While conventional wisdom suggests that university entrepreneurship efforts should focus on faculty spinoffs or student inventions, recent research highlights the importance of student talent in entrepreneurial ecosystems. In an effort to create employment opportunities in the startup space, several universities throughout the country are implementing programs that embed students into their local startup communities.

In reviewing data regarding the hundreds of TBED-related investment funds, SSTI found that 24 of them have invested in at least one dozen startups each over the past year.  The funds are characterized as economic development, university-centric, regionally focused, or impact oriented investment funds, incubators and accelerator programs located in the U.S. or Canada. Data the various funds provide to  Pitchbook is the source of the list below, ranked in order by activity level.

Due to the effectiveness of employer-sponsored training program, U.S. states are working to build partnerships with industry partners that leverage public resources to help develop a 21st century workforce that addresses specific industry needs. Over the last month, partnerships have been announced between states and key industry leaders including AGCO, CVS, Tesla, and the U.S. Chamber of Commerce Foundation. Some of those collaborations are detailed below.

The Government Accountability Office identified eight trends having strong effects on both the federal government and society as a whole, and those included in the science and tech section of the report are suggested to be critical to the country’s competitiveness.

Citing national security concerns, the Trump administration made headlines this week when they ordered that chipmaker Broadcom stop pursuing its $117 billion bid for its largest competitor, Qualcomm.

Between 2010 and 2015, job and establishment growth was substantially lower in U.S. counties where broadband is less available and technologies are less likely to be adopted, according to new research from the Purdue Center for Regional Development. To measure county-level digital divide, authors from the center developed the Digital Divide Index (DDI), which factors in demographics, jobs, and other establishment trends in the U.S.

The last of the governors’ state of the state addresses for this year have been delivered, and New Jersey’s governor presented his first budget address. SSTI has continued to review the addresses for news on TBED initiatives and presents excerpts of their addresses concerning such initiatives below. Louisiana’s governor is focused on addressing a fiscal cliff while preserving education gains in the state. New Jersey’s governor laid out a vision embracing green energy in the state and growing high school STEM-focused programs.

Valuations of venture backed companies and the number of unicorns are rising based on the leading nationwide surveys, but closer examination of the data reveals not all startups are seeing the effect. The median valuation for female-founded companies, for example, was lower in 2017 (approximately $11 million) than it was in 2007 (approximately $15 million), according to research from PitchBook’s Dana Olson.

Wyoming Gov. Matt Mead has approved legislation that will help promote economic diversification through innovation in a state that has relied heavily on a relatively small number of resource-based industries. Mead recently signed multiple pieces of legislation that comprise ENDOW (Economically Needed Diversity Options for Wyoming), a 20-year initiative focused on diversifying and growing the state’s economy. Notable bills include Senate File 118, which will establish a dedicated organization to support Wyoming’s entrepreneurs and provide funds to innovative startups, and Senate File 119, which will establish a dedicated fund for workforce training in economic sectors considered a priority for the state.

Across the country, companies reported nearly $300 billion in self-funded and self-performed domestic R&D in 2015, according to recent data from the National Science Foundation’s Business R&D and Innovation Survey (BRDIS), with nearly one-third of this total ($95.0 billion) coming from California. Businesses in Wyoming, Washington D.C., and Utah reported the greatest increase in self-funded and self-performed R&D from 2010 to 2015.

U.S. Secretary of Energy Rick Perry is calling on Americans’ competitive spirit to help solve critical water issues. Perry led a roundtable discussion last week on the use of federal prizes and challenges to drive innovation in dealing with water issues such as alternative water supplies, reducing water treatment costs, greater efficiency in usage, and advancing market-based solutions that incentivize innovation and cooperation.

With final passage and signage pending at the time of publication, the federal budget for FY 2018 provides relatively strong support for innovation economies. The Regional Innovation Strategies program is funded at $21 million, MEP at $140 million and the National Science Foundation at $7.8 billion, increases for all organizations. Other notable innovation programs receiving at least level funding are SBA’s cluster and accelerator programs, DOE’s ARPA-E, NASA science and the National Institutes of Health.

An earlier SSTI analysis detailed the Bureau of Labor Statistics labor force participation projections, revealing a continuing downward trend in the number of workers despite a growing population.

After more than a decade of supporting regional economic development efforts, philanthropic communities in Southeastern Michigan and Northeastern Ohio are changing course to focus on economic inclusion and broader prosperity efforts. In the wake of the Great Recession, the Cleveland region’s Fund for Our Economic Future (The Fund) and Metro Detroit’s New Economy Initiative (NEI) became notable examples of philanthropic partnerships that emphasize economic diversification through innovation, entrepreneurship, and workforce development. Both initiatives recently unveiled plans for their next phases.

While nearly all (98 percent) of U.S. public school districts offered career and technical education (CTE) programs in the 2016-17 school year, such programs differed between rural and city districts and faced barriers to participation from both the districts and students. Rural districts are much less likely to have work-based learning activities as a part of their CTE programming, according to a new report from the National Center for Education Statistics.

As hearings for the annual National Defense Authorization Act (NDAA) begin this week, a report by the “Section 809 Panel” is likely to influence the bill’s acquisition provisions. The panel, authorized by the FY 2016 NDAA, has emphasized efforts the Department of Defense can implement to work better with innovative small businesses, including simplified contracting and strengthening SBIR.

The new four-year strategic plan for NASA provides a foundation to return to the moon “for long-term exploration and use” as well as creating a base for “eventual crewed missions to Mars and potentially beyond.”

In 2017, 25.7 percent of all angel capital group deals went to a founding team with at least one female founder, up from 17.0 percent in 2016, according to the Angel Resource Institute’s (ARI) HALO Report: 2017. The report also found a sizeable increase in the number of deals made for companies that included at least one minority female founder – 5.5 percent in 2017 (1.0 percent in 2016).

Last year, the National Institutes of Health (NIH) considered multiple strategies to address the implicit bias toward researchers with ‘proven track records’ during its existing grant making process.

One of this year’s most important books on economic development tells a story that those involved in the field need to know and might not necessarily want to hear. In Coping with Adversity: Regional Economic Resilience and Public Policy, authors Harold Wolman, Howard Wial, Travis St. Clair, and Ned Hill seek to understand why some metropolitan areas are resilient in the face of economic hardship, while others are not. This commentary will summarize the authors’ findings and provide insight into what their findings might mean for the broader economic development community.

One of our partner organizations, the National Association for Community College Entrepreneurship (NACCE), recently opened their registration for their annual conference, NACCE 2018 The Entrepreneurial Ecosystem Revolution. The conference features keynotes from engaging entrepreneurs that have innovated in areas ranging from 1980’s rock and roll memorabilia to one of the co-developers of Amazon’s Alexa. Panels and breakout sessions featuring NACCE members from across the U.S.

The majority (75 percent) of all high school students were enrolled in a STEM course during the 2015-16 school year, according to the newest Civil Rights Data Collection (CRDC). For the first time, the CRDC includes new categories of data on STEM course taking, showing that some higher level math and science courses are offered at fewer high schools.

In 2017, 122 companies filed Regulation A+ (Reg A+) offerings and raised over $236.5 million collectively, building upon the early promise shown when the rules went into effect two years ago. Reg A+ is a less complicated and shorter process for a company going public than the traditional initial public offering (IPO) process.

Money the federal government invests in the Manufacturing Extension Partnership (MEP) program is generating a substantial economic and financial return and powering an additional 219,000 jobs, according to a new study by the W.E. Upjohn Institute. The study of FY 2017 data showed a 14.5:1 financial return for the $128 million invested by the federal government.
