The U.S. economy is poised to create up to five million new manufacturing jobs by 2020 due to increasing demand for U.S. exports, according to new research from the Boston Consulting Group (BCG). Since 2006, U.S. exports have risen by 30 percent — far outpacing the growth in gross domestic product (GDP). BCG senior partner, Harold L. Sirkin, projects that the demand for U.S. exports will continue to grow, leading to an American Manufacturing renaissance between 2015 and 2020.

With U.S. private sector R&D activity declining and global competition intensifying in areas of U.S. expertise, it is clear the U.S. must take strategic action to maintain its position as the world leader in R&D and prevent innovation from leaving our shores. Last week, the Department of Energy announced 66 breakthrough energy-related projects would receive a total of $130 million through its OPEN 2012 program.

Encouraged by promising commercialization efforts, new companies created and an impressive leverage of outside funding, Gov. John Kitzhaber has proposed a more than 50 percent increase in Oregon innovation efforts through the state's signature research centers. The governor's budget proposal for 2013-15 also includes funding to address small business capital needs and to better align workforce programs with employer needs. While Washington remains in political gridlock and the national economy continues sluggish growth, one key trend for political and economic success is apparent: U.S. metro regions experiencing high economic growth have invested federal, state, and private funds in high-speed broadband access.

Recently, the Maine Technology Institute (MTI) announced a new outreach effort to connect the state's community banks with promising technology and innovation-based businesses. These businesses often have capital needs that differ from other small firms and less collateral to secure loans. As a result, it can be difficult for high-tech firms to secure bank loans. The initiative will kick off with a series of workshops, held in partnership with community banks, on the funding options available to tech companies.

The Department of Housing and Urban Development (HUD) intends to launch a $10 Million Strong Cities, Strong Communities National Resource Network (SC2 Network) — a pilot program to align federal resources and coordinate technical assistance programs to help distressed U.S. communities make more effective local investments. The focus of the SC2 Network will be to strengthen the foundation for economic growth and resiliency in these communities including local technical capacity, comprehensive planning and regional collaboration.

Amid the economic uncertainty surrounding fiscal cliff negotiations, and what it means for states, some governors are erring on the side of caution when it comes to funding recommendations for the upcoming year. At the same time, several state budget officers are projecting significant revenue shortfalls in the current fiscal year or biennium as a result of lower than expected tax collections.

In a new report, the National Academies' Institute of Medicine (IOM) praises the remarkable research output of California's Institute for Regenerative Medicine (CIRM) during its first seven years, but recommends several changes in oversight that could improve the quality and defensibility of its work. In an attempt to leverage the economic promise of young people, the state of Kentucky is launching a new public-private initiative designed to enhance creative thinking and entrepreneurial skills. The Governor's School of Entrepreneurs will be launched this summer as an experiential program that brings together representatives from Kentucky's science, engineering, design, entrepreneurial, and higher education communities to teach promising high school students from across the state on business fundamentals, entrepreneurship, product design, and creative thinking.

A new report released by Deloitte on "U.S. Public Opinions on Manufacturing" reveals that a strong majority of Americans consider manufacturing to be the most important industry in the country. But while nearly two-thirds of Americans (64 percent) believe our manufacturing industry can be globally competitive in the 21st century, most Americans (46 percent) see the manufacturing sector getting weaker or at best staying the same (32 percent).

In a report, the President's Council of Advisors on Science & Technology recommends that the federal government should launch a coordinated effort to boost American agricultural science by increasing public investments.

A recent report by Cleveland State University's Levin College of Urban Affairs details the economic impact of companies supported by JumpStart Inc. and the North Coast Angel Fund in the 2012 calendar year. The 127 companies included in the study created 2,140 jobs in Ohio (1,652 in Northeast Ohio), generated $269.7 million in economic benefits for the state, and produced $35.5 million in federal, state, and local taxes.

Although universities are not always at the forefront of the discussion on job creation and economic activity, they saw a sizable increase in licensing and startup activity during FY12, according to a survey by the Association of University Technology Managers (AUTM). Respondents reported $36.8 billion in net product sales from licensed technologies and startup companies from 70 of the surveyed institutions employed over 15,000 full-time employees. Highlights from the survey are available now, and the full report is set to release at the end of the year.

A new report from the National Academies' National Research Council urges the U.S. federal government, state government, business and universities to act in concert to preserve the competitiveness of the nation's research universities. The report, a follow-up to 2005's Rising Above the Gathering Storm, suggests that a number of ongoing trends threaten U.S. global leadership in higher education. The most critical of these issues are declining federal funding for university research and the erosion of state support for higher education in general.

Governments of advanced economies are starting to believe as the 21st century advances significant opportunities for their technology-based product and service sectors will emerge from increasingly open, competitive and affluent global markets. To compete in this changing world, they are looking to expand access to capital for startups and entrepreneurs, support their research and development (R&D) infrastructure and address weaknesses in their national economies.

Unlike last year when a wave of new governors pushed sweeping proposals to re-organize economic development activities and grow the economy, the 2012 legislative sessions brought mostly modest changes for tech-based initiatives. While many programs were level funded or received smaller increases than in previous years, a handful of states increased funds or introduced new initiatives to support economic development efforts.

The Small Business Administration (SBA) plans to make seven awards to support organizations helping to build strong regional innovation clusters. The awards will support public-private partnerships that bring together businesses, academic institutions, economic development organizations and other local actors to lay the foundations of sustainable growth and economic competitiveness. Three of the awards will go to small businesses that provide cluster-related services. SBA intends to post a request for proposals on or about July 5.

The Economic Development Administration (EDA) announced the Strong Cities, Strong Communities (SC2) Pilot Challenge, a $6 million pilot initiative to assist economically challenged municipalities in creating long-term economic development plans. Under the SC2 initiative, the EDA will select six pilot communities from across the country. To be eligible for the SC2 initiative, the applicant must be a local government that meet all the economic distress criteria described in the announcement and has a current population of at least 100,000.

Two bold proposals seeking to make big changes to community colleges in Massachusetts and New Jersey research universities recently were approved by lawmakers. In Massachusetts, more funding for the state's 15 community colleges is tied to increased oversight, performance measures and integration of workforce development initiatives. Meanwhile, New Jersey lawmakers passed a bill merging a medical and dentistry school with Rutgers University in hopes of strengthening partnerships for research projects and drawing more federal funding.

The Small Business Administration released a funding announcement for the Regional Innovation Cluster (RICs) Program. The SBA will announce up to seven RIC awards intended to support public-private partnerships that bring together businesses, academic institutions, economic development organizations and other local actors to lay the foundations of sustainable growth and economic competitiveness. Three of the awards will be set aside to support small businesses that provide cluster-related services. Proposals must be submitted by August 6, 2012.

Two of the Small Business Administration's (SBA) proposed changes to the federal SBIR/STTR programs have caught the attention of small business advocates and groups warning of loopholes in the language that they say could negatively impact U.S. companies and affect eligibility.

In 2011, European startups and other projects raised approximately €1.5 billion ($1.8 billion) through crowdfunding, according to a report from Nesta, an innovation focused foundation located in the United Kingdom. In The Venture Crowd, Nesta researchers found that a significant portion of those funds raised were by reward-based crowdfunding, where participants receive non-financial rewards in exchange for donating to a project. However, other crowdfunding models are growing rapidly including donation crowdfunding, crowdfunded lending and equity crowdfunding.

The White House recently released Capturing Domestic Competitive Advantage in Advanced Manufacturing, a blueprint intended to serve as a national framework for the sustainable resurgence in advanced manufacturing in the United States. The report was written by the Advanced Manufacturing Partnership (AMP) steering committee, a national public-private partnership formed by the Obama administration in 2011 to help increase public and private investments in advanced manufacturing and create high-paying manufacturing jobs.
