DOE Issues Call to Help Commercialize Energy Technologies From National Labs
The U.S. Department of Energy’s (DOE) Office of Technology Transitions (OTT) announced that it will commit up to $20 million for the first round of the DOE’s Technology Commercialization Fund (TCF) – a matching fund that helps bring promising energy technologies developed at DOE-funded national laboratories to market. In addition to helping advance promising energy related technologies with commercial potential, the TFC is intended to strengthen partnerships between the national labs and private-sector companies that can deploy energy technologies to the marketplace.
NSF Announces Funding to Establish, Sustain I-Corps Nodes

DOE Releases Second Quadrennial Technology Review on S&T Energy Efforts
The Department of Energy (DOE) released the 2015 Quadrennial Technology Review (QTR), a more than 500-page report examining the status of foundational energy science and technology (S&T). The QTR also highlights the research, development, demonstration, and deployment (RDD&D) opportunities with a focus on technologies with commercialization potential in the mid-term and beyond.
VA Gov Set to Sign Package of ED Bills Including New Research Fund
On April 20, the Virginia General Assembly sent three economic development-focused bills (HB 1343, HB 846, and HB 834) to Gov. Terry McAuliffe. The bills include the creation of a new research fund and the creation of a network of regional economic development councils. Although the bills have yet to be signed, Gov. McAuliffe has publicly supported each of them. This package of economic development initiatives was originally proposed in the governor’s economic development strategy as well as his recent budget proposal. However, it took some compromise between the governor’s original proposals and the General Assembly to reach a final package.

New Energy Secretary Begins Major Departmental Reorganization
Department of Energy (DOE) Secretary Ernest Moniz is leading a restructuring of the department's management, reorganizing programs and undersecretary positions to better align with the operational goals of supporting President Obama's Climate Action Plan, an "all of the above" energy strategy, and strengthening nuclear security. The move will create an Under Secretary for Management and Performance, merge the energy and science programs, and consolidate the department's defense waste cleanup efforts.
U.S. Research Universities Launch New Initiatives for Tech-Based International Development in Africa
U.S. research universities have launched several new initiatives to impact international development across Africa by leveraging their institutional knowledge to support tech-based economic growth on the continent. The African Development Bank, a regional multilateral development bank, also announced that it will commit $45 million for the creation of a Pan African University consisting of five thematic institutes focused primarily on science, technology and innovation.
Economic Contribution of Tech Transfer Professionals Recognized in AUTM Report
Although universities are not always at the forefront of the discussion on job creation and economic activity, they saw a sizable increase in licensing and startup activity during FY12, according to a survey by the Association of University Technology Managers (AUTM). Respondents reported $36.8 billion in net product sales from licensed technologies and startup companies from 70 of the surveyed institutions employed over 15,000 full-time employees. CA Legislature Approves Expansion of iHub Program
New legislation passed by the California legislature would expand the state’s Innovation Hub (iHub) program, which supports commercialization and entrepreneurship at a regional level. The program initially was launched in March 2010 through the state’s Business, Transportation and Housing Agency.

In his State of the State address, Gov. Neil Abercrombie stressed the importance of investing in innovation to diversify the state's economy and grow Hawaii's economic base, traditionally rooted in military and tourism. Florida Session Ends with Efforts to Expand Tech Commercialization, Elevate Universities
Lawmakers last week passed a $74.5 billion FY14 budget that expands efforts to commercialize research and boosts funds for life sciences and space-related investments. Under a sweeping new education bill, universities can qualify and receive additional resources as preeminent research universities. The measure also designates some higher education funding based on performance, and allows colleges to create low-cost degree programs.
CO Legislature Approves Grant Program for Advanced Industry Development
This week, Colorado legislators approved the launch of an advanced industries acceleration program that would provide grants for proof-of-concept, early stage capital and retention, and infrastructure. HB 13-1001 would create the program, which would make $150,000 to $500,000 awards to support commercialization in key industries.
Private Sector Partnerships Emphasized in North Dakota's Centers of Excellence Successor Program
A new program that builds upon the successes of North Dakota's Centers of Excellence and Research Excellence programs will fund up to half of the cost of R&D and commercialization projects conducted by the state's research universities. Under Research North Dakota (RND), the development and commercialization of new products will be achieved on a project-by-project basis and state funds will be matched with private-sector cash investment.
IN Gov Releases Details on $360M Bioscience Research Institute
Governor Mike Pence has released details on Indiana's statewide public-private collaborative life sciences partnership. The estimated $360 million Indiana Biosciences Research Institute will receive $25 million for the biennium from the state of Indiana to cover startup costs, which will be augmented by another $25 million from industry and philanthropic sources (see the May 8 issue).
Report Points to Success Rates of Companies Spun from Federally Funded Research Universities
Hoping to draw attention to declining federal funding for basic research, a nonprofit group of public and private research universities unveiled a report highlighting the success of 100 companies that trace their roots to a federally funded research university. Of the companies highlighted, 89 remain in business today, which is far better than the U.S. average new business survival rate of 50 percent after five years, the report notes. Moreover, 16 of the 20 youngest companies (less than five years old) also remain in business.
