US competitiveness sabers drawn for budget battle, election, future

Significant differences between the House and Senate versions of the FY 25 budget numbers for science and the quadrennial election cycle might explain the increased language one hears concerning national security, competitiveness and global economic conditions. Tackling the skills gap: Identifying in-demand and emerging technology skills

A recent State of Skills report by the Burning Glass Institute, the Business-Higher Education Forum, and Wiley identifies four emerging technical skill sets as the fastest growing in the country: artificial intelligence/machine learning (AI/ML), cloud computing, product management, and social media. The authors use these four skill sets to illustrate how businesses, education providers, and learners can best prepare for a changing and increasingly technology-driven labor market.

Efforts abound to increase female participation in STEM

As opportunities in science, technology, engineering and math (STEM) develop around the country, different inclusion programs are being put in place to increase participation for women in the field. Pre-apprenticeship programs boost career readiness, increase skills

In early April the Department of Labor announced a $42.5 million grant opportunity for the Youth Apprenticeship Readiness Grant Program. The program is to support the development of new or expanding registered apprenticeship programs (RAPs) for youth, including quality pre-apprenticeship programs that lead to a RAP.

In early April the Department of Labor announced a $42.5 million grant opportunity for the Youth Apprenticeship Readiness Grant Program. The program is to support the development of new or expanding registered apprenticeship programs (RAPs) for youth, including quality pre-apprenticeship programs that lead to a RAP. The grant program supports the president’s executive order and the Department of Labor, Employment and Training Administration’s goals to promote pre-apprenticeships, to develop a strong youth apprenticeship pipeline, and to expand access to youth apprenticeships. Such programs provide both a pipeline of educated workers for industries, as well as greater opportunities for youth exploring career options.

US female workers with doctorates in science, engineering, and health fields increasing

The number of U.S.-trained female science, engineering, or health (SEH) doctorate holders residing and working in the U.S. has more than doubled, going  from 119,350 in 1997 to 287,250 in 2017, according to a new report from the National Science Foundation (NSF). In 1997, less than one-fourth (23 percent) of the U.S.-trained SEH doctorate holders working in the U.S. were women. Twenty years later, that number had increased to 35 percent.

Department of Labor Commits $175M for Community College Manufacturing Education Programs

The Department of Labor announced over $175 million in new funding for community colleges to grow and enhance their manufacturing education and training programs through partnerships with local employers. Part of the $500 million Trade Adjustment Assistance Community College and Career Training (TAACCCT) initiative, the grants are intended to promote skills development and employment opportunities in advanced manufacturing.

Total STEM workforce and its diversity see increase

NSF awards $40 million to help build diverse STEM workforce

The National Science Foundation recently announced the four 2022 NSF INCLUDES awardees. These new alliances will each receive $10 million over five years to contribute to building an inclusive STEM workforce. The awardees will tackle issues like increasing data science capacity at minority-serving institutions (MSIs), increasing the representation of Native American and Alaska Native students in STEM fields, and supporting equitable pathways to postdoctoral fellowship positions.

STEM and the American Workforce, a new report backed mostly by science associations, points to STEM jobs as one-third of direct employment, two-thirds of total employment, and 69 percent of America’s GDP. The authors highlight that 60 percent of STEM jobs are filled by people without bachelor’s degrees.

AL launches program to connect HBCU students, professional learning experiences

Alabama Gov. Kay Ivy announced the Alabama HBCU Co-Op Pilot Program to provide students at the state’s 14 Historically Black Colleges and Universities (HBCUs) with the opportunity for hands-on work experience in STEM fields as well as create greater collaboration between Alabama’s HBCUs, industry, and government. Participating students will be required to complete three co-op semesters with some of the state’s top companies in order to gain a sense of professional experience in the area of their majors.

Nearly 8.6 million US STEM jobs in 2015, BLS finds

Approximately 6.2 percent of U.S. employment (nearly 8.6 million people) worked in STEM jobs in May 2015, according to STEM Occupations: Past, Present, And Future from the U.S. Bureau of Labor Statistics (BLS).  Of those nearly 8.6 million people, nearly half (45 percent) are employed in computer occupations. In addition, seven of the 10 largest STEM occupations were related to computers and information systems including the largest STEM occupation – applications software developers (750,000 people).  STEM occupations provide nearly double the wages of non-STEM occupations.

Manufacturing Competitiveness Relies on Talent

The U.S. ranks second on a global manufacturing competitiveness index, according to the 2016 Global Manufacturing Competitiveness Index by research firm Deloitte Global and the Council on Competitiveness. The U.S. ranking has improved in each of the past studies and is poised to take over that top spot from China by 2020, the study maintains. However, executives from across the world in responding to the study, noted that talent is the leading factor in determining manufacturing competitiveness, and finding and cultivating that talent is a topic that has received increasing attention from the manufacturing sector. While such rankings provide an interesting focal point, their real value lies in the discussion and attention focused on the subject matter. SSTI recently interviewed several leading thinkers on the subject, finding common calls for changing the approach to the talent pipeline in manufacturing, as well as a cautionary note on rankings.

NGA Launches Pilot Program in Six States to Prepare Teens, Millennials for Middle-Skill, STEM Careers

The National Governors Association’s (NGA) Center for Best Practices launched the 2016 Policy Academy on Scaling Work-Based Learning – a pilot program in six states that blends work experience and applied learning to develop youth and young adults’ foundational and technical skills to expand their education, career and employment opportunities. The goal of the program is to connect 16- to 29-year-olds with middle-skills career opportunities in STEM-intensive industries such as advanced manufacturing, health care, information technology and energy.

16.5M Individuals Indicate Job Required STEM-Related Degree in 2010, NSF Report Finds

In 2010, 16.5 million individuals indicated that their job required at least a bachelor's degree level in a STEM field, according to a new report by the National Science Board (NSB) – Revisiting the STEM Workforce.  These positions included many positions that are not traditional thought of as STEM jobs such as sales, marketing, and management.

Percentage of S&E College Grads Grows, But Not S&E Employment

Although the percentage of college graduates with science and engineering (S&E) or S&E-related majors has increased, the proportion of college graduates employed in an S&E occupation has remained relatively unchanged at 10 percent since 1993, according to a recently released InfoBrief from the National Science Foundation’s National Center for Engineering Statistics.

U.S. Millennials Rank Among Lowest-Skilled Tech Workers in the World

Despite having a higher rate of educational attainment than any previous generation, U.S. millennials (between 16-34 years of age) ranked lower than most of their international peers in literacy, mathematics and technology problem solving in a recent study by the Organization for Economic Cooperation and Development (OECD) and the Educational Testing Service (ETS). Those born in the U.S. after 1980 tied for last among the 22 participating countries in numeracy and technology skills, and 16th in literacy.

NGA Announces Support for Workforce Training Efforts in 14 States

The National Governor’s Association (NGA) announced that it will provide grants, technical assistance and opportunities to align education and training systems with private sector needs in 14 states. Colorado, Illinois, Indiana, Iowa, Kentucky, Louisiana, Minnesota, Montana, New Jersey, North Carolina, Oklahoma, Virginia, Washington and West Virginia have been selected to receive support to build industry and education partnerships and optimize their workforce-oriented incentives.

Number of U.S. STEM Graduates Grows, But Workforce Skills Not Keeping Pace with Demand

STEM degrees lead to higher salaries and more employment opportunities than other degrees, according to the National Center for Education Statistics (NCES). Despite these economic advantages, only 16 percent of 2008 graduates received a STEM degree. The lack of workers with STEM skills has created a difficult hiring environment for many U.S. firms. A recent Brookings Institution study reveals that the lack of STEM graduates has meant that STEM job postings take twice as long to fill as other postings.

In the 30 years SSTI has been in existence and the 85 years of concerted federal focus on scientific discover and innovation, the priority of public-private R&D investment has been overwhelmingly nonpartisan. A recent report from the Pew Research Center confirms the cold-war, global competitiveness arguments for U.S science and technology still hold sway across political parties, but fissures in who should pay and who should work on science and tech efforts are beginning to grow.
