Federal stimulus funds approved earlier this year by Congress are doing more than filling budget gaps in states across the nation. During a year in which it otherwise may be virtually impossible to direct much funding to starting initiatives aimed at growing the economy, many states are using federal stimulus funds to implement new programs.

Maryland Plan Calls for $72M Investment in STEM Workforce, R&D Infrastructure

To establish Maryland as a global leader in science, technology, engineering and mathematics (STEM) workforce and STEM-based R&D infrastructure, a task force convened last year by Gov. Martin O'Malley urges the state to adopt a set of initiatives to reach higher performance standards in teaching and learning in addition to greater productivity in transforming the state's high volume of R&D activity into economic growth and job creation.

Mandatory Cost Sharing May Return for Some NSF Programs

Offering some good news for universities and companies looking for funding, the National Science Board (NSB) has recommended the elimination of any evidence of voluntary cost share from most grant proposals to the National Science Foundation (NSF). However, the board recommended mandatory cost matching should be reinstated in a handful of initiatives, including its Engineering Research Centers (ERC) program, its Industry/University Cooperative Research Centers (I/UCRC) program, and its EPSCoR program.

Training for Green Jobs Focus of New TBED Initiatives in California and Michigan

Much emphasis has been placed on the importance of green jobs in the next economy as the nation continues to shed jobs in traditional industries. Creating these specialized jobs is a major priority for states across the nation that will compete for renewable energy industries. Montana Offers $2.5 Million to Enhance Bio-Medical Research Collaborations

The Montana Department of Commerce has announced that it will provide $2.5 million in grants to support bio-medical research. Montana-based, private nonprofit research institutions are eligible to apply for the funding, which may be used to expand, renovate and purchase equipment for biomedical research. The grants also may be used to expand infrastructure that will enhance scientific collaborations within the Montana University System.

Aggressive R&D Tax Credits by Other Countries Put the U.S. Near Bottom of the Pack

In 2008, the U.S. ranked 17th in R&D tax generosity out of the 21 OECD countries that offered some form of R&D tax credits to businesses, according to a recent brief put out by the Information Technology & Innovation Foundation (ITIF). Colorado Jobs Plan Engages Employers to Improve Workforce Quality

Outlining his Colorado Promise three years ago as a newly-elected governor, Gov. Bill Ritter envisioned an economy that supports high-wage jobs and offers an environment for businesses to expand and thrive. Educational programs would be synched with industry needs to produce a skilled workforce, workers would be trained in the high-demand fields relevant to each of the state's diverse regions, and enough businesses would be operating to employ them.

The newly-created Clean Energy Leadership Council, convened by the Washington governor's office and a state-wide public-private clean energy alliance, held its first meeting. The council will deliver a clean energy strategy and recommendations by December 1, 2010.

UK Budget includes Strategic TBED Fund, Green Tech and Broadband Initiatives

To help the United Kingdom out of the recession, Alistair Darling, chancellor for the exchequer for the United Kingdom, outlined several significant TBED priorities in his budget address to the House of Commons last month.

Top among them is a £750 Million ($1 Billion USD) Strategic Investment Fund that "will provide financial support, focusing on emerging technologies and regionally important sectors in, for example, advanced manufacturing, digital and biotechnology," Darling said in his address.

Iowa Lawmakers Commit Funds for Job Creation, Renewable Energy

Iowa legislators adjourned the 2009 session last week after voting in favor of Gov. Chet Culver's multi-million dollar I-JOBS initiative, providing $35 million for broadband access and alternative energy projects. The compromise plan approved by lawmakers allocates $715 million for investments in infrastructure, jobs, the environment, and flood relief through the issuance of bonds paid for with gaming revenue and existing tax revenues, according to the governor's office.

Montana Legislators End Session with Mixed Results for TBED

The Montana Legislature adjourned last week after passing an $8 billion biennial budget for FY10 and FY11. The state Department of Commerce was allocated $74.9 million over the biennium, $1.7 million more than the governor's request. Newly funded initiatives within the department include $3.7 million over the biennium for workforce training grants through the New Worker Training program, $1.6 million for tribal economic development projects, $2 million for high-performance computing and $2.5 million in FY10 for biomedical research grants.

For nearly every budget issue SSTI has prepared during the first decade of the 21st century, our opening paragraphs read like obituaries. The previous administration was ideologically opposed to the government taking an active role to support economic development, even tech-based economic development, beyond increases for university and federally based research. Spending for federal programs that support regional community and economic growth were slashed repeatedly.

NSF Releases Final FY10 Budget Request

A full week after the Administration's budget request was released, NSF made available details on the foundation's $7.05 billion request. With the new information, SSTI is presenting below its summary regarding the NSF budget proposal's impact on programs of importance to state and regional TBED efforts. Western States Scale Back on 2010 TBED Investments

Lawmakers across several western states have reached budget agreements for the upcoming fiscal year or biennium allocating decreased or level funding for tech-based economic development efforts. Lawmakers also passed new legislation supporting job-creation efforts and investments in alternative energy. While funding for many of these programs appear secure in FY10, additional spending cuts are anticipated in the coming months if state revenues continue to decline.

New Report Finds Wide Disparities in State Bioscience Education Efforts

A new report published by BIO, Battelle and the Biotechnology Institute finds that student achievement in biosciences varies widely between and within states. It also finds that many states lag behind in programmatic efforts to improve bioscience education, even as the life science industry grows in stature as a common priority for TBED initiatives.
