Regular readers of the Digest know that over the last year, SBA has launched a set of new programs and initiatives, including support for cluster development, changes to the SBIC application process, the revival of the FAST program, and a request for information on mentoring and entrepreneurship education for high-growth companies.
Twenty universities and organizations received $100,000 grants to support R&D and small business innovation under the U.S. Small Business Administration's FAST program. The program is designed to stimulate economic development among small, high-tech businesses through federally-funded innovation and R&D programs such as the SBIR and STTR programs. The project and budget periods are for 12 months beginning Sept. 30, 2010, according to a press release.
The program has not been authorized yet, but that did not stop Congress from including $2 million in the FY10 Consolidated Appropriations Act for the Federal and State Technology Partnership Program (FAST). The funding, tucked in one sentence of the conference report for the Small Business Administration appropriations, will provide grants to state-based SBIR/STTR outreach and assistance programs on a competitive basis. Enabling legislation for FAST is contained in SBIR’s Reauthorization, which has been stalled in contentious conference negotiations for several months.
Last week, SSTI reported the draft SBIR Reauthorization bill circulated by the House Small Business Committee in mid-March included language that would reauthorize the Federal & State Technology Partnership (FAST) for two years at its current $10 million level. FAST was created with the 2000 SBIR reauthorization and received appropriations through the Small Business Administration (SBA) for three of the next four years.
A brief two-year reauthorization, bigger award sizes, VC eligibility clarification, and a $10 million grant program for state/local outreach assistance are included in the draft SBIR reauthorization bill circulated by the House Committee on Small Business Chairwoman Nydia Velazquez during the third hearing on the topic, held March 13.
The SBIR program will sunset Sept. 30, 2008, if reauthorization legislation is not passed by Congress and signed by the president before then.
Bigger Awards, Fewer Winners
Anyone connected to state and local efforts to increase the performance and commercialization success of SBIR awardees will not be surprised to learn the Government Accountability Office (GAO) has issued a report critical of how well the participating federal agencies and the Small Business Administration (SBA) provide information regarding awardees.
SSTI has learned the Small Business Innovation Research (SBIR) reauthorization language the Senate Small Business Committee (SBC) will be marking up on Tuesday, March 21 is substantially different than HR 2392, passed by the House last fall. While HR 2392 basically makes housekeeping revisions to the $1.1 billion SBIR program, the SBC version includes several components addressing issues a majority of states identified as problems for their own SBIR outreach and assistance efforts.
The Small Business Administration (SBA) has announced plans to accept applications for funding to support selected local Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) assistance efforts. The program announcement will be available by mail beginning Monday March 22, according to Maurice Swinton, SBA point of contact.

The Association of American Universities (AAU) will undertake a five-year initiative to assess and improve the quality of science, technology, engineering and mathematics (STEM) teaching and learning focused on the first two years of college. Specifically, the group will create a demonstration program at a subset of AAU universities to implement its framework and develop tools to survey and assess the quality of teaching, the extent to which effective teaching methods are being used, and the effects of improved teaching on retention of STEM majors and completion of STEM degrees.
Temple launched the Pennsylvania Math Engineering Science Achievement (MESA) initiative designed to increase the number of scientists, technologists, engineers and mathematics (STEM)-related professionals graduating from two- or four-year institutions and to build a diverse, national STEM workforce necessary to compete economically in a global environment.

Arkansas Gov. Mike Beebe and the state's Workforce Cabinet announced a $2.7 million pilot program — STEM Works — focused on Science, Technology, Engineering and Math (STEM) education in high schools. STEM Works will be made up of two components. The first component will focus on overhauling the state's STEM curriculum at the high school level to better prepare high school graduates to pursue college degrees in STEM disciplines. The second component — UTeach — will attempt to attract qualified college graduates to become STEM educators.
The National Science Foundation (NSF) has announced that it will award $74 million total for the creation of four interdisciplinary research and education centers as part of the third generation of NSF Engineering Research Centers. In addition to their primary focus on commercialization and education, these centers will emphasize innovation, entrepreneurship, small business collaboration, and international partnerships. For the first time, two of the ERCs will be co-funded by the Department of Energy.
The Michigan Economic Development Corporation (MEDC) recently announced the recipients of $25 million in awards from Michigan's 21st Century Jobs Fund. Each of the eight organizations receiving the awards will use the funding to support Michigan entrepreneurs and technology commercialization. The largest single allotment, $10.8 million, will benefit Ann Arbor SPARK, which plans to replenish its Michigan Pre-Seed Capital Fund with the award. Other recipient organizations will be offering capital and business assistance around the state.
Spending time at a technology or business incubator may be the key to learning about entrepreneurship. Some universities, seeking to ramp up entrepreneurship programs, are turning to incubators as real-world teachers.
Lawmakers approved Gov. Tom Corbett's proposal to restructure the state's economic development efforts by consolidating several programs within the Department of Community and Economic Development (DCED). Total general fund spending for DCED in FY12 is $212.8 million, down from $327.5 million last year or a 35 percent reduction. Much of this is achieved through consolidating programs.
During the campaign trail and in speeches delivered during their first few weeks in office, governors in Florida and Nevada announced plans to overhaul economic development efforts without providing many details on how the new systems would operate. The FY12 Business, Economic Development and Labor budget approved by lawmakers includes $25.7 million for USTAR, the state-funded initiative to grow a knowledge-based economy. This is the same amount recommended by Gov. Gary Herbert, but down from FY11 projected spending of $35.4 million. That amount included some ARRA funding from previous years, however. Research Teams will receive $23 million and $1.9 million is slated for Technology Outreach.
Leasing the state's wholesale liquor distribution system to JobsOhio to provide a dedicated funding source of about $100 million annually for job creation is a key component to reforming Ohio's economic development efforts under Gov. John Kasich. The governor unveiled the plan last week as part of the 2012-13 biennial budget. The proposed budget also sets aside $33 million in the second year of the biennium to facilitate the transfer of economic development initiatives from the Ohio Department of Development (ODOD) to the newly established nonprofit corporation.
