In comparison to most of its peer states, Colorado's workforce excels in educational attainment and entrepreneurship, according to the first Colorado Innovation Index. The index, published by the Colorado Innovation Network, evaluates Colorado's economy in relation to seven benchmark states, including Arizona, California, Massachusetts, New York, North Carolina, Texas and Utah. Only Massachusetts had a higher percentage of Bachelor's degree holders in its workforce, and only Massachusetts and New York had a higher percentage of graduate degree holders.

The start of a new school year is already underway leading to the often dreaded task of choosing a major. For today's students, balancing a rewarding career with one that offers in-demand employment opportunities has become even more of a struggle. Results from a new survey suggest the engineering field might just fit the bill, however. A survey of more than 1,200 mechanical engineers offers insight into a profession where most hold an optimistic view of their work and their ability to impact lives and meet global challenges.

This week, White House officials announced the names of the country's first class of Presidential Innovation Fellows. The 18 fellows, drawn from the ranks of private sector innovators and entrepreneurs, will spend six months working on five high-impact projects aimed at supporting U.S. entrepreneurs, small businesses and the economy. Tony Grindberg, executive director at the NDSU Research and Technology Park, has announced his resignation effective Sept. 30. He has accepted a position as the business unit manager for the Aerospace Business Unit of Appareo Systems, LLC. Appareo Systems is headquartered in the NDSU Research Park on the NDSU campus. Grindberg has been with the NDSU Research Park for the past 10 years.

SSTI will be holding a congressional briefing from 1:00-2:30 p.m. on September 12 in Washington, DC, featuring seven of its members. The briefing, "Lessons from the Field on a Path to Sustained Economic Growth and Job Creation," will provide an overview of state, regional and university tech-based economic development efforts and highlight work being done by Ben Franklin Technology Partners, BioSTL, Center for Innovative Technology, Georgia Research Alliance, JumpStart, Michigan Economic Development Corp, and NorTech.

The Securities and Exchange Commission (SEC) announced its first proposed rule that will help make equity-based crowdfunding a reality. The proposed rule (Rule 506) will allow for the general solicitation and general advertising of securities. At this point, however, the rule will only apply to accredited investors — an individual with income of more than $200,000 per year or a net worth of over $1 million dollars, excluding the value of the investor's primary residence.

New efforts to step up technology transfer at the University of New Mexico (UNM) and the University of Tennessee (UT) have resulted in a record number of invention disclosures over the last year. In both cases, much of the achievement is attributed to faulty involvement, including new outreach efforts by the universities and more aggressive and ambitious goals set for the institutions.

Borrowing from an industry sector phrase used to describe a complete view of investment impact, the Economic Development Administration (EDA) unveiled its new Triple Bottom Line tool to help economic development practitioners and investors assess, compare and communicate the potential impact of projects. EDA says the triple bottom line approach can help better align economic development investments with other community priorities to maximize impact.

The quarterly deadline for submitting grant applications to the Economic Development Administration's (EDA) Public Works and Economic Adjustment Assistance programs has been extended from Friday, September 14, 2012, to Thursday, September 20, 2012. In an effort to develop domestic renewable energy production, the Department of the Interior released details on the Solar Programmatic Environmental Impact Statement (PEIS). PEIS provides an outline for utility-scale solar energy development in six states — Arizona, California, Colorado, Nevada, New Mexico and Utah.

Building on a previous statewide initiative to boost technology entrepreneurship, a group of Rhode Island organizations have combined resources to launch a new effort called the Founders League. The idea is to assemble a treasure trove of support from universities, a mentorship-driven accelerator, and the Chamber of Commerce to provide resources and connections for established and aspiring entrepreneurs.

Clean Tech venture investments declined in the third quarter of 2012, according to the MoneyTree report released on Friday by PricewaterhouseCoopers (PWC) and the National Venture Capital Association (NVCA). The numbers reinforce the current trend of decreasing investment in clean tech companies and projects and the inherent challenges of VC backing in the sector. However, many are attributing this drop to a shift in the focus of clean tech investment by private and public entities rather than complete disenchantment in the promising sector.

The U.S. Small Business Administration's (SBA) Small Business Investment Company (SBIC) debenture program provided $2.95 billion in financing to small businesses in FY12, according to a recent SBA release. SBICs around the country help small businesses to expand by providing them with access to long-term capital. Earlier this week, 11 U.S. states (and Puerto Rico) held gubernatorial elections, and 44 states held elections for at least one house of their state legislative body. As a result, five states elected new governors, as did Puerto Rico. Partisan control of state legislatures changed in nine states. The results indicate a growing trend toward state governments unified under a single political party.

Congressional elections earlier this week did not change control of the U.S. House of Representatives or Senate, however, science committees in both houses are set for significant turnover, according to the American Association for the Advancement of Science. The House Committee on Science, Space and Technology is slated to lose ten members, one-quarter of its membership, and is expected to gain a new chairperson.

On November 15, the Securities Exchange Commission (SEC) will host the "SEC Government-Business Forum on Small Business Capital Formation," an annual forum focused on the capital formation concerns of small business. This year's agenda will focus on the implementation of the Jumpstart Our Business Startups Act (JOBS Act), specifically equity-based crowdfunding regulation. The forum also will look at issues related to capital for small business that were not addressed by the JOBS Act.

The Congressional Research Service recently published findings on the current conditions of federal support of academic research, highlighting the threat that constrained university, state and federal budgets places on critical basic research. Although there is growing recognition that R&D is crucial to the long term health of the nation's science and technology sectors, data from the report shows U.S. colleges and universities have seen a decline in financial support at the federal, state and private levels.

The answer may not be clear, but both sides can agree the U.S. skills gap will continue to deepen if changes do not occur. In the U.S. manufacturing sector, the skills gap may be less pervasive than many believe, according to a report from the Boston Consulting Group (BCG). BCG researchers estimate the U.S. is short 80,000 to 100,000 highly skilled manufacturing workers.

The world's fifth annual Global Entrepreneurship Week kicked off on Monday celebrating and encouraging innovators and entrepreneurs throughout the world. Founded by the U.S.-based Ewing Marion Kauffman Foundation and the UK-based Make Your Mark Campaign, the weeklong program now spans 115 countries with 37,000 activities that reach upwards of seven million people. Two small grant programs and a minor reorganization of related functions within the U.S. Small Business Administration are the aims of a bill introduced Nov 26 by Democratic Sens. Mary Landrieu and John Kerry. "Today's Entrepreneurs are Advancing Mentorship Act of 2012," or the TEAM Act (S. 3638) for short, would create an Office of Entrepreneurial Support within SBA to administer the grant programs, oversee online entrepreneurship education and resources, coordinate programs targeting youth entrepreneurship, and host international groups interested in U.S. entrepreneurship.

In the aftermath of an election cycle in which manufacturing emerged as a key point of contention in many races, several groups are taking stock of the state of U.S. manufacturing competitiveness. The 2012 edition of the Global Manufacturing Competitiveness Index, based on a survey of senior manufacturing executives, projects that the U.S. will fall from third most competitive nation to fifth over the next five years.
