The White House announces over $5B from CHIPS and Science Act for R&D and workforce programs, other updates on semiconductor programs, including Mfg USA Institute
The White House announced on February 9 that the administration expects to invest over $5 billion in semiconductor-related research, development, and workforce needs. The $5 billion will flow through the National Semiconductor Technology Center (NSTC), a public-private entity created to handle the funds. Friday’s announcement established the NSTC as a public-private consortium of the Secretaries of Commerce, Defense, and Energy, the Director of the National Science Foundation, and Natcast.

Federally funded basic research conducted at American universities grew steadily from about $10 billion in 1991 to just under $50 billion in 2020 (in constant 2022 dollars). And since the passage of the Bayh-Dole Act in 1980, universities have played an increasing role in the patenting and commercialization of their discoveries. Patents to US universities increased from 440 in 1981 to 8706 in 2020. U.S. universities licensed or optioned more than 10,000 patented inventions to the private sector in 2020.
Pandemic-era federal funding encouraged community colleges to have greater involvement in regional economic development
The recent pandemic and the government's response may have catapulted community colleges toward deeper participation in economic development. “Community colleges have been interested and involved in economic development for decades,” said Thomas Brock, director of the Community College Research Center at Columbia University. "That's part of their core mission. But what is different now is that there's a lot more federal money on the table through the CHIPS Act and the (Bipartisan) Infrastructure (Law).
Study finds TEDCO has created $2.7 billion in statewide economic activity
The Maryland Technology Development Corporation (TEDCO), created by the Maryland General Assembly in 1998 to facilitate the transfer and commercialization of technology from research universities and federal labs and to help create and grow technology-based businesses, has created nearly $2.7 billion in statewide economic activity as of 2023.

Total postsecondary enrollment is down 5% from fall 2019 to fall 2023 due to a 6% drop in undergraduate students. While undergraduates are down, graduate students have surpassed pre-pandemic enrollment numbers by 4%. Enrollments in undergraduate and graduate certificates are up significantly from pre-pandemic values (16% and 21%), while enrollment in associate degrees are down more than any other undergraduate credential (-14%).

Many of the governors across the country are delivering the final addresses and taking the time to look back over their term on accomplishments while others are looking forward to new initiatives. The Delaware governor’s comments in the innovation space centered on jobs and strengthening training opportunities while in New Mexico the governor is term limited and she took the opportunity to focus on jobs and manufacturing partnership with Mexico. The Rhode Island governor, who has indicated she will run for reelection this year, focused on education, job training and small business. Growth in the state’s clean energy industry was an accomplishment touted by the outgoing governor in Virginia. And in West Virginia, the governor is interested in free technical and community colleges.

Over the five-year period from 2012 to 2017, as total venture capital investments more than doubled, growing from $41.2 billion to $84.0 billion, the number of deals increased by just 2.7 percent according to new data from the NVCA-Pitchbook Venture Capital Monitor. In 2017, more than half of all venture capital deals and three-quarters of all venture capital dollars went to companies in California, New York, and Massachusetts in 2017.

In 2017, more than half of all venture capital deals and three-quarters of all venture capital dollars went to companies in California, New York, and Massachusetts in 2017. However, the share of deals going to these three states decreased slightly from 2007 to 2017 (from 56.1 to 52.4 percent), while the share of dollars increased from 62.3 percent to 75.7 percent.

California’s efforts to grow the role of its community colleges (CCs) was reinforced with the governor’s recent budget request to establish a fully online public community college, while a report reviewing the state’s established pilot program to offer baccalaureate degrees at some CCs presented some serious questions.

KY, MO, NY, VT state budget proposals reveal cautious approach
Governors continue to be cautious in their budget proposals, with many TBED programs seeing level funding or modest increases and cuts in some states while few new programs are being introduced. Kentucky is transferring one program to economic development, while at the same time reducing its funding. Missouri is proposing short-term benefits that may impact longer-term growth, while New York is looking to fund its life sciences initiative announced last year and Vermont is proposing an increase for its growth and innovation pilot project.

New York ($4.3 billion), Boston ($3.2 billion), and Baltimore ($2.9 billion) had the highest overall levels of HERD expenditures in 2016. In that same year, Ithaca, New York (19.1 percent), State College, Pennsylvania (9.5 percent), and College Station, Texas (9.4 percent) had the highest levels of HERD intensity – measured as the share of HERD expenditures to gross metropolitan product.

Mentoring programs may be celebrated across the nation as January marks National Mentoring Month, a movement started in 2002 to raise awareness of mentoring in all its forms. But more could be done to make programs more effective in both university and non-university settings, according to a recent working paper from the Ross School of Business at the University of Michigan.
