Commerce announces availability of $1.5 billion in CARES Act funds to aid communities impacted by coronavirus

U.S. Secretary of Commerce Wilbur Ross today announced that the Department’s Economic Development Administration (EDA) is now accepting applications from eligible grantees for Coronavirus Aid, Relief, and Economic Security Act (CARES Act) supplemental funds (EDA CARES Act Recovery Assistance) intended to help communities prevent, prepare for, and respond to coronavirus.

Congress passes $2 trillion emergency aid package

The third package of emergency assistance related to COVID-19 is currently making its way through Congress, having passed the Senate last night and being expected to pass the House tomorrow. The legislation includes additional emergency loans and tax credits for retaining employees, as well as near-term aid for individuals, small businesses, and some of the most affected industries. While relatively little assistance is directly relevant to science- and innovation-related business development, many broader small business provisions can still be of assistance to these companies.

Regional Innovation Strategies making $35 million available

The U.S. Economic Development Administration has announced the FY 2020 notice of funding availability for the Regional Innovation Strategies program. There are multiple changes to the program this year, including that EDA is now referring to the program as “Build to Scale.” A total of $35 million is available this year due to support from Congress with advocacy from SSTI’s Innovation Advocacy Council. The Trump Administration budget proposal for FY2020, and again for FY2021, proposed eliminating the program.

SSTI, economic development peers submit OZ letter to EDA

SSTI and five peer, economic development-focused organizations submitted a letter to assistant secretary for economic development, John Fleming, in response to a request for information about incorporating Opportunity Zones (OZs) into existing EDA practices. The letter encourages the agency to be cautious in its approach, pointing out that OZ’s impacts are not yet understood.

Dozens of organizations state support for Regional Innovation Strategies

More than 50 current and former program awardees, along with 11 tech-based economic development-focused organizations led by SSTI have signed letters supporting the Regional Innovation Strategies program at EDA. Since 2014, when the program first received funding, EDA has funded 180 projects across nearly every state, D.C., and Puerto Rico. In FY 2019, Congress appropriated $23.5 million. These projects have supported specific regional activities, including mission-focused seed investing in Kansas, maritime tech demonstrations in Washington, and incubator services in Florida.

EDA opens 2019 Regional Innovation funding cycle

The Economic Development Administration is now accepting applications for the Regional Innovation Strategies program through April 4. Funding is available through the i6 Challenge, focused on transforming innovations into products and services, and Seed Fund Support, to help expand the availability of investment capital for startups. Commerce announces $21 million in new Regional Innovation Strategies awards

At SSTI's 2018 Annual Conference this week, the U.S. Department of Commerce announced 40 awardees for $21 million in the latest round of the Regional Innovation Strategies program. The program which makes grants for the i6 Challenge and Seed Fund Support, has now provided $78 million to 180 projects across 46 states, DC and Puerto Rico.

Regional innovation funding and economic development investments highlighted in EDA report

Working with public and private-sector partners across the U.S., the EDA invested approximately $289.1 million in 815 locally-driven economic development projects in FY 2017, according to its most recent annual report. The report provides examples of the projects it funds in each state, to help show the breadth and diversity of the programs and projects it funds.

Four ways the White House reorganization plan could affect American innovation

The White House Office of Management and Budget released Delivering Government Solutions in the 21st Century, a plan for reorganizing federal agencies. On topics related to innovation, the wide-ranging plan would make changes to education, workforce, economic development, small business and more. Some of the suggestions could advance with administrative actions only, while many will require congressional support.

Final FY 2018 budget increases Regional Innovation, MEP, NSF

With final passage and signage pending at the time of publication, the federal budget for FY 2018 provides relatively strong support for innovation economies. The Regional Innovation Strategies program is funded at $21 million, MEP at $140 million and the National Science Foundation at $7.8 billion, increases for all organizations. Other notable innovation programs receiving at least level funding are SBA’s cluster and accelerator programs, DOE’s ARPA-E, NASA science and the National Institutes of Health.

Senate Appropriations advances FY 2018 spending bills, would fund Regional Innovation at $21 million

Over the past week, the U.S. Senate Committee on Appropriations has passed bills to fund commerce and science, transportation, energy and water and agriculture. Regional Innovation Strategies would be funded at $21 million, an increase of $4 million over FY 2017. Other innovation proposals received mixed support, as the Senate cut $3.2 billion from commerce, justice and science funding and another $400 million from agriculture.

US House appropriations bills would make major cuts to innovation

The House Appropriations Committee began releasing FY 2018 “markup” budget bills this week, and the proposals would cut billions in non-defense spending. EDA would lose $100 million* in funding, SBA’s entrepreneurial development programs would lose $34 million, NIST’s Manufacturing Extension Partnership would lose $30 million, and Energy’s ARPA-E would be eliminated, among other cuts.

EDA announces funding for coal communities

The Economic Development Administration (EDA) announced approximately $30 million in funding for the Assistance to Coal Communities (ACC). As part of the FY 2017 appropriation for the Public Works and Economic Adjustment Assistance (EAA) programs, the ACC will assist communities severely impacted by the declining use of coal through activities and programs that support economic diversification, job creation, capital investment, workforce development, and re-employment opportunities.

Regional Innovation Strategies 2017 funding available

The Economic Development Administration is seeking applications through June 23 for the 2017 Regional Innovation Strategies program. Through SSTI’s work with Congress, a record $17 million is available this year. Along with increased funding, the notice of funding availability includes a few changes from previous years. Commerce Announces Appointments to National Advisory Council on Innovation and Entrepreneurship

The U.S. Department of Commerce has announced that 30 individuals will serve in the third membership cycle of the National Advisory Council on Innovation and Entrepreneurship (NACIE). NACIE, which was established in 2010, advises the secretary of Commerce on transformational policies to help communities, businesses and the American workforce become more globally competitive.

ARC, EDA Announce Nearly $65M in POWER Funds for Coal-Impacted Communities

This week, the Appalachian Regional Commission (ARC) and the Department of Commerce’s Economic Development Administration (EDA) announced that FY 2016 funds for the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) program are now available. Now in its second year, POWER is a multi-agency effort to invest federal economic and workforce development resources in communities and regions negatively impacted by changes in the coal economy.

EDA Releases FFO for $15M Regional Innovation Strategies Program

The Economic Development Administration (EDA) released the Federal Funding Opportunity (FFO) and began accepting applications for the 2016 round of Regional Innovation Strategies (RIS) Program funding. In this round of funding, the EDA has made $15 million in federal funding available to create and expand cluster-focused proof-of-concept and commercialization programs and early stage seed capital funds through the i6 Challenge and the Seed Fund Support (SFS) Grant competition, respectively. Managed by EDA’s Office of Innovation and Entrepreneurship (OIE), EDA has made $13 million available for i6 Challenge grants and $2 million available for SFS grants. The deadline for the 2016 RIS FFO is 11:59 P.M. ET on June 24.

Pew finds partisanship growing in American support for science

In the 30 years SSTI has been in existence and the 85 years of concerted federal focus on scientific discover and innovation, the priority of public-private R&D investment has been overwhelmingly nonpartisan.
