White House National S&T Council Addresses Future Artificial Intelligence R&D, Public Policy

As artificial intelligence (AI) is expected to become an increasingly large contributor to future U.S. economic growth, policymakers must be thoughtful about the technology’s implications related to federal R&D strategy, societal benefits, and public policy, according to two recently released reports authored by the National Science and Technology Council (NSTC) Subcommittee on Machine Learning and Artificial Intelligence. Preparing for the Future of Artificial Intelligence describes: how AI technology can help to advance social good and improve the way government operates; how regulations that affect AI technologies can be adapted to encourage innovation while simultaneously protecting the public interest; how to best ensure how AI applications can be fair, safe, and governable; and, the importance of developing a skilled workforce around AI technology. The report is accompanied by a National Artificial Intelligence Research and Development Strategic Plan, which outlines the government’s role in funding AI R&D.

FTA Holds Open Dialogue on Five-Year, R&D Strategic Plan

To help the Federal Transit Administration (FTA) prepares its next five-year research strategic plan, FTA invites stakeholders from across the country to participate in the crafting of the plan by providing ideas and other comments to establish a framework to guide how the federal entity prioritizes and invests in research activities over the next several years. Stakeholders are encouraged to visit FTA’s online dialogue to post an idea; review, comment, and vote on others’ input; and, provide specific feedback to FTA’s questions.  

Canada Releases Innovation Agenda Areas of Action, Website for Public Input

When Canadian Prime Minister Justin Trudeau released his administration’s proposed 2016 budget in late March, SSTI covered the significant funds it would allocate for science, research, and technology-based economic development, as well as the country’s plan for a national innovation agenda. To guide this forthcoming agenda, the Canadian government recently announced six priority areas of action, as well as its intent to conduct a series of engagement efforts that collect additional insight from the public. Central to their plan is the launch of a fully interactive website that will provide Canadians with the ability to offer their own views on how Canada can best support innovation and to vote on ideas that others presented. 

MA, RI Govs Announce Strategies for State Innovation Economies

Governors in Massachusetts and Rhode Island have released details about their plans to boost innovative businesses in their respective states. Massachusetts Gov. Charlie Baker offered a strategic plan to guide his administration’s economic development efforts, with an emphasis placed on fostering a culture of innovation and entrepreneurship. Rhode Island Gov. Gina Raimondo announced the launch of three new incentive programs aimed at research-driven companies.

VA Gov Launches Initiative to Boost Bioscience Innovation and Entrepreneurship

Gov. Terry McAuliffe hopes to increase the commonwealth’s profile in the global life sciences industry through his recently launched Virginia Bioscience Initiative. The initiative will develop cross-agency linkages, as well as public-private partnerships, to support entrepreneurs, use big data to drive new discoveries and speed the commercialization of new technologies. Gov. McAuliffe released a number of other new initiatives in conjunction with his New Virginia Economy Strategic Plan, including a business plan competition that would focus on agriculture, bio-life sciences, cybersecurity, energy and social entrepreneurship, a community small business launch fund and tax incentives for energy companies and green job creators.

Canada Reveals Updated S&T Strategy, $1.5B Fund to Spur Academic R&D

On December 4, the Canadian government revealed their national Science and Technology (S&T) Strategy – Seizing Canada's Moment: Moving Forward in Science, Technology and Innovation 2014.  An update to the original report released in 2007, the S&T strategy identifies five priority research areas for federal support over the next seven years: environment and agriculture; health and life sciences; natural resources and energy; information and communications technology; and, advanced manufacturing. Australia Releases Innovation and Competiveness Agenda, Establishes Five ‘Industry Growth Centers’

Australian Minster Tony Abbott announced a $400 million AUD (approximately $352M USD) national Industry Innovation and Competitiveness Agenda focused on building the country’s innovation economy, supporting apprenticeship and workforce programs that address the needs of industry, and promoting science, technology, engineering and mathematics (STEM) education.  The centerpiece of the agenda is a $188 million AUD (approximately $165.5M USD) initiative to create industry growth centers in five sectors: food and agribusiness; mining equipment, technology and services; oil, gas and energy resources; medical technologies and pharmaceuticals and advanced manufacturing services. These industry-led centers would provide funding and technical assistance to support the commercialization of products developed via university-industry partnerships. St Louis Targets Entrepreneurs, Foreign-Born Residents for Economic Growth

The St. Louis Economic Development Partnership, a group created when the St. Louis County Economic Council and the city’s St. Louis Development Corp. merged last year, has released an ambitious economic strategy for the region. Planners are calling for collaboration between the region’s economic development organizations and startup initiatives, such as Accelerate St. Louis, VentureWorks and the ongoing $100M early stage investment initiative. The plan provides tactics and metrics in six categories, designed to leverage the significant growth the region has experienced since 2010. Plan stakeholders have set the goal of becoming a top 10 region for entrepreneurs and the fastest growing major metro region for foreign born residents by 2020. Download the plan…

ND-MN Group Develops Five-Year Plan to Sustain Prosperous Economy

While it is common for states, regions or cities to develop economic strategies when times get rough, the Valley Prosperity Partnership hopes to capitalize on the unprecedented job growth the Red River Valley has experienced in recent years to build a more innovative economy. A new, five-year action agenda, drafted in partnership with Fourth Economy, offers many possible action items for the region, which includes parts of North Dakota and Minnesota. Priority areas include talent attraction and development research output, entrepreneurial activity, water management, infrastructure development and marketing.

Arizona Maps Out Strategy for Next Decade of Bioscience Growth

Arizona is in a better position to emerge as a global player in biosciences that it was a decade ago, according to a new roadmap from the Flinn Foundation. Building on an initial strategic document released in 2002, the updated strategy offers 77 potential actions the state could pursue to support bioscience entrepreneurship, research translation, talent development, institutional connectivity and collaborations. Risk capital plays a key role in the updated strategy, which challenges Arizona to attract an annual share of national venture capital investment equal to its share of population by 2025.
