Each year, the White House Office of Science and Technology Policy (OSTP) produces a memo to direct the administration’s R&D priorities. The office recently released its first such directive under its new director, Kelvin Droegemeier, who was appointed to the position under President Donald Trump.

As the month of September marks national Workforce Development Month, states around the country continue to forge ahead with programs and initiatives to help train the workforce and attract more workers to open positions. This article highlights two new reports out that detail state efforts in various workforce programs, as well as calling out several new or proposed programs in Ohio, Vermont and Arizona that are designed to increase and develop the workforce in each of those states.

NSF is issuing its first set of awards from the Convergence Accelerator Pilot. The new program is intended to accelerate use-inspired, convergence research in areas of national importance through partnerships between academic and non-academic stakeholders. The Convergence Accelerator (C-Accel) pilot program focuses on two of the NSF’s “10 Big Ideas” and emphasizes the importance of deliverable-oriented, multidisciplinary teams.

Over the last decade, accelerators have spread from a Silicon Valley phenomenon to communities across the country. Questions, however, remain on their impact on startups and whether they aid in creating a strong startup ecosystem. In How Do Accelerators Impact High-Technology Ventures?, Sandy Yu from UC-Berkeley found that the accelerator process helps resolve uncertainty around company quality sooner than what is experienced by non-accelerator companies.

A rulemaking committee, convened by the U.S. Department of Education, has begun work to rethink higher education and is considering ways to refine and streamline the accreditor recognition process and role, while also reviewing regulatory areas affecting innovation in higher education.

A growing number of Republicans have a negative view of higher education, according to a new Pew Research Center survey. The survey found that, overall, half of all the adults in this country have a positive attitude toward higher education, down from 55 percent in 2017 and 63 percent in 2016.

The U.S. Small Business Administration has announced the winners of a $1 million competition designed to help makerspaces train the future workforce, focusing on addressing the job skills and placement gap faced by U.S. businesses. The 12 winners of the Makerspace Training, Collaboration and Hiring (MaTCH) Pilot Competition, will reap $1 million total in prize money across three tiers.

Broadband access is one of the pillars of economic development, yet as many as 24 million Americans, including a disproportionate percentage in rural areas, still lack high-speed and reliable internet service, according to the Pew Charitable Trust.

Manufacturers are aware and concerned about the aging of their manufacturing workforce, according to a recent report from the Manufacturing Institute’s Center for Manufacturing Research. The report notes that a recent outlook survey found that attracting and retaining a quality workforce is one of the top challenges facing manufacturers, where nearly one-quarter of the sector’s workforce is age 55 or older.

The 116^th Congress has already advanced policies to affect regional innovation economies, and much more is poised to happen once both chambers return in September. In addition to completing the FY 2019 budget (see our Feb. coverage), this session has seen Regional Innovation Strategies legislation pass the House and Senate (albeit in different bills); the Senate working toward an overhaul of the Small Business Administration; and, the start of the FY 2020 budget process.

The National Science Foundation (NSF) has announced awards for Conceptualization Grants (CG) for Quantum Leap Challenge Institutes, which are large-scale interdisciplinary research projects that aim to advance the frontiers of quantum information science and engineering.

State and regional innovation programs continue to encourage significant economic growth across the country. The most recent example of the impact programs are having comes from JumpStart, a Cleveland-based venture development organization, which recently released its 2018 economic impact report. It found that companies in Ohio and New York fostered by JumpStart generated more than $1 billion in economic impact. This increased the cumulative JumpStart total to $6.6 billion since 2010.

In response to its shrinking industrial base and having identified a gap in its ability to rapidly acquire and deploy innovative technologies, the U.S. Air Force (USAF) recently made some changes to its SBIR/STTR program. The new Pitch Days have already met with success and 10 more Pitch Days have been scheduled in 2019.

The Angel Resource Institute has released its latest analysis of 2018 angel investing. Characterizing the full year of investments captured in the annual survey – more than 2,500 individual transactions – the report profiles activity by several different factors useful in understanding regional differences in the early stage financing community.

More borrowers are utilizing the rapidly growing fintech lending industry to garner record numbers of unsecured personal loans.  American have “sharply increased their use of unsecured personal loans because of the growing presence of fintech lenders,” according to a new report from the Federal Reserve Bank of St. Louis.

The number of women-owned business has increased significantly in recent years, but more needs to be done to level the playing field to increase the revenue and employee counts of these businesses, according to two recent studies. More venture capital is needed, as well as mentoring, training and opportunities for women of color.

A new scorecard from the nonprofit American Council for an Energy-Efficient Economy (ACEEE) reveals that while U.S. cities are ramping up their clean energy efforts, most cities with climate goals are either not on track to achieve them or are not yet tracking progress. The 2019 City Clean Energy Scorecard ranks 75 cities on more than 50 metrics and this year for the first time, includes policy efforts to advance renewable energy in addition to energy efficiency.

Ten states from across the country have been selected as part of a unique program designed to grow and strengthen their manufacturers. Over the course of the next year, interdisciplinary state teams will meet together in Washington, D.C., and separately in their home states, to develop and refine strategies impacting manufacturing industries.

The U.S. Economic Development Administration (EDA) announced Regional Innovation Strategies awards — i6 Challenge and Seed Fund Support — to 44 organizations. Those awards are worth $23.5 million in federal funding matched by $26 million from a variety of private and public sector sources for nearly $50 million for projects to support entrepreneurship and innovation in 28 states and two territories.
