The U.S. Census Bureau has released a new data series tracking employment changes at the establishment level. This data allows users to track the expansion and contraction of employment within existing businesses and creation and destruction of jobs through the birth and death of firms. In addition, the Census Bureau has broken down the data by firm size, age, sector and state.
J. Mike Books is leaving his post with the Indiana Health Industry Forum to become the first economic development director for the city of Columbia, Missouri. He also will serve as president of the Regional Economic Development Inc. Brooks will assume his new responsibilities on July 15.

In support of Gov. Bill Richardson's proposal to develop a workforce trained for 21st century jobs, the New Mexico State Legislature passed two bills this session allocating funds and creating training programs for green jobs. Lawmakers also supported a technology transfer initiative and several measures aimed at growing the state's solar industry.
Decreases in the number of young adults in the state are more a result of fewer children being born 25 to 35 years ago, and not because of a substantial brain drain or outmigration of talent from New Hampshire, according to a task force convened by New Hampshire Gov. John Lynch. However, attracting and retaining younger workers to the state is imperative because of the large share of baby-boomers in the workforce that will be retiring in the next decade.
Rebecca Bagley, who left her position as deputy secretary for the Technology Investment Office within the Pennsylvania Department of Community and Economic Development, was appointed president-elect of NorTech. Bagley will succeed Dorothy Baunach, the founding staff director of NorTech, as president and chief executive officer. Baunach will become president emeritus, serving as an adviser until December 2010.
The growing need for a skilled workforce in the U.S. has prompted policymakers, educators and industry leaders alike to explore a wide range of options for ensuring a pipeline of qualified workers with specialized skills to fill both new economy jobs and those that will be vacated by the aging population. Two recent examples include grants awarded to states to help re-train older generation workers for jobs in high-growth industries and legislation introduced in the U.S. Senate to provide resources for high-school students to secure high-wage careers in their regions.

A recent report from the National Governors Association Center for Best Practices provides states with a blueprint to create a skilled workforce based on the success of the Automotive Manufacturing Technical Education Collaborative (AMTEC). AMTEC is a partnership of 30 community colleges and 34 auto-related plants in 12 states that worked to identify and implement improvements in technical education for workers in advanced automotive manufacturing.
Two recent reports from Wisconsin economic development organizations suggest different paths for the state's economic initiatives. A white paper from the Wisconsin Technology Council (WTC) lays out a plan to increase access to capital for Wisconsin entrepreneurs, create new workforce development strategies, improve the state's infrastructure and business climate, and implement technology development and transfer strategies. Another report calls for greater coordination and streamlining of Wisconsin's existing programs through the creation of two new entities with a statewide reach.

Oklahoma Governor Mary Fallin signed the Oklahoma Aerospace Engineer Tax Credit — reestablishing a tax incentive that was put on moratorium during last year's legislative session. The legislation extends tax credits of $5,000 a year for up to five years to engineers who are hired in Oklahoma. Under the law, companies receive a tax credit equal to 10 percent of the compensation paid to an engineering graduate from an Oklahoma institution of higher education.
Since 2000, two-thirds of the nation's 51 largest cities have seen on average a 26 percent increase in the number of young, college-educated adults choosing to live within three miles of the urban center — compared to an average increase of 13 percent in the rest of the metropolitan area.
