FY 2019 final budget from Congress: Defense, Labor, HHS

SSTI is publishing a series of FY 2019 budget updates to match Congress’s unusually early action. 

Congress is set to pass portions of the overall FY 2019 federal budget before the end of the current fiscal year, which has been rare over the last decade. To keep pace, SSTI will be running a series of FY 2019 budget updates. Part I is Energy and Water (including Regional Agencies), Legislative Branch, and Military Construction and Veterans Affairs. Part II is Defense with Labor and HHS, as well as a CR for the rest of the government through Dec. 7.

SSTI among 40 SBA Growth Accelerator awardees

This week, the U.S. Small Business Administration (SBA) announced 40 new Growth Accelerator Fund Competition awardees. SSTI’s proposal to identify programs and partners that have expanded the participation of minority business owners and researchers in the Small Business Innovation Research (SBIR) program is among the winners.

EDA opens Tech Hubs competition

When Dan Berglund, SSTI’s president and CEO, testified in a hearing before the House on an early draft of the U.S. Innovation and Competition Act, he noted that funding from the federal government that addresses the whole innovation system rather than individual elements of the system would be critical to building a regional innovation economy and different than any other federal program.

The COVID-19 Recession: A Faster Recovery?

The recession brought upon by the COVID-19 pandemic (February 2020 – April 2020) saw an extremely sharp drop in both GDP and employment, followed by a relatively fast return to non-recessionary rates of unemployment. This swift recovery was a substantial contrast to the periods of the Dot Com Recession (March 2001 – November 2001) and Great Recession (December 2007 – June 2009). These previous recessions saw both dips in GDP, followed by gradual rises in unemployment rates over several months or years, with a gradual decrease in unemployment over the coming years.

National Science Foundation makes 44 Engines Development awards

This morning, NSF announced 44 development, or Type-1, awards from its first Regional Innovation Engines competition. According NSF’s visualization, 33 of the lead organizations are from academic institutions, with 13 of those from institutions that are not classified as R1s, and the remaining 11 leads from other types of nonprofits.

In last week’s Digest, SSTI looked at several macro venture capital (VC) trends, this week’s Useful Stats article focuses on regional trends as well as provides downloadable VC stats by state by quarter from Q1 of 2016 to Q2 of 2018. The data includes median VC deal size, VC deals, and VC dollars invested.

In last week’s Digest, SSTI looked at several macro venture capital (VC) trends, this week’s Useful Stats article focuses on regional trends as well as provides downloadable VC stats by state by quarter from Q1 of 2016 to Q2 of 2018. The data includes median VC deal size, VC deals, and VC dollars invested.

While the five West Coast states (Alaska, California, Hawaii, Oregon, and Washington) continue to dominate the VC landscape with approximately $17 billion invested over 751 deals in Q2 of 2018, the New York City MSA has seen an increase in its share of VC deals (12.8 percent through Q2 of 2018) – up from 11.4 percent for 2017, according to the 2Q 2018 PitchBook-NVCA Venture Monitor. These findings highlight the long-standing trend that the U.S. VC market remains concentrated on the coasts with approximately 71 percent of deals and nearly 88 percent of VC dollars going to the West Coast states, the Mid-Atlantic states, and the New England states. The map below from the 2Q 2018 PitchBook-NVCA Venture Monitor provides a regional breakdown of both deals and dollars.

UK spending big to attract top science talent

As part of the country’s single biggest investment in science in 40 years, the UK unveiled a new investment in UK talent and skills aimed at growing and attracting the best in science and innovation. Last week, UK business secretary Greg Clark outlined a £1.3 billion ($1.72 billion) investment for British universities and businesses to develop the next generation of entrepreneurs, innovators and scientific leaders.

Advanced technology entrepreneurs meet America’s Seed Fund reps at four-day online event

Council to recommend ways for higher education to prepare the workforce and drive global competitiveness

A recently formed coalition of national leaders from higher education, government, business, nonprofits, and the military have created the Council on Higher Education as a Strategic Asset(HESA). Inspired by the Association of Governing Boards of Universities and Colleges (AGB), the council will advance recommendations for changes in higher education institutions to enable them to prepare the workforce to support the United States’ most critical national priorities.

Availability of a new data tool developed by the Bureau of Labor Statistics (BLS) indicates that during the period surrounding the onset of the COVID-19 pandemic, there was wide variation among the states on the ratio of unemployed persons per job opening.  Michigan peaked at 10.6 unemployed persons for each job opening, followed by Hawaii (10.3) and Nevada (10.2), far above most states, while others like D.C. (1.7) and Nebraska (2.1) and North Dakota (2.2) remained relatively unaffected.

For those readers who have seen their 53rd birthday, it was probably not a remarkable occasion. Perhaps it passed by without notice, and why should it? It isn’t regarded as a major milestone like 21, 50, 60 or 75.  What good is 53? It is often overlooked because we rarely run into it. We put 52 cards in a deck, but 53? We can’t deal with that.

Earth Day probably felt that way this year as Saturday, April 22, went by with fewer people marking its 53rd birthday than in previous years. Collectively, the gifts in its honor seem smaller, less meaningful.

The Appalachian Regional Commission has released a request for proposals for the 2018 POWER (Partnerships for Opportunity and Workforce and Economic Revitalization) Program.

In this round of funding, ARC will commit up to $20 million to support efforts that create a more vibrant economic future for coal-impacted communities in the ARC region by cultivating economic diversity, enhancing job training and re-employment opportunities, creating jobs in existing or new industries, and attracting new sources of investment.

These include a plan to increase R&D spending from 1.7 percent to 2.4 percent of GDP, £406 million for STEM training, £1 billion for network infrastructure and a new £2.5 billion investment fund. Like many similar U.S. state industrial reports, the UK paper clarifies its intention to focus its investments in key sectors, namely: artificial intelligence and data, clean energy, mobility/transportation and the “needs of an aging society.”

A recent project from the National Bureau of Economic Research used data from the Annual Survey of Manufactures to study the characteristics and geography of investments in robots across U.S. manufacturing establishments and find whether it revealed any impact on the economy. The team found that robotics adoption and intensity is more closely related to the size of the establishment than it is to its age. The study presents results on the distribution of robots in U.S.

SBA rules changes mean more opportunities, TBED orgs should take second look at SBA lending programs

The U.S. Small Business Administration finalized new rules that provide more opportunities to leverage the agency’s flagship lending programs to support economic development strategies. The most significant changes in the rules would allow more non-depository lenders (e.g., loan funds) to participate in SBA’s lending programs, make employee ownership transitions an eligible use of loan proceeds, and remove many of the existing underwriting criteria. These changes mean tech-based economic development organizations should consider becoming approved SBA lenders.

What to expect when you’re expecting (investment returns)

Following SSTI’s recent look at the timing and type of exits, we continue our look at investment activity to characterize returns on investments so that TBED investors can more accurately project and adjust program parameters to support long-term sustainability. Accurate data on venture capital investment returns and fund performance on private investment vehicles is not readily or consistently available. Anecdotal stories  and the occasional press release on a major transaction exist, but VC exits are often done quietly. As such, parties interested in understanding performance outcomes must rely on focused reports and other aggregate data.
