Rising tuition and worsened racial and class inequality are two of the effects of decreasing state support for higher education, according to a recent report from the Center on Budget and Policy Priorities.  In it the authors detail how overall state funding for public two- and four-year colleges has not fully recovered in most states following the recession, leaving higher costs and reduced services in many cases.

The U.S. Department of Energy and the U.S. Department of Agriculture have announced an agreement between them to promote rural energy and the development of technologies “that will support and advance rural and agricultural communities and domestic manufacturing.” The Memorandum of Understanding (MOU), which was required under the 2018 Farm Bill, is expected to increase the economic development of rural areas through new energy technologies and investments.

As voters head to the polls next week, some will be deciding the fate of innovation and development-related initiatives, while voters in Kentucky, Louisiana and Mississippi will be voting in gubernatorial elections. The initiatives include a possible additional $3 billion in Texas for cancer research. And in Louisiana, Mississippi, New Jersey and Virginia, legislative chambers are holding regular elections. Those races and initiatives are covered below.

Research universities and their partnerships with industry, including an institution’s research capacity, are important elements to building a state’s economy as well as the national economy and talent pipeline and workforce.

The White House Office of Science and Technology Policy (OSTP) is exploring a national strategy to promote the U.S. bioeconomy. In response to a request for information, SSTI submitted a letter encouraging OSTP to leverage existing regional assets as part of its approach. To see more innovations converted into new products, services and businesses, the letter encourages a new program to fund commercialization assistance and to strengthen SBIR.

SSTI and five peer, economic development-focused organizations submitted a letter to assistant secretary for economic development, John Fleming, in response to a request for information about incorporating Opportunity Zones (OZs) into existing EDA practices. The letter encourages the agency to be cautious in its approach, pointing out that OZ’s impacts are not yet understood.

Two recent reports highlight the importance of funding innovation in the U.S., and give a glimpse into the perils of ignoring it. The reports, from The Aspen Institute and Information Technology & Innovation Foundation (ITIF), independently corroborate the role of the public sector in ensuring a more prosperous future through innovation.

President Donald Trump this week issued an executive order reinstituting the President’s Council of Advisors on Science and Technology (PCAST) to advise the president on matters involving science, technology, education, and innovation policy and named the first seven people to the council.

Knowing that research universities are integral to the innovation in this country, states continue their efforts to build the economy by supporting efforts to move the research from the labs to the market.

In recent weeks, three separate reviews of R&D grants and awards at NIH have shed new light on issues of minority and women representation among researchers and on potential conflicts of interest by investigators. NIH has been publicly working to address concerns about representation and trustworthiness among its investigators. While the results from these studies show that the agency has more work to do, the availability of this information speaks favorably to NIH's transparent approach to these conversations. 

Wyoming Gov. Mark Gordon recently announced that changes are coming to the state’s ENDOW initiative, a 20-year vision that was crafted under his predecessor, Gov. Matt Mead. As part of the coming changes, Gordon said the initiative will target certain industries (such as aerospace, defense and healthcare), be smaller in its scope, and incremental in its strategy.

A new innovation hub slated to open in January in Washington promises to connect 5G startups with investors and technology labs, while also creating a pipeline of jobs for students interested in the emerging sector.

A review of recent reports finds the rise of financial technology (fintech) has the potential to improve the financial health and literacy of the traditionally underbanked and decrease discriminatory practices as more people gain access to services and are included in financial markets. However, regulators face new challenges as a result of fintech.

Are you looking to increase the success rate of your state’s SBIR/STTR proposals? If so, a reminder that applications for the Small Business Administration’s Federal and State Technology (FAST) Partnership Program are due next Friday, June 28, at 4 p.m. EDT. This program provides one-year funding to organizations executing programs related to SBIR/STTR outreach, technical assistance, or financial support.

Last week Pennsylvania Gov. Tom Wolf issued an executive order directing the Department of Environmental Protection (DEP) to join the Regional Greenhouse Gas Initiative (RGGI), joining nine other Northeast and Mid-Atlantic states in a market-based collaboration to reduce greenhouse gas emissions from power plants and combat climate change. And in North Carolina, Gov.

PitchBook and NVCA just released the 3^rd quarter Venture Monitor, and the year-to-date figures show another year of robust activity. Total deal value is set to exceed $100 billion again, and exit value is already at $227 billion. Deal and exit count, however, appear on pace to finish below the last several years, with 7,862 investments and 633 exits to date so far.

Federal agencies fail, on average, 24 percent of the time to notify applicant small businesses of award decisions within required deadlines. A small business has a zero percent chance of being able to plan to start an innovation project within six months if they apply to ARPA-E (the Department of Energy’s Advanced Research Projects Agency) or the Defense Threat Reduction Agency, both of which never met the deadline. 

The Small Business Administration (SBA) recently released FY 2019 announcements for the Growth Accelerator Fund Competition and Federal and State Technology Partnership Program (FAST) funding. Accelerators emphasizing underserved entrepreneurs can submit a brief application and slide deck from June 10-20; SBA anticipates as many as 60, $50,000 awards.

As covered in the last Weekly Digest, the U.S. Senate Committee on Small Business and Entrepreneurship held a hearing on reauthorizing SBA’s innovation programs. Addressing common misperceptions about the industry, Manufacturing Day — held tomorrow, Oct. 4 — strives to address skilled labor shortages manufacturers face by opening the doors of different manufacturers to the public and showing what manufacturing is, and isn’t. The day was created in 2012 with the support of many organizations educating the public on modern manufacturing, including the National Institute of Standards and Technology’s (NIST) Hollings Manufacturing Extension Partnership (MEP).

Expanding and diversifying the nation’s Skilled Technical Workforce (STW) is vital to the nation’s future, according to a new report from the policymaking board of the National Science Foundation (NSF) that predicts a shortfall of 3.4 million skilled technical workers by 2022 unless changes are made.

For years, there have been arguments back and forth on which companies are the greatest job creators. The argument began with advocates for small businesses saying that small businesses were the engine of job creation. In recent years, others have argued that it’s not the size of the business that’s significant so much as the age of the business and that it’s young businesses that create most of the jobs.
