The Economic Development Administration (EDA) has announced the seven recipients of the inaugural STEM Talent Challenge, awarding a total of $2 million in grants through the inaugural STEM Talent Challenge, which aims to boost local science, technology, engineering, and math (STEM) talent. Three SSTI members were among the seven winners: Ohio University received a $295,643 grant in the digital manufacturing sector; University City Science Center won a $246,179 grant in biotechnology/cell and gene therapy; and, the University of Michigan won $300,000 in grant money in the advanced manufacturing and cybersecurity sector. More information on all of the recipients is available here. The funding opportunity kicked off in August 2020 to further build STEM workforce readiness and spur innovation.

The Economic Development Administration’s Office of Innovation and Entrepreneurship (OIE) released a funding opportunity this morning for a new STEM Talent Challenge. The opportunity provides $2 million in total to governmental and nonprofit entities working to implement STEM apprenticeship models in their regions. Applicants may request up to $300,000 for an 18-24-month project, and no more than $50,000 may go toward planning and development, which should generally be completed within the first six months of the project period. EDA is seeking projects that will expand work-based learning for adults, increase regional innovation capacity, and expand diversity in STEM. OIE will host an informational webinar on Sept. 9, and proposals are due Oct. 14.

The President’s Council of Advisors on Science and Technology (PCAST) is recommending a set of bold actions to help ensure continued American leadership in Industries of the Future (IotF), comprising artificial intelligence (AI), quantum information science (QIS), advanced manufacturing, advanced communications, and biotechnology. The three pillars underpinning these actions are: enhancing multi-sector engagement in research and innovation; creating a new institute structure that integrates one or more of the IotF areas and spans discovery research to product development; and ensuring the availability of a qualified, diverse IotF workforce.

In early April the Department of Labor announced a $42.5 million grant opportunity for the Youth Apprenticeship Readiness Grant Program. The program is to support the development of new or expanding registered apprenticeship programs (RAPs) for youth, including quality pre-apprenticeship programs that lead to a RAP. The grant program supports the president’s executive order and the Department of Labor, Employment and Training Administration’s goals to promote pre-apprenticeships, to develop a strong youth apprenticeship pipeline, and to expand access to youth apprenticeships. Such programs provide both a pipeline of educated workers for industries, as well as greater opportunities for youth exploring career options.

SSTI recently took a look at some of the pre-apprenticeship programs in different states across the country and the impact some are having.

STEM and the American Workforce, a new report backed mostly by science associations, points to STEM jobs as one-third of direct employment, two-thirds of total employment, and 69 percent of America’s GDP. The authors highlight that 60 percent of STEM jobs are filled by people without bachelor’s degrees. Those are eye-popping numbers until one starts to dig into what the report considers a STEM job, which were decided on a case-by-case basis according to the occupation’s sector and educational requirements. This is not the only recent STEM employment study to take an expansive view of the field. Earlier this year, the Idaho STEM Action Center reported that the number of unfilled STEM jobs in the state had doubled, to 7,633, in just three years. Digging into the state labor agency’s data indicates that a large portion of these openings are in healthcare, with the plurality of openings seeking registered nurses.

The number of U.S.-trained female science, engineering, or health (SEH) doctorate holders residing and working in the U.S. has more than doubled, going  from 119,350 in 1997 to 287,250 in 2017, according to a new report from the National Science Foundation (NSF). In 1997, less than one-fourth (23 percent) of the U.S.-trained SEH doctorate holders working in the U.S. were women. Twenty years later, that number had increased to 35 percent. While these percentages demonstrate a significant increase, they show that female participation is still lagging behind women’s share of the U.S. population. While diversity plays a critical role in both improving the quality and increasing the rate of innovation, women and several minority groups remain underrepresented in STEM fields. Several studies find that improving the retention rate of women and other underrepresented groups in STEM at the college level can have significant impacts on improving the diversity and representativeness of the STEM workforce. For women and other underrepresented groups, the college experience can create unique roadblocks and barriers that ultimately cause them to switch majors or even leave college. Several recent studies have examined strategies to improve the retention rate of women and other underrepresented groups in STEM degrees at institution of higher education. The strategies range from pre-college STEM academies to establishing cohorts of underrepresented students.

As the National Science Foundation announces awards for five new regional academic centers to encourage underrepresented populations to pursue and attain college degrees related to science, technology, engineering and mathematics (STEM), a recent working paper from two Harvard researchers finds an explanation for the popularly perceived persistent shortage of STEM workers: changes in technology.  The rapid pace of technological change is making the skills of the existing STEM workforce obsolete in much shorter time than previously, flattening their wages and reducing opportunity for advancement after seeing an initial high wage premium at the beginning of their careers. 

Noting that we have reached a point in time where STEM “influences every aspect of our education, work, and community life,” STEMconnector, a professional services firm, has released a new report that examines the current state of the field, identifies gaps and makes recommendations for action and investment. State of STEM highlights “five critical gaps” in the STEM workforce: a fundamental skills gap; belief gap; postsecondary education gap; geographic gap; and, demographic gap. The interaction of these gaps throughout the STEM ecosystem creates an overall opportunity gap for students and job seekers, a workforce development challenge for educators and a business imperative for employers, the report states.

Across the nation, R&D at colleges and universities plays an important role in generating promising inventions, training our STEM talent pipeline, and supporting regional economic development. An SSTI analysis of National Science Foundation data finds that higher-education R&D (HERD) is a multi-billion dollar industry that directly employs nearly one million personnel on projects and grants in the United States. However, the locations of R&D projects and personnel differ greatly by state and region.

The National Science Foundation (NSF) has announced the recipients of 27 Design and Development Launch Pilots as part of its INCLUDES initiative. The initiative is aimed at enhancing U.S. leadership in science, technology, engineering and mathematics (STEM) discoveries and innovations through a commitment to diversity and inclusion. The 27 pilots feature public-private partnerships that will develop blueprints for broadening STEM participation and are funded through two-year, $300,000 grants. Although the vast majority of awardees are based at universities, the program attempts to engage partners from private and corporate philanthropy, industry, non-profits, K-12 school systems, federal agencies and scientific professional societies, and any other organizations affiliated with STEM. A key feature of NSF INCLUDES is its focus on uniting a wide variety of collaborators to generate pioneering solutions to persistent problems. These pilot projects will create an infrastructure that enables large-scale coordination and wider STEM participation.

U.S. institutions of higher education awarded 55,006 research doctorate degrees in 2015 according to the National Science Foundation’s Survey of Earned Doctorates (SED). This figure represents the highest number ever reported. The report also highlights several other multi-year trends.
