In recent weeks, three separate reviews of R&D grants and awards at NIH have shed new light on issues of minority and women representation among researchers and on potential conflicts of interest by investigators. NIH has been publicly working to address concerns about representation and trustworthiness among its investigators. While the results from these studies show that the agency has more work to do, the availability of this information speaks favorably to NIH's transparent approach to these conversations. 

Wyoming Gov. Mark Gordon recently announced that changes are coming to the state’s ENDOW initiative, a 20-year vision that was crafted under his predecessor, Gov. Matt Mead. If so, a reminder that applications for the Small Business Administration’s Federal and State Technology (FAST) Partnership Program are due next Friday, June 28, at 4 p.m. EDT. This program provides one-year funding to organizations executing programs related to SBIR/STTR outreach, technical assistance, or financial support.

Last week Pennsylvania Gov. Tom Wolf issued an executive order directing the Department of Environmental Protection (DEP) to join the Regional Greenhouse Gas Initiative (RGGI), joining nine other Northeast and Mid-Atlantic states in a market-based collaboration to reduce greenhouse gas emissions from power plants and combat climate change. PitchBook and NVCA just released the 3^rd quarter Venture Monitor, and the year-to-date figures show another year of robust activity. Total deal value is set to exceed $100 billion again, and exit value is already at $227 billion. Deal and exit count, however, appear on pace to finish below the last several years, with 7,862 investments and 633 exits to date so far.

Federal agencies fail, on average, 24 percent of the time to notify applicant small businesses of award decisions within required deadlines. A small business has a zero percent chance of being able to plan to start an innovation project within six months if they apply to ARPA-E (the Department of Energy’s Advanced Research Projects Agency) or the Defense Threat Reduction Agency, both of which never met the deadline.

The Small Business Administration (SBA) recently released FY 2019 announcements for the Growth Accelerator Fund Competition and Federal and State Technology Partnership Program (FAST) funding. Accelerators emphasizing underserved entrepreneurs can submit a brief application and slide deck from June 10-20; SBA anticipates as many as 60, $50,000 awards.

While the U.S. economy hovers near full employment, employers contend that the skills gap still persists and it is impacting their ability grow. To address the long-term issue of the skills gap, several states and regions have turned to S&T internships to help students develop the necessary technical skills to address the needs of industry.

When Gov. Janet Mills addressed the United Nations General Assembly on Sept. 23, it was the first time a sitting governor of Maine has been asked to address the body. She had been invited as part of her participation in the UN Climate Action Summit 2019, and has made tackling climate change and embracing renewable energy key priorities of her administration. Addressing common misperceptions about the industry, Manufacturing Day — held tomorrow, Oct. 4 — strives to address skilled labor shortages manufacturers face by opening the doors of different manufacturers to the public and showing what manufacturing is, and isn’t. The day was created in 2012 with the support of many organizations educating the public on modern manufacturing, including the National Institute of Standards and Technology’s (NIST) Hollings Manufacturing Extension Partnership (MEP).

Expanding and diversifying the nation’s Skilled Technical Workforce (STW) is vital to the nation’s future, according to a new report from the policymaking board of the National Science Foundation (NSF) that predicts a shortfall of 3.4 million skilled technical workers by 2022 unless changes are made.

For years, there have been arguments back and forth on which companies are the greatest job creators. The argument began with advocates for small businesses saying that small businesses were the engine of job creation. In recent years, others have argued that it’s not the size of the business that’s significant so much as the age of the business and that it’s young businesses that create most of the jobs.

Manufacturing USA recently released its 2018 annual report highlighting the progress its 14 associated institutes have made in growing the Manufacturing USA network, increasing manufacturing technology development and technology transfer, and promoting workforce development.

New Mexico Gov. Michelle Lujan Grisham became the latest governor to propose a plan for free tuition, with what has been called the “one of the most ambitious attempts to make higher education more accessible.” If approved, the plan would allow in-state students to attend any of the 29 state public colleges or universities, regardless of income. It is designed as a “last-dollar” program.

The U.S. Senate advanced multiple FY 2020 bills through the appropriations committee in the past week, including the budgets for EDA, NIST, SBA, and NSF. Among the highlights include $31 million for the Regional Innovation program at EDA, a robust increase over FY 2019’s $23.5 million. While the Senate continues to work through this appropriations process, the chamber is also considering a resolution to continue funding the government from the end of the current fiscal year, Sept. 30, through Nov. 21.

SBA’s 2019 Growth Accelerators Fund Competition winners were announced yesterday, awarding $50,000 to each of 60 organizations across the country. Special congratulations to the SSTI members, including BioSTL (BioGenerator), TechTown Detroit, Startup Junkie Foundation (Fuel), Invest Nebraska, Launch Tennessee, Innovation Works, Arrowhead Center (Sprints), and University of Illinois (EnterpriseWorks).

The budget that Congress ultimately passes for FY 2020 will almost certainly bear little resemblance to the President’s “Budget for a Better America: Promises Kept. Taxpayers First.” For example, the White House is requesting again to eliminate EDA and to reduce R&D significantly, despite Congress increasing funding for these activities less than a month ago.

Each year, the White House Office of Science and Technology Policy (OSTP) produces a memo to direct the administration’s R&D priorities. The office recently released its first such directive under its new director, Kelvin Droegemeier, who was appointed to the position under President Donald Trump.

As the month of September marks national Workforce Development Month, states around the country continue to forge ahead with programs and initiatives to help train the workforce and attract more workers to open positions. This article highlights two new reports out that detail state efforts in various workforce programs, as well as calling out several new or proposed programs in Ohio, Vermont and Arizona that are designed to increase and develop the workforce in each of those states.
