A bipartisan report from the House Select Committee on the Chinese Communist Party says the People’s Republic of China (PRC) has failed to live up to the foundational principles of the World Trade Organization—open, market-oriented, non-discriminatory treatment.

Last fall, the United States International Trade Commission (USITC) issued its report on the distributional effects of trade and trade policy on under-represented and under-served communities. The report, which had been requested in 2021 by the U.S. Trade Representative Ambassador Katherine Tai, found a disparity in wage and employment among manufacturing workers by race and gender resulting from changes in trade policy.

On Wednesday, President Obama launched a new National Strategic Computing Initiative (NSCI) by executive order. The multi-agency effort will seek partnerships with academia and industry to build high-performance computing systems capable of exascale processing and more than 10 times as fast as existing supercomputers.

The Department of Defense announced yesterday that it issued $238 million from "Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act" funding for the establishment of eight Microelectronics Commons (Commons) regional innovation hubs. With $2 billion in funding for Fiscal Years 2023 through 2027, the Microelectronics Commons program aims to leverage these hubs to accelerate domestic hardware prototyping and "lab-to-fab" transition of semiconductor technologies.

The number of U.S.-trained female science, engineering, or health (SEH) doctorate holders residing and working in the U.S. has more than doubled, going  from 119,350 in 1997 to 287,250 in 2017, according to a new report from the National Science Foundation (NSF). In 1997, less than one-fourth (23 percent) of the U.S.-trained SEH doctorate holders working in the U.S. were women. Twenty years later, that number had increased to 35 percent.

The bill would enact an array of innovation policies, including reauthorizing Regional Innovation Strategies, creating a new commercialization grant program, and implementing a startup visa.

Support for the recently introduced Startup Act continues to build across the country. Last week, $6 million in funding was approved by the Michigan Strategic Fund for startup companies in the state. The $3 million Pre-Seed Fund III granted by the Michigan Economic Development Corporation will be administered by the Michigan State University Foundation and will support early-stage startups.

Tuesday’s announcement by Revolution of the creation of a $150 million Rise of the Rest Seed Fund for companies located outside of Silicon Valley builds on Steve Case’s tour to connect with entrepreneurs throughout the middle of the country. The Rise of the Rest Seed Fund enjoys the backing of more than three dozen other big investors from Jeff Bezos and Eric Schmidt to the Waltons and Kochs, and is intended to provide support and connections to entrepreneurs in small towns and underserved cities.

In Mississippi, the state auditor released a report  in September 2023 that rated academic degrees by whether the degree would lead to a well-paying job. He suggests that Mississippi invest more in programs in the subject areas leading to those high-paying, in-state jobs. Basing appropriations on immediate wage outcomes implies that near-term economic return is the only benefit that matters, and it is a theme that is recurring frequently.

A recent State of Skills report by the Burning Glass Institute, the Business-Higher Education Forum, and Wiley identifies four emerging technical skill sets as the fastest growing in the country: artificial intelligence/machine learning (AI/ML), cloud computing, product management, and social media.
