Industry Driving Growth in U.S. R&D Spending

Research and development (R&D) spending in the United States reached an estimated $220.6 billion in 1998, reflecting an inflation-adjusted increase of 5.3 percent over 1997, reports the National Science Foundation (NSF) in the recently released National Patterns of R&D Resources: 1998.

EPSCoR Evaluation Released

The National Science Foundation's Directorate for Education and Human Resources has released A Report on the Evaluation of the National Science Foundation's Experimental Program to Stimulate Competitive Research. The report (NSF 99-115) was prepared under contract by the COSMOS Corporation.

Colorado Advanced Technology Institute Abolished

The Colorado Advanced Technology Institute (CATI) has been abolished effective June 30, 1999. CATI was the state's lead organization on technology-based economic development since its creation in 1983.

White House Office of S&T Policy Fellowship Available

The American Society of Mechanical Engineers (ASME) is seeking candidates for the United States Innovation Partnership (USIP) Fellow. The Fellow will serve a one-year appointment in the White House Office of Science and Technology Policy to help foster science and technology cooperation between the states and the federal government.

Maine-NIST Form Unique Partnership

Friday, June 18, 1999

Maine Governor Angus King, Jr. and Acting Under Secretary of Commerce for Technology Gary Bachula signed a letter of partnership last week that links the National Institute of Standards & Technology (NIST) with a variety of organizations in Maine. Bachula heads the Department of Commerce's Technology Administration (TA), which includes NIST.

FY 2000 COSSI RFP Released

The Department of Defense (DoD) has released the program description and request for proposals for the FY 2000 Commercial Operations & Support Savings Initiative (COSSI). COSSI, a joint program of the Army, Navy and Air Force, is designed to develop and test a method for reducing Defense operations and support costs by inserting commercial items into fielded military systems.

$1.8 Million Offered for Fuel Cell Research

The Federal Energy Technology Center (FETC) of the Department of Energy has released the "Multi-Layer Ceramic Fuel Cell Research" Broad Agency Announcement (BAA) to solicit basic and applied research applications to advance the art of high temperature solid state fuel cell design and manufacturing.

The agency anticipates awarding a total of $1.8 million in first-year funding through the solicitation. There is a mandatory 20 percent cost share required for each proposal.

$162 Million Available for Distance Learning & Telemedicine

The US Department of Agriculture's (USDA) Rural Utilities Service has released the application guide for the 1999 Distance Learning & Telemedicine (DLT) Program. The DLT program provides financial assistance for schools, libraries, and rural medical services to acquire equipment and telecommunications facilities for optimal service delivery.

NSF Releases MRSEC Solicitation

The National Science Foundation's (NSF) Directorate for Mathematical and Physical Sciences Division of Materials Research has announced that approximately $22 million will be awarded in FY 2000 for grants to support 10-15 Materials Research Science and Engineering Centers (MRSECs).

Growth in States' R&D Spending Outpaced Others Over Last 30 Years

Adjusted for inflation, state R&D expenditures grew at an average annual rate of 3.3 percent between 1965 and 1995, compared with the nationwide R&D spending growth of 2.5 percent per year for the same period, according to What is the State Government Role in the R&D Enterprise? This report was issued by the Research and Development Statistics Program of the National Science Foundation's Division of Science Resource Studies.

The competitive program provides financial assistance for establishing technical performance and conducting early development of innovative ideas and inventions. Nominations Sought for Annual SBIR Award

The U.S. Small Business Administration (SBA) is seeking nominations for the fourth annual Tibbetts Awards. Named after Rowland Tibbetts, who established the first Small Business Innovation Research (SBIR) program at the National Science Foundation more than 20 years ago, the award recognizes outstanding contributions of small firms, projects, organizations and individuals involved in SBIR.

Technology Leads VC Investments Past $4B Mark

As Wall Street waited for the Dow to top 10,000, venture capital investments were also reaching a new high, according to the latest PricewaterhouseCoopers Money Tree Survey. Venture-backed investments rose to a record $4.286 billion during the first quarter of 1999, a 41 percent increase over the first quarter of 1998. The survey's previous record of $3.77 billion was set during the third quarter of last year.

New Washington Laws to Promote Rural High Tech

Washington's technology boom hasn't been enjoyed equally by most communities outside of the Seattle or Spokane urban areas. Two laws recently passed by the Washington legislature are intended to provide tax credits, infrastructure financing, and other incentives to spread the economic benefits of technology into the state's most rural counties.

NSF, EPA Looking for Sustainable Environment Technology

The Environmental Protection Agency and the National Science Foundation have announced approximately $5 million will be awarded in FY 2000 for grants to support research toward "Technology for a Sustainable Environment."

Entities eligible to submit proposals include universities and not-for-profit institutions. The agencies anticipate making 20 grant awards for the solicitation in January 2000. Proposals are due July 26, 1999.

Delaware Creates Biotech Institute and Passes R&D Tax Credit
