While seeking to spur economic growth through new investments in university-based research, Gov. Sam Brownback also proposes to consolidate the efforts of a longstanding program recognized for creating high-wage jobs and diversifying the state's economy. Under the governor's FY12 budget proposal, many of the programs currently managed by the Kansas Technology Enterprise Corporation (KTEC), which provides dedicated support for researchers, entrepreneurs and technology companies, would be transferred to the Department of Commerce.

Recent budget proposals introduced in Florida, Ohio, Pennsylvania and Texas focus on competing for talent and jobs through efforts to encourage STEM learning and teaching and incentivizing outcomes such as graduating more students in high-demand fields, conducting research and more. College affordability is addressed through measures that would freeze tuition or cap increases.

Policy Groups Debate Existence of STEM Worker Shortage
As Congress considers comprehensive immigration reform, policymakers are debating the effect of high-skilled immigration on the U.S. economy. Amidst the fervent discussion, the question has been raised of whether or not there is a shortage of domestic high-skilled workers, especially those in the field of science, technology, engineering and math; a question that now is being fiercely debated by two renowned policy groups. Utah Governor Announces New Statewide STEM Education, Workforce Partnership
Utah Governor Gary Herbert announced a new public-private partnership that will establish the Salt Lake City region as a top ten center for technology jobs and businesses. To achieve this goal, the state plans to undertake a statewide planning process to identify and build on current successes and create greater collaboration in Science Technology, Engineering and Math (STEM) education.
Department of Labor Commits $175M for Community College Manufacturing Education Programs
The Department of Labor announced over $175 million in new funding for community colleges to grow and enhance their manufacturing education and training programs through partnerships with local employers. Part of the $500 million Trade Adjustment Assistance Community College and Career Training (TAACCCT) initiative, the grants are intended to promote skills development and employment opportunities in advanced manufacturing.

Temple University Launches Pennsylvania Math Engineering Science Achievement Initiative
Temple launched the Pennsylvania Math Engineering Science Achievement (MESA) initiative designed to increase the number of scientists, technologists, engineers and mathematics (STEM)-related professionals graduating from two- or four-year institutions and to build a diverse, national STEM workforce necessary to compete economically in a global environment.
WA Gov's $9.8M Workforce Plan Supports University Research, Engineering Grads
Gov. Chris Gregoire outlined a series of proposals to boost Washington's competitiveness in the aerospace sector, including support for university research and funding to expand high school workforce curriculum and enroll more university students in engineering fields. By investing in education, research, and expanding tax incentives, Gov. Gregoire hopes Boeing will select the state to build and manufacture its 737 MAX, which the governor calls a once-in-a-generation opportunity expected to support up to 20,000 jobs.
U.S. Millennials Rank Among Lowest-Skilled Tech Workers in the World
Despite having a higher rate of educational attainment than any previous generation, U.S. millennials (between 16-34 years of age) ranked lower than most of their international peers in literacy, mathematics and technology problem solving in a recent study by the Organization for Economic Cooperation and Development (OECD) and the Educational Testing Service (ETS). Those born in the U.S. after 1980 tied for last among the 22 participating countries in numeracy and technology skills, and 16th in literacy.
Percentage of S&E College Grads Grows, But Not S&E Employment
Although the percentage of college graduates with science and engineering (S&E) or S&E-related majors has increased, the proportion of college graduates employed in an S&E occupation has remained relatively unchanged at 10 percent since 1993, according to a recently released InfoBrief from the National Science Foundation’s National Center for Engineering Statistics.
16.5M Individuals Indicate Job Required STEM-Related Degree in 2010, NSF Report Finds
In 2010, 16.5 million individuals indicated that their job required at least a bachelor's degree level in a STEM field, according to a new report by the National Science Board (NSB) – Revisiting the STEM Workforce. These positions included many positions that are not traditional thought of as STEM jobs such as sales, marketing, and management.
TechConnectWV Survey Finds 48,500 Employed in STEM Jobs
More than 48,500 are employed in West Virginia’s STEM-related fields, according to an October survey, A Survey: STEM Jobs in West Virginia in 2015, commissioned by TechConnect WV and the West Virginia Department of Commerce.
Manufacturing Competitiveness Relies on Talent
The U.S. ranks second on a global manufacturing competitiveness index, according to the 2016 Global Manufacturing Competitiveness Index by research firm Deloitte Global and the Council on Competitiveness. The U.S. ranking has improved in each of the past studies and is poised to take over that top spot from China by 2020, the study maintains. However, executives from across the world in responding to the study, noted that talent is the leading factor in determining manufacturing competitiveness, and finding and cultivating that talent is a topic that has received increasing attention from the manufacturing sector. While such rankings provide an interesting focal point, their real value lies in the discussion and attention focused on the subject matter. SSTI recently interviewed several leading thinkers on the subject, finding common calls for changing the approach to the talent pipeline in manufacturing, as well as a cautionary note on rankings.
Nearly 8.6 million US STEM jobs in 2015, BLS finds
Approximately 6.2 percent of U.S. employment (nearly 8.6 million people) worked in STEM jobs in May 2015, according to STEM Occupations: Past, Present, And Future from the U.S. Bureau of Labor Statistics (BLS). Of those nearly 8.6 million people, nearly half (45 percent) are employed in computer occupations. In addition, seven of the 10 largest STEM occupations were related to computers and information systems including the largest STEM occupation – applications software developers (750,000 people). STEM occupations provide nearly double the wages of non-STEM occupations.
Governors’ Initiative Aims for Educated Workforce to Match States Needs
A new chair of the National Governors Association (NGA) also means a new challenge and opportunity to improve state economies. This week, Oklahoma Gov. Mary Fallin, newly elected NGA chair, announced a year-long initiative designed to improve the capacity and effectiveness of states’ education and workforce training systems and to align those needs with the needs of employers. The initiative kicks off with an intensive effort among six to eight states that will develop and implement a policy agenda to build and strengthen education and workforce training.

U.S. Workforce Lacks Skills to Compete in Global Economy, Survey Indicates
U.S. adults are less proficient in basic reading, math and problem-solving skills than many of their international counterparts, according to the first Survey of Adult Skills from the Organization for Economic Co-operation and Development (OECD). OECD found that, overall, U.S. adults possessed below average proficiency in literacy, numeracy and problem solving in technology-rich environments.
MA Rolls Out High-Tech Workforce, STEM Education Strategy
Massachusetts Governor Deval Patrick has made a series of announcements over the past few weeks aimed at improving the high-tech skill set of the state's workers and students. A new STEM strategic plan released yesterday would refine Massachusetts' efforts to expand the pipeline of young, skilled science and technology workers and improve the quality of STEM education.
NGA Announces Support for Workforce Training Efforts in 14 States
The National Governor’s Association (NGA) announced that it will provide grants, technical assistance and opportunities to align education and training systems with private sector needs in 14 states. Colorado, Illinois, Indiana, Iowa, Kentucky, Louisiana, Minnesota, Montana, New Jersey, North Carolina, Oklahoma, Virginia, Washington and West Virginia have been selected to receive support to build industry and education partnerships and optimize their workforce-oriented incentives.
