Over the past few months, SSTI has followed proposals issued by governors in their budget requests, State of the State Addresses, Inaugural Speeches and other events. Now that many state legislatures have begun approving budgets, the Digest will check on the status of these proposals, and examine the state of technology-based economic development funding in the states. This week, we review actions in Alaska, Colorado and Indiana.

Following a lively debate over education funding, state worker pay and pensions, Maryland legislators approved a $40 billion budget. Under the approved legislation, $68 million would be available to support the state's most expensive school districts. Gov. Larry Hogan, however, had favored using those funds, and an additional $132 million, to shore up the state's pension fund, according to the Washington Post. Gov. Hogan will not be able to spend these funds for any other purpose than that approved by the legislature, but has expressed an interest in letting the funds go unspent.

In the recently released 50 State Project, CQ Roll Call provides an overview of the 45,564 bills and resolutions that were passed by state legislatures between the 2013 and 2014 legislative sessions. The report found the top issues covered by state legislatures during the timeframe were state budgets, education (including STEM and higher education), taxes, and transportation. Other important issues included job creation and energy-related issues. Job creation and economic revitalization were among the five most important legislative issues in nine states including Alaska, Arizona, Connecticut, Kentucky, New Jersey, North Carolina, Oklahoma, Pennsylvania,  and West Virginia. Late last week, Rhode Island Gov. Gina Raimondo’s released her proposed $8.6 billion FY2016 budget proposal.   The budget focuses on three guiding principles: building skills, attracting entrepreneurs and investment, and fostering innovation. Raimondo, who had previously served as the state’s treasurer and founded Rhode Island’s first venture capital fund, prioritized economic development and released a detailed jobs plan during her election campaign, much of which is reflected in the budget. Several governors released their proposed budgets over the last two weeks, and while some states continue to deal with budget shortfalls that prevent many new initiatives from coming into fruition, governors in Pennsylvania and North Carolina included numerous proposals focused on innovation and economic development. Additionally, governors in Louisiana and Massachusetts highlighted new workforce development proposals. 

This week, governors in Connecticut, Illinois, New Hampshire, and Texas revealed their budget proposals, with commonalities around STEM education, workforce development, and university research initiatives. Governors in two states, New Hampshire and Texas, made growth in the innovation economy a specific priority area of their proposed budgets.

This week, governors in Michigan, Ohio, Oklahoma, Tennessee, and Wisconsin unveiled their budget proposals. Included in the governors’ recommendations are several cases of agency restructuring and funds for workforce development, innovation tax credits, and other TBED-relevant issues.

Governors in Maryland, Minnesota, and Florida proposed substantial funds to higher education in their budgets this week, with an emphasis on affordable education and expanded research capacity.
