The PitchBook-NVCA Venture Capital Monitor for the first half of 2021 reveals that the market is set to break a number of investing records, but strikingly, the record levels of investment activity are all being set by the later stages of investment. At the other end of the funnel, activity is increasing, but not at the same pace as the overall market.

NSF’s 11 new AI institutes total $220M and expand reach to 40 states

The National Science Foundation has announced the establishment of 11 new NSF National Artificial Intelligence Research Institutes, reaching a combined investment of $220 million and including a total of 40 states when adding the original seven institutes announced last year. The institutes are expected to act as connections in a broader nationwide network and will be led by NSF in partnership with the U.S.

NSF commits $50M to broaden STEM participation

The U.S. National Science Foundation has announced the establishment of five new NSF INCLUDES Alliances to enhance preparation, increase participation and ensure the inclusion of individuals from historically underrepresented groups in science, technology, engineering and mathematics education. The investment is part of an effort to address diversity, inclusion and participation challenges in STEM at a national scale.

Some universities canceling student debt

In an unexpected turn of events, some college students around the country have been logging into their accounts to check on account balances and finding them canceled. Many institutions of higher education across the country have been taking advantage of federal assistance provided through the CARES Act Higher Education Emergency Relief funds (HEERF) to cancel student debt. HEERF I, II and III represent three programs that Congress appropriated to higher education to help prevent, prepare for, and respond to coronavirus, including emergency financial grants to students.

This edition of Useful Stats explores data from the U.S. Patent and Trade Office (USPTO) on new utility and plant patents granted in the U.S. by state/territory for the five-year period from 2016 to 2020. This analysis includes only utility and plant patents as these types are those associated with the invention of new products and services, and excludes reissued patents and those issued for purely aesthetic designs.

This edition of Useful Stats explores data from the U.S. Patent and Trade Office (USPTO) on new utility and plant patents granted in the U.S. by state/territory for the five-year period from 2016 to 2020. State patent activity is a good indicator of the health of local innovation economies. Patents for innovative products and processes are issued to inventors across academia, industry, and the public sector, and the number of these new patents issued in states over time can provide insights into the strengths of these sectors and how well they are collectively able to bring innovative technologies out of the lab and, potentially, to market. Understanding this patent activity can help program and policy designers in local innovation economies in evaluating, enhancing, and developing their initiatives.

Treasury awards $1.25 billion to CDFIs; $9.4M for those certified as VC funds

Earlier this week, the U.S. Treasury’s Community Development Financial Institutions (CDFI) Fund announced $1.25 billion in coronavirus-related “rapid response” funding to 863 CDFIs. Among the recipients were SSTI members Launch NY and Vermont Sustainable Jobs Fund.

Senate confirms Lander as director of OSTP, position elevated to Cabinet level

Eric Lander was confirmed by the Senate as director of the White House Office of Science and Technology Policy (OSTP). He will serve as the president’s science adviser and, for the first time, the position will also hold a seat in the Cabinet.

$1.9 trillion American Rescue Plan Act boosts help for innovation

The American Rescue Plan Act, a $1.9 trillion spending package to address the ongoing health and economic impacts of COVID-19, was signed into law today. The legislation includes several initiatives that could strengthen regional innovation economies. Most notable among these is the $10 billion State Small Business Credit Initiative (SSBCI), $3 billion for the Economic Development Administration (EDA), and $350 billion for state and local government relief.

SSTI’s Innovation Advocacy Council holds virtual Hill Days to support federal innovation programs

Last week, members of SSTI’s Innovation Advocacy Council headed online for this year’s Hill Days in support of increases to FY 2022 appropriations for key innovation programs. Congresswoman Haley Stevens, vice-chair of the House Committee on Science, Space and Technology, kicked off the meetings by speaking with the IAC members. Stevens focused the group on the importance of science and innovation in helping to address the country’s immediate crises, as well as improving our long-term competitiveness.

Input sought on Appalachia’s economic future

The Appalachian Regional Commission (ARC) is seeking public input to help identify critical opportunities and challenges facing Appalachia’s economic future through a series of virtual sessions taking place in April. Proposed changes to MSA standards creating concern

In January, the Office of Management and Budget (OMB) posted a request for public comment on the recommendations it has received from the Metropolitan and Micropolitan Statistical Area Standards Review Committee for changes to metropolitan and micropolitan statistical area standards. The 123 comments that have been recorded to date reflect a level of concern regarding changing the population threshold for urban areas and the impact on future funding that would have for these areas.

Semiconductor shortages dragged down April employment, other takeaways from a dive into the jobs data

The April jobs report, released by the Bureau of Labor Statistics on May 7, generated considerable attention due to the 266,000 jobs added being far less than anticipated. Contributing to this topline number are quite a few trends moving in different directions, including a severe decline in automotive manufacturing employment — likely driven by the global semiconductor shortage — increasing restaurant and R&D employment, and declines in part-time work.
