identify growth through an industry cluster analysis, convene a sector partnership, and create and strengthen career pathways.

Through a partnership with the Ontario Chamber of Commerce, the government of Ontario is launching the Cluster Development Seed Fund, offering grants of up to $100,000 to support cluster initiatives. The funds are part of the Partnerships for Jobs and Growth Act, passed in 2014 by the Ontario government. According to the act, clusters – geographically concentrated groups of interconnected businesses and related entities – perform an important function in regional economic development by increasing productivity, innovation and competitiveness. To help support the development of these clusters, Ontario is offering funding through two streams: supporting cluster consortium building and networking, as well as research and feasibility studies.

Last week, the U.S. Small Business Administration (SBA) released a combined synopsis/solicitation with the intention of awarding up to three contracts for entities to head regional innovation cluster initiatives. SBA intends to make three awards including one to an entity that will provide cluster initiative services to a community affected by changes in the coal economy.
