Maine voters approve $50 million in tech: Why it matters to all of us
Maine voters approved a special referendum on June 13 that will issue $50 million in bonds to fund investment in research, development and commercialization in the state’s seven targeted technology sectors. The Maine Technology Institute will distribute $45 million of the funds for infrastructure, equipment and technology upgrades. The remaining $5 million will be used to recapitalize the Small Enterprise Growth Fund to create jobs and economic growth by lending to or investing in qualifying small businesses.
Bioscience important for state growth
The bioscience industry has had a positive impact on states’ economies and continues to be a driver of economic growth according to a new report from Biotechnology Innovation Organization (BIO). State lawmakers have recognized the importance of the industry, the authors state, and have responded to challenges facing the bioscience companies with legislative efforts focused on a supportive business climate, including increasing available funding, particularly for emerging companies in their state, and leveraging academic and medical research facilities to create strategically planned campus extensions such as Smart Zones or Innovation Zones that contain incubator space and incentives for start-up companies.
US manufacturing sector poised for revitalization but without the jobs, McKinsey says
In Making it in America, McKinsey Global Institute researchers contend that for the U.S. to see a revitalization of its manufacturing sector (as measured by global market share), the public and private sectors should treat it as a national priority. However, they warn that the revitalization will not produce a return to 1960s-style manufacturing employment. In the 1960s, the manufacturing sector employed approximately 30 percent of all American workers – it is down to approximately 9 percent today (a 70 percent reduction). The authors contend that due to the changing shape of manufacturing, technology, global competition, and other market demands that manufacturing job growth would only be modest. Most of the job growth potential will be found in other sectors that would benefit from increased economic activity.
States scramble to negotiate final budgets; DE, LA, ME, MO, NH, VT and WA reviewed for innovation funding
With a July 1 start to the fiscal year in most states, several states that were at an impasse over their budget faced at least partial shutdowns. Last minute negotiations restarted services in both Maine and New Jersey, while Illinois, which has been operating without a budget since 2015, faces threats of a downgrade in their credit rating if a deal cannot be reached. This week we present our findings of innovation funding from seven states, including $2 million in funding for a new public-private economic development organization in Delaware, an increase in funding in Louisiana for the state’s scholarship program for higher ed, and cuts to higher ed funding in Missouri, which also saw a severe drop in its funding to the Missouri Technology Corporation. Efforts in Maine, New Hampshire, Vermont and Washington are also detailed below.

Because the long-term budget provided few year-over-year changes for science or innovation, the administration will therefore again propose to eliminate Regional Innovation Strategies, the Manufacturing Extension Partnership, much of the SBA’s entrepreneurial development funding and other innovation programs, while also making deep cuts to many R&D initiatives. Pace of exits picks up for venture development organizations in Q1
Venture development organizations (VDO), nonprofit organizations across the country investing in innovation startups to help grow their regional economies as well as earn a respectable return, saw at least 20 exits in the first quarter of 2018, based on data entered on Pitchbook.com. Recent Research: SBIR funding influencing outcomes
The Small Business Innovation Research (SBIR) program dubs itself as “America’s largest seed fund.” Three recent research articles add to the existing literature on the program. First, a study finds that SBIR supports high-risk efforts to convert R&D. A second study suggests that SBIR awardees are more likely to locate in denser regions but in less dense neighborhoods in those regions. A third study finds that SBIR awardees from federal agencies with more diverse workforces tend to perform better.

During the five-year period from 2013 to 2017, the 11 federal agencies participating in the SBIR/STTR program distributed 25,524 awards. Several recent articles covered in the National Bureau of Economic Researchers (NBER) Digest suggest that current understanding of policies surrounding wages, clusters and labor concentration may warrant revisiting. In one piece of academic research, a historical argument of shared productivity gains with employees is challenged, while another article shows a loss of bargaining power for employees in concentrated labor markets.

The President’s Task Force on Apprenticeship Expansion released a new report focused on “strategies and recommendations to promote apprenticeships, especially in sectors where existing apprenticeship programs are insufficient.” A key element of President Trump’s federal workforce development agenda, apprenticeships are seen as an effective tool for addressing the skills gap confronting U.S. employers and a pathway to a well-paying careers for American workers. The report includes recommendations across five areas related to apprenticeships including: education and credentialing; attracting business to apprenticeship; expanding access, equity, and career awareness; and, administrative and regulatory strategies to expand apprenticeship. While proponents of apprenticeships were supportive of several recommendations proposed within the report, the task force also faced criticism due to proposed cuts to other Department of Labor programs to pay for the expansion of federal funding for apprenticeships, and push back and questions from those in higher education.

NIST’s Manufacturing Extension Partnership program launched a new Policy Academy focused on manufacturing this week. Funded by NIST MEP and organized by SSTI and the Center for Regional Economic Competitiveness (CREC), the Policy Academy is designed to help states build upon existing strategies, leverage available resources, and spur creative new ideas about how to address major challenges or leverage opportunities around the manufacturing sector.

Through a customized and collaborative experience, the Policy Academy will help teams of four-to-ten members representing a cross-section of policymakers and practitioners from relevant state agencies and stakeholder groups to identify best practices, partnerships, and policies to strengthen the manufacturers in their states.
The request for proposals, which can be downloaded here, covers the first of two academy cohorts, with up to four states selected. The first cohort will be from states selected from the 15 states that are not holding gubernatorial elections in 2018 (Delaware, Indiana, Kentucky, Louisiana, Mississippi, Missouri, Montana, New Jersey, North Carolina, North Dakota, Puerto Rico, Utah, Virginia, Washington, and West Virginia). Last week, SSTI examined the geography of “America’s Seed Fund,” the SBIR/STTR awards, on a state-by-state basis. A look at how the more than 25,500 awards were distributed at the regional level over the five-year period from 2013 to 2017 yields additional insight. The metropolitan areas with the largest concentrations of SBIR/STTR awards include knowledge hubs with large universities and access to federal R&D, such as Boston, Los Angeles, and Washington D.C.

Utah politicians celebrate innovation, name science advisor
USTAR hosted the Utah Technology Innovation Summit last week to celebrate the state’s achievements in the field. The event featured strong pro-science and innovation statements from a variety of politicians and awards to teachers and scientists. During the opening, USTAR Director Ivy Estabrooke was named the governor’s science advisor (pictured at right). The summit was held in the same venue as SSTI’s 2018 Annual Conference.
Biosciences industry has $2.0 trillion economic impact, report finds
The U.S. biosciences industry directly employs 1.74 million people and indirectly supports $2.0 trillion in economic output and roughly 8 million jobs nationwide, according to "Investment, Innovation and Job Creation in a Growing U.S. Biosciences Industry," a new report by TEConomy Partners on behalf of the trade association BIO.
