With Focus on Job Creation, Ohio Prioritizes Development Efforts

JobsOhio, the private, nonprofit corporation authorized to replace Ohio's economic development system, would administer state funded programs and services that have a direct, high-impact on job creation such as business loans, infrastructure grants and deal-closing funds, according to a report to the Ohio General Assembly. At the same time, a newly named Ohio Development Services Agency (ODSA) would focus on programs with a more indirect impact on job creation, including federally funded programs and services geared toward communities and individuals.

Tennessee Announces New Program to Support Nine Regional Business Accelerators

Commissioner of the Tennessee Department of Economic and Community Development, Bill Hagerty announced the state will commit up to $2.25 million for the Jobs4TN Regional Entrepreneurial Accelerators program. The grants will award up to $250,000 to a regional entrepreneurial accelerator in each of the state's nine economic development regions.

Report on Middle Skill Jobs Gap Presented to Southern Governors

Governors in the Southern states were presented with findings from a new report on the growing gap in middle-skill jobs and urged to adopt a three-part policy framework for reversing the trend during the Southern Governors' Association annual meeting last week in Asheville, NC. The report found that middle-skill jobs account for 51 percent of the region's jobs today, but only about 43 percent of the region's workers are currently trained at this level.

U.S. Manufacturing at a "Moment of Truth," According to New Booz & Co. Study

The U.S. stands at "moment of truth" regarding its manufacturing sector, according to a new study by Booz & Co. and the University of Michigan's Tauber Institute for Global Operations, Manufacturing's Wake-up Call. If neglected, the sector's output could fall by half in the coming years. If "a series of identifiable smart actions and choices" are made, U.S. manufacturing could produce 95 percent of all product consumed by the nation. The study points out three significant findings regarding the current and future state of U.S.

Educational attainment rates in the U.S. rose in both 2007 and 2008, after falling in 2005 and 2006, according to data from the U.S. Census Bureau's American Community Survey. Despite the mid-decade dip, the overall trend over the past few decades has been toward higher rates of attainment at the high school, Bachelor's and advanced degree levels. As of 2008, about 85 percent of the U.S. population had completed high school, up from 80.4 percent in 2000 and 75.2 in 1990. About 27.7 percent of U.S.

Congress Appropriates $10M for Regional Innovation Program

The FY14 Omnibus Appropriations bill, which the U.S. House of Representatives passed yesterday and the U.S. Senate is expected to pass on Friday, contains $10 million for the Regional Innovation program in the U.S. Department of Commerce’s budget. This is the first time the grant portion of the program was directly funded.  The program was authorized in the America COMPETES Act of 2010 and establishes the program “to encourage and support the development of regional innovation strategies, including regional innovation clusters and science and research parks.”

Illinois Universities Keep Spinoff Companies Close to Home

Of the 118 university-based startups launched in Illinois between 2006-13, about 73 percent remain in the state, according to the latest issue of the Illinois Innovation Index. The 2013 fourth quarter report of the Index focuses on the recent strides made by the state in building a stronger technology transfer pipeline. During the five-year period of 2008-12, Illinois universities received 47 percent more patents than they did during the 2003-07 period, almost triple the national growth rate.

Powered by strong growth in the Internet and Software sectors, U.S. venture capital activity grew by about 7.5 percent in 2013, according to new data from the NVCA/PWC Moneytree survey. Both venture dollars and deals ticked up last year, bouncing back to 2011 levels after a slow 2012. SSTI has prepared tables of U.S. venture capital investment levels by state in terms of deals and dollars for the 2008-13 period.

Budget Round Up: States Address Higher Ed Affordability, Research Capacity, Workforce

Several common themes surrounding higher education have emerged as governors across the country unveil investment priorities for the upcoming fiscal year or biennium. In many states, governors have proposed more funding to increase affordability by freezing tuition or creating new scholarship funds. Support for expanding research capacity, technology-related infrastructure and job training in high-demand industries are some of the proposed measures aimed at competitiveness.

MI University Research Corridor Leads in Talent Production, According to Report

North Dakota Expands Innovate ND Entrepreneurship Program

North Dakota has announced it will relaunch its Innovate ND business venture competition as a more expansive suite of services for innovative startups and entrepreneurs. Participants will receive vouchers for up to $2,500 to help pay for coaching and consulting services at an entrepreneurial center, development of a business plan or building a prototype. Ontario’s New Public-Private Fund-of-Funds Could Raise $300M

Ontario officials launched a new fund-of-funds this week intended to boost capital resources for high-tech companies. The Northleaf Venture Catalyst Fund is a privately led initiative, supported by federal and provincial funds. The governments of Canada and Ontario have agreed to make a combined capital commitment of $1 for every $2 secured from the private sector. Current commitments total $217.5 million CAD ($195.4 million USD), but leaders hope to match the government’s maximum match level of $300 million CAD ($269.6 million USD) in a second closing later this year.

NY Budget Proposes New Genomic Medicine Network, STEM Scholarship

After hitting an all-time high in 2012, California’s dominance of the nation’s venture capital activity receded a bit last year. California continues to receive about half of the country’s venture investment dollars and about 40 percent of its dealflow, but in 2013, the state’s share of dollars fell from 53 to 50 percent, according to data from the PricewaterhouseCoopers/National Venture Capital Association (PwC/NVCA) Moneytree survey. Massachusetts, which has been host to about 10 percent of national venture activity in past years, also saw its share of total U.S.

FL, LA Govs Challenge Educators to Develop Top-Notch STEM Workforce

VC recorded lower IRR than several other asset classes from 1999-2017

The equal-weighted internal rate of return (IRR) for the venture capital (VC) industry was 6.6 percent between Q2 of 1999 and Q2 of 2017, according to the 1Q 2018 PitchBook Benchmarks. Over that 18-year timespan, several other asset classes – such as private equity (10.5 percent), debt financing (10.1 percent), fund-of-funds (8.1 percent) and several stock market indices – significantly outperformed the VC industry’s equal-weighted IRR.

The U.S. Small Business Administration and Department of Treasury have released strategic plans through FY 2022.

The U.S. Small Business Administration and Department of Treasury have released strategic plans through FY 2022. Similar to the new Department of Commerce plan, these documents do not mention programs and offices that the administration has marked for elimination, creating a lack of clear strategic direction for millions of dollars in entrepreneurship and innovation funding that Congress continues to appropriate and direct. Specific areas of concern at these agencies are the SBA’s Regional Innovation Clusters and Growth Accelerator programs and the Community Development Financial Institutions Fund.

Recent Research: Student involvement overlooked in university entrepreneurship efforts

While conventional wisdom suggests that university entrepreneurship efforts should focus on faculty spinoffs or student inventions, recent research highlights the importance of student talent in entrepreneurial ecosystems.
