NASA announced the selection of 125 Phase II awards, totaling approximately $73 million, for its FY 1997 SBIR Program. The agency funded 40 percent of the 312 Phase II proposals received from small businesses completing Phase I NASA research.
The Kansas Technology Enterprise Corporation (KTEC) has released the Kansas Innovation Index 1999. The major finding of the report is that "Kansas has a realistic opportunity to create a competitive advantage for economic growth and high wage industries by supporting its emerging innovation economy."
Connecticut Innovations, Inc. (CII) is seeking a manager for its Renewable Energy Investment Fund. State governments are reaping the benefits of the strong economy and sound fiscal leadership, according to the December, 1998 edition of Fiscal Survey of States. The semi-annual report, released last week by the National Governors’ Association (NGA) and the National Association of State Budget Officers (NASBO), indicates states are maintaining healthy reserves to help manage economic uncertainties.

The National Institutes of Health (NIH) has released award statistics for the FY 1998 Small Business Technology Transfer Program (STTR). No awards were made in FY 1998 to companies in Alaska, Arizona, Arkansas, Delaware, the District of Columbia, Hawaii, Idaho, Iowa, Kansas, Maine, Minnesota, Montana, Nebraska, Oklahoma, Puerto Rico, South Carolina or South Dakota. NIH reports awards by the location of the principal investigator’s company.
The Semiconductor Industry Association (SIA) and the Defense Advanced Research Project Agency (DARPA) have selected two of potentially six microelectronics research centers. The centers will focus on core chip technologies with long term technological payback.

The 1998 recipients of the nation's highest science and technology honors, the National Medal of Science and the National Medal of Technology, were announced last week.
The National Medal of Science, established by Congress in 1959 and administered by the National Science Foundation, honors individuals for contributions to the present state of knowledge in a variety of science frontiers.
NASA has announced 48 awards in microgravity biotechnology research. The selections, including 34 new projects and 14 continuation grants, were made from 165 proposals and total approximately $33 million. The total amount of the 48 awards was not available.
President Clinton recently announced the winners of the 1998 Malcolm Baldrige National Quality Award. Three companies C Boeing Airlift and Tanker Programs, Long Beach, Calif.; Solar Turbines Inc., San Diego, Calif.; and Texas Nameplate Co. Inc., Dallas, Texas C are being honored for their achievements in performance excellence. With 66 employees, Texas Nameplate Co., Inc. is the smallest company to ever received the award.

The Wheeling Jesuit University is seeking candidates for a combined faculty/administrative position in Entre-preneurship and Technology Management and Chair of the Department of Business and Technology. Duties include teaching, advising student, seeking grants, coordinating a new undergraduate major in Entre-preneurship and Technology Management, and arranging for student internships and faculty consulting opportunities in the entrepreneurship and technology management areas. The Michigan Legislative Service Bureau has an opening for a Science Research Analyst. Duties include researching scientific and technical topics of interest to the Michigan legislature and analyzing the technical accuracy of legislation. The National Science Foundation (NSF) has invested $10 million to fund the first year of new Engineering Research Centers (ERCs) in Georgia, Hawaii, Maryland, South Carolina and Virginia. Each of the five centers will receive $2 million in the first year from the NSF, leveraged by support from industry, state governments and partnering universities. NSF will support the centers for five years, after which the support agreement is subject to renewal.
PricewaterhouseCoopers recently announced that venture capital investments in the third quarter of 1998 set an all-time high of $3.77 billion, just slightly above the previous record of $3.73 billion set last quarter despite the current stock market turmoil. Compared to the third quarter of 1997, investments increased 29% over the $2.92 billion reported one year ago.
The long-time executive director of the New Jersey Commission on Science and Technology, Jay Brandinger, recently announced his decision to resign as Executive Director of the New Jersey Commission on Science and Technology. Consequently, the Commission is seeking an Executive Director.
