Nearly $200 Million Appropriated for MEP and TIP

The FY10 Consolidated Appropriations Act that passed Congress during the past week includes $124.7 million for the Manufacturing Extension Partnership (MEP) and $69.9 million for the Technology Innovation Partnership (TIP). Both initiatives are within the National Institute of Standards & Technology. MEP is a nationwide network of centers that strives to make U.S. manufacturers leaner, more competitive and more innovative.

AK Gov’s Capital Budget Includes $109.5M for Life Sciences Facility

To help train future scientists and support cutting-edge research in health and environmental issues, Alaska Gov. Sean Parnell is recommending $109.5 million in the FY11 capital budget for the University of Alaska Life Sciences Facility in Fairbanks. The multi-purpose teaching and research facility would house the Department of Biology and Wildlife and accommodate a wide-range of research programs, reports Fairbanks Daily News-Miner.

SD Gov Asks Lawmakers to Fund Research Priorities in FY11

To keep alive the underground deep science laboratory, a National Science Foundation (NSF) research priority for scientific discovery in geophysics, Gov. Mike Rounds is asking lawmakers to approve $5.4 million in special appropriations for bridge funding through May 2011. During his budget presentation to the legislature last week, Gov. Rounds told lawmakers the $35 million allocated toward the effort in 2004 and 2005 would run out this month and $250 million in anticipated NSF funding would not be available until 2011.

Patent Office Pilot Program to Speed Reviews of Green Tech Patents

In an effort to spur greentech innovation, the U.S. Patent and Trademark Office has announced that the next 3,000 green technology patent filings will be eligible for an accelerated review process. President Announces $80M STEM Teacher Training Initiative

This week at the second annual White House Science Fair, President Obama announced a new $80 million Department of Education competition to support STEM teacher preparation programs. The investment will support innovative programs, such as those that allow prospective teachers to simultaneously earn a STEM degree and a teaching certificate. Another $22 million from philanthropic and private sources, including the Carnegie Foundation, Google and Dell, will complement the administration's STEM effort.

State Science Education Standards Hurt U.S. Competitiveness, According to Report

Seventy-five percent of states (38 states) received grades of "C" or lower for their science education curriculum and instructions, according to a new report from the Thomas B. Fordham Institute. In contrast, only seven states received an "A-" or an "A." California and the District of Columbia were the only "As." Indiana, Massachusetts, South Carolina and Virginia received "A-s" for their excellent state science standards.

Johns Hopkins Remains Top University Recipient of Federal Research Dollars

In 2008, federal agencies obligated $28.4 billion to 1,316 academic institutions for science and engineering activities, according to data from the National Science Foundation. Although this represents a 0.9% increase in current dollars over 2007 levels, it represents a 1.4% decrease in inflation-adjusted 2005 dollars. The Johns Hopkins University (including its Applied Physics Laboratory) continued to be the leading academic recipient of federal S&E obligations, followed by the University of Washington and the campuses of the University of Michigan.

AUTM Launches Web-based Portal to Accelerate Commercialization of University Technologies

The Association of University Technology Managers (AUTM) launched a Global Technology Portal (GTP) — a web-based resource to facilitate networking, partnership and licensing deals among corporations and universities. The portal will allow universities and corporations to match available technologies with emerging market needs. AUTM also hopes that the portal the portal will help to quicken the pace of product development by making it much easier for corporations to identify potential university partners. Only AUTM members may post and update their information on the portal.

Norm Chagnon has been named deputy chief of the Office of Technology Investments (OTI) at the Ohio Department of Development. Chagnon will lead and direct the OTI, which is responsible for the State of Ohio's Edison Technology Centers and Edison Technology Incubators Program, the Ohio Third Frontier, the Technology Investment Tax Credit Program, the Ohio Manufacturing Extension Partnership, and the Ohio Venture Capital Authority.

Statewide Strategic Plan Outlines California's Shift to a "Production Economy"

Lt. Gov. Gavin Newsom hopes that by the fall, lawmakers will enact a comprehensive legislative reform of state economic development entities in order to begin implementing a plan for growth and competitiveness that builds on the diverse strengths of California's regional economies. The lieutenant governor last week presented the first statewide economic plan in more than 10 years, outlining steps to develop a new economic model that "embraces the shift from a consumption-based economy to a production economy focused on global trade."

Wyoming Governor Details Proposed Use of AML Funds for Research over Next Biennium

Outlining his budget recommendations for the 2011-12 biennium last week, Gov. Dave Freudenthal asked lawmakers to continue support for research projects funded by the state’s share of federal Abandoned Mine Land (AML) funds. Using $116.1 million available for appropriation in the coming year, the governor recommends $45 million for continuation of carbon sequestration research, $17.4 million to continue operating the University of Wyoming School of Energy Resources, and $14 million for the Clean Coal Technology matching grant program.

Useful Stats: State R&D Expenditures, Intensity per State: FY 2006 & 2007

In FY2007, the states in aggregate expended $1.23 billion in funds for research and development, according to recent data released by the National Science Foundation. This is the second year consecutive annual data from the NSF's State Agency Research and Development Expenditures series has been produced. SSTI has prepared a table that shows for both FY07 and FY06 each state's expenditures for R&D from the state government, the state's GDP, and the spending intensity as measured by R&D expenditures per million dollars of GDP.

President Obama Announces Startup America Legislative Agenda

On the one-year anniversary of the entrepreneur-focused Startup America Initiative, President Obama issued a new legislative agenda to boost the creation and growth of startup companies. The proposals include tax breaks for small business payrolls and expenses, an expansion of the Small Business Investment Company (SBIC) program and the elimination of country-specific caps on immigrant visas.

Virginia Governor Announces $25 Million in Possible Funding for Medical Research Institute

Virginia Governor Tim Kaine announced the creation of The Ignite Institute, a nonprofit medical research institute to be housed initially at the Center for Innovative Technology. The state will provide $3 million from the Governor's Opportunity Fund and $22 million in incentive grants, subject to General Assembly approval. Biomedical Initiatives Face Cuts As Governors Seek to Erase Deficits

Governors across the nation are trying to find ways to prevent their state finances from falling further in the red as revenues continue to fall while costs for Medicare and unemployment remain high. Deficit-reduction plans announced in two states seek to delay payments and cut funding to biomedical research initiatives that were established to expand the states’ research capacity and generate wealth.

Funding for TBED Programs Cut in Mississippi Governor’s Budget Proposal

Calling for shared sacrifice among all state agencies, Gov. Haley Barbour outlined his FY11 budget recommendations reducing most agencies by 12 percent below the FY10 appropriation, excluding the Mississippi Development Authority, which would be cut only 5 percent because of its role in job creation. Tech-based economic development programs funded by the Authority are zeroed out in the governor’s proposal, however.

WIPO Expands Searchable Patent Application Database

The United Nation’s World Intellectual Property Organization (WIPO) in Geneva recently announced an expansion of its online free searchable patent application database. In addition to containing an existing 1.65 million international patents filed for protection under the Patent Cooperation Treaty (PCT) from 30 countries, the database now includes digital information for 1.49 million additional records from the Republic of Korea, Mexico, Israel, South Africa, Singapore, Vietnam, the African Regional Intellectual Property Organization (ARIPO), and Cuba.

Pair of IL Bills Boost Investment in Tech-based Firms, Support Student Entrepreneurs

Gov. Pat Quinn this week signed into law two bills in support of tech-based companies and student entrepreneurs. SB 107 builds on the state's Technology Development Account, which allows the state to invest up to 1 percent of its investment portfolio in venture capital firms that in turn invest in technology-based businesses. The new law increases the amount to 2 percent. Companies may use the funding for R&D, marketing new products and workforce expansion. Another bill signed by Gov.

SBA Licenses First Impact Fund In Michigan

Michigan's InvestMichigan! Mezzanine Fund is slated to become the Small Business Administration's (SBA) first licensed Impact Investment Fund through the agency's new Impact Investment Initiative. The SBA initiative, which is part of the White House's Startup America initiative, uses the existing infrastructure of the Small Business Investment Company (SBIC) program to encourage small business growth. Participating funds must make place-based investments in small businesses in underserved areas, or investments in the clean energy and education sectors.

NIH R&D budget is healthy in FY 2026 budget
